You are welcome to provide your feedback to the Town of Gawler prior to 4 February 2016. After this time the community consultation process will conclude and all feedback received prior to conclusion will be considered by Council for resolution. Please refer below for some background information regarding the proposed speed limit reduction and details on how to submit your feedback. Background The Council is committed to promote sustainable and orderly development under various development plan objectives and supports the safe and convenient access of pedestrians and vehicles to development areas. The Ministerial Development Plan Amendment (DPA) for Gawler East approved in 2010 has facilitated rezoning of land and new development in the Gawler East Residential (Hills) Zone. Woodvale is one of the new residential developments in the Gawler East Residential (Hills) Zone bounded by Eckerman Avenue and Gawler-One Tree Hill Road. Stage 1 of the Woodvale Development received development approval on 13 February 2014, with Stages 2-5 approved on the 21 March 2014. The Woodvale Development provides new road access off of both Gawler-One Tree Hill Road and Eckerman Avenue, where both are currently signposted with 80 km/hr speed limits. Due to the changed nature of the roadside environment along Eckerman Avenue, amongst a number of other factors, the developer, Bentley Development Group, initiated a proposal to the Town of Gawler regarding the potential for a speed limit reduction along Eckerman Avenue. The Department of Planning, Transport and Infrastructure (DPTI) are the responsible authority for governing speed limits on public roads in South Australia. Council staff have liaised with DPTI regarding the speed limit reduction proposal and DPTI has indicated they do not object to the proposed speed limit reduction from 80 km/hr to 60 km/hr along Eckerman Ave. TOWN OF GAWLER Page 34 of 37
2 The speed limit reduction proposal has recently been presented at a Council Meeting on 22 December 2015 where the Councillors supported the proposal proceeding to Community Consultation with the local residents of Eckerman Avenue to gain an understanding of any community concerns regarding the proposal. A number of factors have been discussed between Council, DPTI and Bentley Development Group regarding the proposal including: The increasing urbanisation of the environment taking into account current and proposed growth in line with the Gawler Development Plan, The decline in road safety due to the increase in residential traffic coupled with the width of the existing trafficable lanes, and The requirements of Australian Standard AS1742.4 Speed Controls and Austroads Guide to Road Safety Part 3. In addition to the above factors, the proposal is also supported by the objectives of the Town of Gawler Development Plan including: Objective 2.1: Physical and social infrastructure to match population growth Objective 2.3: Urban growth to be sustainably managed Objective 2.4: The local environment to be respected Objective 3.7: Create a safe community environment Objective 5.2: Be recognised as a best practice Local Government organisation It is envisaged with future residential development of the area in the vicinity of Eckerman Avenue, a reduced speed limit would be of benefit to local residents and the wider community. I also requested horse signs at the start of our street. After many failed attempts, finally with the support of our local MP I was able to have the speed limit reduced to 80 km but horse signs were denied. It has taken the development to finally see reason and reduced the limit. We are in favour of reducing the speed limit on our street to 60km.
