Infratel Italia Ultra Broadband National Plan Ing. Luigi Cudia

Who is Infratel Italia? Infratel Italia is 100% owned by INVITALIA, the National Agency for inward investment and economic development, owned by the Italian Ministry of Economy. Established in 2003. The Ministry of Economic Development (MISE), which has the institutional competence for telecommunication infrastructure, implements the Broadband and Ultra Broadband measures defined in the national strategy, through its in house company Infratel Italia and coordinates the activities of all public and private actors involved. 2

The company has now more than 100 employees, mainly engineers involved in the following processes: Technical planning Project management for the control of the network development Maintenance Business development 3

Infratel Italia experiences Infratel has technical, legal, procurement and project/contract management expertises for project implementation. Infratel was involved in the Italian Broadband Plan in order to assure the Broadband coverage in all digital divide areas. The plan was finalized in 2015 and Italy has currently a Broadband coverage of 99,5%. Infratel has designed and developed the backhauling public fiber connection in 3.000 different digital areas. Infratel is responsible for the management and maintenance of about 15.000 km optical fiber links. The public optical links are rent to the most important national operators, that guarantee the Broadband services delivery to their customers. 4

Ultrabroadband Plan In 2014 Infratel collaborated with the Italian government staff to define a Ultrabroadband National Plan in order to assure by 2020 the total coverage of 30Mbits NGA Italian households and 100 Mbits NGA coverage for the 85% of households. The plan was approved in 2015 and Infratel Italia is involved in the implementation project. Infratel Italia started with a public consultation of private operator coverage in more than 94.000 areas. After the mapping of coverage, Infratel selected the areas where a public financing plan is necessary and for those areas (38% of Italian households) was defined in 2016 the public tender. The winners of the tender (Concessionary) are responsible for the design, exploitation, maintenance and selling of the network for 20 years. The Italian government has the property of the network. Infratel Italia is now responsible for the control of design project of the Concessionary and the development control of the network. After the construction phase, Infratel Italia will monitor the real obbligation of the Concessionary to assure that the public property of the network will be used by all operators to guarantee equal access to national and local operators. 5
