EGGBOROUGH PARISH COUNCIL Minutes of the meeting held on Thursday 6 th July 2017 at Eggborough Methodist Chapel commencing at 7.15pm Present: Councillor White, Councillor Kath Wilders, Councillor Jack Wilders, Councillor Senior, Councillor Dodsworth 5 Residents T37 Public Participation Residents attended the meeting to complain about youths causing anti-social behaviour on the village hall playing field in the early evening and during the early hours of the morning. Some of the noise is caused when footballs are kicked against the mugas and a request was made to replace some metal parts of the mugas with different materials that will not cause as much disturbance when footballs are kicked against them Damage has also been caused to a resident's fencing and some youths are climbing to the top of play equipment to look into properties The residents have called the police and they are aware of the disturbances and damage to property. The Police have also advised the residents that they can put a curfew on Councillors advised the residents that they must call the Police every time there is any anti social behaviour so that the incidents are recorded and the Police can then patrol the area more. The Clerk will also contact the Police to request more patrols in the area and ask about the curfews mentioned to the residents The Clerk will contact the equipment suppliers to see if the mugas can be altered as requested and the costs if it is possible In order to make all residents who live adjacent to the playing fields aware that they must always report any incidents of anti social behaviour to the Police the residents requested the Parish Council do a leaflet drop. The Clerk will draft a leaflet and circulate to all Councillors for approval A resident attended the meeting to complain about the state of the footpaths on Greenacres and the Westfield estate because of the number of cars parking on them. The resident brought photos showing the damage caused and also showing cars parking on the corners of footpaths which can block the views of drivers. Damage is also caused to kerbs as residents without dropped kerbs drive over them to park in front of their properties The Clerk will contact the Police and advise them of the parking issues and Highways about the damage being caused to the footpaths

Councillor White and Councillors John and Mary McCartney will be attending Councillor McCartney emailed the Parish Council advising that Highways will be asking the developer of the Bowmans application to provide a pedestrian crossing on Selby Road and asked for other ideas. T43 T44 T45 To discuss the purchase of a bench with the remaining S106 Monies Councillor Dodsworth advised Councillors of where she suggests the seat be sited on the village hall playing field. Councillors were happy with the position suggested Councillor Dodsworth will bring a google map print with the proposed position of the seat to the next meeting To discuss the request from the Methodist Chapel for a donation to pay for a frame for an Ordnance Survey map of the village The Methodist Chapel found an ordnance survey map from 1880 that measured 9ft x 7ft that had some damage. NYCC made a small version that could be displayed to the residents of Eggborough in the chapel but it needed framing in acrylic sheet instead of glass. The Chapel have requested a donation to pay for the framing and the cost is 159.20 because of the size and the need for a special order of the acrylic product. Mrs Oldfield will pay for the framing herself due to the deadline if the Parish Council could reimburse her. To reimburse Mrs Oldfield for the framing at a cost of 159.20 To discuss the complaints received about the Foxdales green areas The following issues have been raised by residents on this development: Brambles are starting to grow through the shrubs The Clerk advised Councillors that Bedfords have visited site and reapplied the weed killer to the brambles and have also cut back all foliage as contracted Litter & litter signs Residents reported litter and dead foliage under the shrubbery around the public open space and asked if this could be cleared. Rats have been seen in the area by residents because of the litter from the takeaways. A resident has asked if one of the bins could be removed from the play area and resited outside and can mention be made in the next newsletter about the litter problems The Clerk reported that any litter found is picked once a week and the litter bins are emptied weekly. Litter problems will again be mentioned in the newsletters Councillors regularly thank enthusiastic, concerned residents who collect rubbish daily and appreciate any other residents who join in and litter pick. The purchase of signs requesting no dog waste in the litter bins in the play area is being costed by Councillor Spencer. The litter bins in the play area will remain where they are Dog waste bins A request has been made for a dog waste bin on the estate but no more will be purchased as there are sufficient already in the village and dog waste can be taken home and put in bins there No Ball Games Signs Children/youths are playing football on the open space, in the children's play area despite there

being an age limit on signs and across the road in front of the flats hitting cars and running into the road. A request has been made for a no ball games sign but there are already two on the site although the sign on one has been removed. Any incidents of anti-social behaviour must be reported to the Police by residents The Parish Council did not make the decision to put up the 'No Ball Games' signs, this was a Miller Homes decision. The Parish Council will not be replacing the missing ball games sign or installing anymore Use of Community Service Offenders to litter pick the areas around the village, clear gutters of weeds and cut hedges The Parish Council will not be contacting the Probation Service, it is the decision of the residents if they want Community Service Offenders working near their properties Dogs to be on leads and keeping to the footpath over the fields can this be mentioned in the next newsletter The Parish Council has no jurisdiction as this is private land but it will be mentioned in the next newsletter Props holding up a fence on Foxdales, can the resident be asked to remove them The Parish Council will write to the resident Can all signage in the area be made official The Parish Council has no powers of enforcement T46 T47 T48 To discuss the quote received to resite the sign on the village hall play area The sign at the Kellington Lane entrance to the Village Hall needs relocating as it is leaning It can be relocated to a more prominent position at the entrance The quote received from Mr Cassidy is 91.80 inc vat To accept the quote of 91.80 inc vat from Mr Cassidy As cheques are no longer accepted the Clerk will pay for the work done in cash and will be reimbursed by the Parish Council To approve the booking of the next Rospa inspection by Playsafety Ltd Last years bill for the Rospa inspection of the play equipment at the Village Hall and Westfield play areas was 235.20 This year the Foxdales play area will be included for inspection at a cost of 66.50 + vat To book the 2017 Rospa inspection for all three play areas in the village To discuss the Reform of Data Protection Legislation and Introduction of the General Data Protection Legislation The current data protection policy was circulated to all Councillors prior to the meeting Data protection law will significantly change on 25 th May 2018 when the 2016 EU Directive takes effect and imposes new legislation on data controllers and data processors and provides enhanced rights for individuals

Councillor Kath Wilders and the Clerk will look through the new legislation to see how it will affect the Parish Council and report back at the next meeting T49 T50 T51 T52 T53 To discuss the enquiry from a resident to use the Village Hall playing field during a birthday party A resident has requested the use of the village hall play area for a private party Not to allow the use of the village hall play area for private use as it cannot be cordoned off and the Parish Council can't prevent people accessing the site for recreational purposes as per the lease from Selby District Council To discuss current Highway matters The Clerk will contact Highways to ask if conditions have been requested relating to the widening of High Eggborough Lane and the cutting back of the trees leading to the A19/A645 roundabout following the site meeting. Also, the provision of Community Speed Watch signs for the village To receive reports on meetings attended No meetings have been attended To be informed of correspondence received to date -Notice from Kellington Church re graveyard -Email from resident re anti social behaviour on the village hall play area Exchange of Information Whitley Motocross the Clerk was copied in on a resident's email to Councillors John & Mary McCartney. This will be forwarded to Whitley PC Barker & Stonehouse the Community Speed Watch team has noted that their vans are going through the village. The Clerk will right a letter requesting that they turn right out of their site as per the sign at the entrance T54 To be informed of minor items for delegation to the Clerk and items for the next agenda None The meeting closed at 9.15pm The next meeting will be held on Thursday 7 th September 2017
