Minimum flight landing charge for non-airline jet or turboprop engine: $13.00 There has been no change in the Landing Fee rate schedule for 2014 as indicated below: ALL JET OR TURBOPROP LANDINGS Aircraft Weight Fee per 1000 kg 0 to 21,000 kg. 3.71 21,001 to 45,000 kg. 4.66 45,001 to 80,000 kg. 5.58 More than 80,000 kg. 7.73 FEDERAL GOVERNMENT AIRPORT RENT SURCHARGE: A surcharge will be added to all landing fees to recover airport rent payable by the Saskatoon Airport Authority to the Federal Government of Canada. The Federal Government Airport Rent Surcharge has been increased from 18.5% to 20.0% effective January 1, 2014 and it will continue to be applied on all landing fees. 1

2 GENERAL TERMINAL FEES / BORDER CLEARANCE FEES: General Terminal fees are a per arrival charge for using the terminal facility. An additional Border Clearance Fee is charged to all non-domestic arrivals for using the dedicated Customs area. Both fees are based on the seating capacity of the aircraft. 3 AIRCRAFT PARKING FEES: Aircraft parking fees are assessed based on aircraft weight and on the length of stay. No minimum stay is required. Monthly maximums are applicable to aircraft up to 5,000 kg. Owners of aircraft up to 5000 kg may apply for annual parking license. 4 VARIOUS CHARGES AND FEES: 1. LOADING BRIDGE CHARGES: Bridging fees will remain at $60.00 per usage. One usage is based on 90-minute connection. 2. CRASH, FIRE, RESCUE SERVICE FOR ARRIVALS AND DEPARTURES OUTSIDE OF SCHEDULE: $25.00 for each 15 minutes or portion thereof for each fire fighter on duty. 3. MOBILE REFUELLER REGISTRATIONS: $0.033 per kilogram x gross vehicle weight in kilograms 4. CONCESSION FEE FOR FUEL & OIL DISPENSED BY FBO S: $0.080 per liter for AvGas $0.013 per liter for Oil 5. INTEREST ON OVERDUE ACCOUNTS Interest is charged on all overdue accounts after 60 days at a rate of 1.5% per month or 18% per annum 6. FLIGHT INFORMATION DISPLAY (FIDS) There is no longer a separate fee for the use of the FIDS system. 7. GLYCOL COST RECOVERY 8. SECURITY ACCESS FEE Out of pocket costs incurred by the Saskatoon Airport Authority relative to the application of glycol by Airlines at the Saskatoon Airport will be recovered from the Airlines on a prorated basis based upon the reported glycol volumes applied. A monthly fee of $5.00 will be assessed for each individual requiring access privileges to the secure area of the airport. The fee will be charged to the representative Company or Individual who authorized the issuance of the secure area access privileges. 4

Other Terminal Concessions (Ground Transportation, Advertising, Ground Handling contracts, etc.) Awarded and valued through tender and/or negotiation. Flat annual fee or percentage of gross revenue basis. Lav Dump Access License Range from $100 to $200 per month depending upon the number of users. 5

7 TERMINAL BUILDING RENTAL: Dedicated Terminal Building space is available for leasing at the following rates: a. Ticket Counter Space $390 / Square meter per annum ($2,077 per work station) b. Bag Claim Counter Space $290 / Square meter per annum c. Main Floor Office Space $285 / Square meter per annum d. Main Floor Industrial Space $200 / Square meter per annum e. Basement Finished / Serviced Space $200 / Square meter per annum f. Basement Unfinished / Limited Service Space $100 / Square meter per annum Common Use Ticket Counter Space: Rent is the lesser of $0.75 per departing seat based upon aircraft seating capacity or $75 per departing aircraft. Common Use Departure Gate Systems: A fee for the use of the SAA common use departure gate space and equipment is assessed on the basis of a fixed monthly fee plus a fee per enplaned / departing passenger as follows: Monthly Access Fee $250.00 per month or part thereof Volume Usage Fee $ 0.15 per enplaning passenger Common Use Bag Makeup Room: A fee for the use of the SAA common bag makeup area, the CATSA hold bag screening area and the use of the baggage conveying system is assessed per enplaned / departing passenger as follows: -System maintenance cost -System electrical consumption -Occupancy cost (including property taxes) -Equipment amortization (20 years) -Baggage Handler Support Services -LESS: Credit for Airline provided support -LESS: Recovery from CATSA TOTAL $0.34 per enplaning passenger $0.05 per enplaning passenger $0.26 per enplaning passenger $0.11 per enplaning passenger $0.22 per enplaning passenger ($0.00) per enplaning passenger ($0.21) per enplaning passenger $0.77 Per Enplaning Passenger Outbound baggage system maintenance costs, baggage system electrical consumption costs and occupancy costs will be reconciled annually against the revenue earned. Equipment amortization is based upon establishing a sinking fund with a target of $1.6 million over 20 years. Any excess or shortfall in achieving the cost recovery and sinking fund targets will be included in the determination of the subsequent year s fee. The above fee will be determined annually after taking into consideration any contribution that CATSA makes toward the costs. 7

Rate based on enplaning passengers on all publicly available air transport services where such services are in accordance with a published schedule and where there is a customer charge per seat. Non-signatory airlines to be billed based on statistics provided to the Authority. AIRPORT IMPROVEMENT LEVY (AIL) For those jet and turboprop driven aircraft whose departure will be exempt from having passengers subject to the Airport Improvement Fee ( AIF ) there will be an Airport Infrastructure Levy ( AIL ). The AIL will be equivalent to 10% of the in-province passenger AIF rate multiplied by the seating capacity of the aircraft. The seating capacity of the aircraft is to be determined based upon the general design configuration for the aircraft, if available or based upon a ratio of 2.5 seats per 1000 kg MTOW for those aircraft not generally configured for passenger traffic. The current in-province AIF is $5.00 per seat therefore the infrastructure levy for applicable aircraft will be $0.50 per seat. 8
