RULES & REGULATIONS International Festival under the auspice of UNESCO The Planet of Art (February-June, 2018, Astana, Kazakhstan) The International Festival "The children of the World are painting" initiated by the Director-General of UNESCO in 1999 was successfully implemented in Kazakhstan for more than 10 years. In 2016, talented young people from Bangladesh, Vietnam, India, Kazakhstan, China, Korea, Kyrgyzstan, Mongolia, Nepal, Russia, Tajikistan, Thailand, Turkmenistan, Uzbekistan, Japan and other countries participated in the competition. This year the Festival is dedicated to the celebration of the 20th Anniversary of the capital of Kazakhstan Astana and will unite students of children's art schools, art studios, representatives of UNESCO partner organizations and UNESCO Clubs from Central Asia and the Asia-Pacific region. Art festival will be commemorated by release of the final album "Astana the city for Peace", which will include the best artworks of the project s finalists, and the winners of the contest will be traditionally invited to the final part to the Capital of the Republic of Kazakhstan. This art festival is supported by: - National Commission of the Republic of Kazakhstan for UNESCO and ISESCO - UNESCO Office in Almaty for Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan - Administration of Astana city - Ministry of Education and Science of the Republic of Kazakhstan - Ministry of Culture and Sport of the Republic of Kazakhstan - Ministry of Foreign Affairs of the Republic of Kazakhstan Mission: -Education of the younger generation, promotion of intercultural dialogue and mutual understanding, as well as strengthening of friendly ties between children of Central Asian and Asian-Pacific countries. -acquaintance of the participants of the project with the history of formation and achievements in the development of the capital of Kazakhstan Astana Stages: I Stage: Submission of art works and applications for participation in the countries of Central Asia and Asia- Pacific region (1 February 20 April, 2018) II Stage: International screening (20 April 2 May 2018.) III Stage: International festival under the auspice of UNESCO The Planet of Art (June 2018, Astana)

I Stage: Submission of art works and applications Participants must submit their artwork to the Art & Craft Department, Gwalior Glory High School by 2 nd April 2018. Selected entries will be sent to the organizers. Entry requirements: -Participants: children and youth aged 3-17 (as on 1 st February 2018) - Techniques: free. - Size: free. - Theme: «Astana the city for peace»

-Number of art works, provided by each country: Total number: 200 work in following categories: 3-6 years 40 works 7-8 years 40 works 8-9 years 40 works 10-13 years 40 works 14-17 years 40 works -Taking into account the theme of the Festival in 2018 and the publication of a special album "Astana the city for peace", dedicated to the 20th Anniversary of the capital of Kazakhstan, it is welcomed to perform works in the relevant subject, reflecting the history, modern life and future development of Astana. (In accordance with tradition of the contest, theme is wide and free for expression of artworks which express the vision of the world through the eyes of children. Since the Festival is dedicated to the 20 th Anniversary of Astana city, it is desirable (but not obligatory) to see how kids and youth from different countries see the history and modern development of the Astana city. It could be the artworks based on study of history of Astana, modern architecture of the city, main International events held there such as EXPO-2017 etc. Participants may download images from the internet of Astana city and choose any image for drawing/painting and other forms of art. They may use their own imaginations as well.) -Each art work must be accompanied with completed application form with English translation (Anex 1). Application with incorrect form will not be admitted to the contest, art work will not be returned. -Participation in the art festival is without any entrance fees. Categories of art forms: -Graphics; -Painting; -Sculpture; -Applied arts (artistic ceramic, wood carving, metal carving, leather crafting, batik, tapestry, etc.); -National applied arts (musical instruments, household items, textile, etc.); -Design of costume, interior and landscape, industrial, graphic and computer design; -Art photo; -3D modeling (copies, collection pieces) Submission of the artworks for the Final Screening: 1. All artworks must be original, without framing, labels on the front side and not be rolled. Damaged artworks will not be evaluated by the Jury. 2. On the back on the right bottom side of the artwork it is necessary to attach the completed entry form with the translation in English. (Annex 1) 3. The right to use, reproduce, photograph, exhibit, lease, translation and disposal, will be transferred to the Organizing Committee represented by Kazakhstan National Federation of UNESCO Clubs. In case of non-compliance of one of these points, artworks will not be considered by the Jury! 4. All entries received would be evaluated by a committee to be appointed by the local organizer. A total number of 200 art works will be selected (In different age categories, as mentioned above) for final screening of the 5 prize winners by the International screening committee in Kazakhstan. Please note that after selection of the prize winning entries (200 art works out of total number of entries received in all categories), schools of the prize winners will be informed to send the selected entries to the International Organizers in Kazakhstan by the school themselves or request the parents to bear the cost of mailing/dispatch of the entries to Kazakhstan.

II Stage: International screening Results: -All participants will be awarded with «Certificate for participation» -Finalists, whose artworks will be included in the album - «Diploma of the finalist» -Winners - «Diploma of the winner» -Instructors of the finalists «Certificate for preparation of the finalist» -Five winners from each country will be invited to the final of the Festival (June 2018, Astana) A commemorative album "Astana the city of peace" will be dedicated to the celebration of the 20th anniversary of the capital Astana and will be published at the end of the Festival. (June 2018). -About 500 artworks will be included in the Album and 5 winners from each participating country in the age group 12-17 years will be invited to attend the Finale of the festival. Organizing committee will cover expenses on accommodation, meals, cultural programme and local transportation in Kazakhstan. Airfare, visa fee and medical insurance are to be covered by the parents of selected students. A representative of the local organizer will accompany the winner students. III Stage: International festival under the auspice of UNESCO The Planet of Earth Organization: -Winners who have received an official invitation from the Organizing Committee will be invited to participate in the Festival. -To ensure the efficient organization of the Festival, participant s delegations will be grouped together. -Winners will be provided with branded items (t-shirt, etc.). It will be mandatory to wear them during the activities of the project. -The state of health of children will be monitored by specialists of the medical unit. -By taking part in the contest, the participant confirms the obligation to comply with all internal rules and conditions of the project prescribed in this Rules and Regulations. -All personal and/or other information provided by participants must be true, accurate and not misleading in any way; -In case of inaccurate information by candidates for participation in the contest, the Organization Committee has the right to exclude them from the screening; -By taking part in the competition, the participant confirms his/her agreement to the placement of personal data provided for participation in the Festival, as well as photographs in the Mass Media. Programme of the Festival will include: -exchange of experience between children and teachers; -friendly and cultural parties, flash-mobs and charity activities; -interactive trainings and workshops with the master-classes in fine arts; -discussions, trainings, master-classes on different topics; -Master-classes and lectures of specialists in the sphere of culture and art; -exhibition of winners artworks; -Gala Awarding Ceremony of the winners of the Festival; -presentation of the Album Astana the city for peace Resolution of any important issues not covered in this document will be dealt by the Organizing Committee. *********
