17 TH STREET HISTORY In the mid-1940s, C.T. "Charlie" Whitehead built Hotel Prince Charles on 17th Street and Atlantic Avenue, naming it after himself. The Maddox Family purchased the property in 1965, and remodeled the Hotel renaming it the Sea Escape Motel. Later changed to an Econo Lodge franchise, the motel was continuously operated by the Maddox Family until 1994. In 1995 the Maddox Family demolished the Motel and constructed the Dairy Queen/17th Street Park at no cost to the City, and entered into a long term rent free lease with the City. 2 // PIER 17 The City has utilized this site as a park for citizens and visitors rent free for the last 24 summer seasons.

IMPORTANT FACTS A public pier should be simply that: A PUBLIC PIER. It should offer amenities for the public. Why 17th Street?: 17th Street is the terminus of Virginia Beach Blvd. The redevelopment that will span from this project will reach as far west as Birdneck Road. 17th Street is centrally located for the resort area and is synergetic with all of the Virginia Beach oceanfront projects. The 17th Street Pier, as proposed, offers open park space and expansive views of our wonderful Atlantic Ocean. Fishing and youth programs will be co-sponsored by Bill Dance Outdoors (the world s longest running fishing show) and the largest national fishing retailer (TBA). Educational stations with a focus on green environment and the sustainable seafood program. The pier can be enjoyed for special functions, concerts and weddings or to simply take a walk over the ocean. The final design details will be finalized in collaboration with a committee that includes local beach activists, surfers and fishermen. The 17th Street Pier proposal commits to not overbuilding. It offers a clean design, free of large commercial buildings. We propose a simple 4,000 square foot restaurant, (4) 300 to 400 sf seasonal vendor facilities and much needed public restrooms. The 17th Street Pier proposal offers the option of a Ferris Wheel. This decision should be determined by the community and nearby property owners. A Ferris Wheel may offer enormous tax revenue through city admissions taxes, but it may also offend the public with its size and design. The following question should be investigated: Does a Ferris Wheel add value to our community or tourism? The 17th St Pier proposal is about the people of Virginia Beach: OUR COMMUNITY!! 3 // PIER 17

WHY A PIER AT 17 TH? Virginia Beach Boulevard (Route 58) opened on July 29, 1921. Route 58 runs for 508 miles from Route 25E just northwest of Harrogate, Tennessee all the way to the Virginia Beach Boardwalk. The eastern terminus or Seventeenth Street at the Virginia Beach Oceanfront has a glorious history of being one of the most visited destinations at the Resort. It has been the home of entertainment, shopping, and restaurants since the early 1900's. In its day Seventeenth Street was also home to almost all automobile dealerships including Ford, Lincoln, Chevrolet, and Chrysler. East of Arctic Avenue was the First Baptist Church of Virginia Beach, an array of shops including the original 2nd Location of Forbes Salt Water Taffy Shoppe, nearby Paramount Restaurant, and the Morrison Building which housed the Historic Roland Theater. Seventeenth Street at the oceanfront has always been a "center" and was a congregating place for beach goers and music lovers alike. Even with the passage of time and the evolution from traditional beach cottage hotels with large veranda porches to modern hotels in the 1950 s, the intersection of Seventeenth Street and Atlantic Avenue continued to be a destination hub along the "Strip". As time passed, the progression from the modern hotel to larger hotel towers continued. It was evident that the oceanfront environment was slowly being transformed by large hotels that stretched from northern to southern property lines leaving virtually no open space for beach-goers except along the Boardwalk Greenbelt. Feeling the need for resort enhancements, the City commissioned design professionals to improve the Boardwalk appearance, refresh the Atlantic Avenue streetscape, and develop public open space and parks strategically located along the oceanfront. The 17th Street, 24th Street, and 31st Street Public Parks were born. The connection of Virginia Beach Boulevard to the Oceanfront at 17th is only one of two major east-west connections that flow unobstructed to the Boardwalk. Unlike other corridors, Virginia Beach Boulevard has brought people all the way to the oceanfront from Norfolk and points beyond for 90 years. This relationship between the street and the ocean has been in place for decades. This is the location for an extension of the boardwalk eastward to formally terminate that 508-mile link. The concept of extending the Boardwalk at 17th anchors Virginia Beach Boulevard, and at the same time promotes the economic redevelopment of over 1.28 miles of street frontages from Birdneck Road to the Boardwalk. It also promotes economic redevelopment to the north and south along the Oceanfront but additionally ties together the current economic redevelopment opportunities to the west including the Central Beach District, the Vibe District, 19th, 18th,and 17th Streetscape improvement projects, both the north and southern properties on 17th, the Sports Center, and the former Dome site redevelopment now called the Wave. Pier 17 fits comfortably within the fabric of the urban redevelopment that is planned for this entire area. Only at 17th do we have the opportunity for extensive economic redevelopment for a substantial area of the Central Beach District as outlined by the Resort Strategic Action Plan. Multiple redevelopment opportunities are staged for both the northern and southern sides of the street. Multiple hotel developers have expressed interest in redevelopment of their sites directly north of Pier 17. No other location is so central to what is considered the next renaissance area of the Resort. 6 // PIER 17

WHY A PIER AT 17 TH? Pier 17 is simply an extension of the Boardwalk experience. The Resort Advisory Commission (RAC) has worked for years to improve the oceanfront experience by enhancing the landscape of the Greenbelt and Boardwalk. RAC has on many occasions discussed extending the Boardwalk over the rock jetty at 1st street eastward so that the entire Virginia Beach oceanfront could be viewed from out in the ocean. Recent extensions of the Boardwalk westward around Rudee Inlet and under Rudee Bridge has allowed a seamless connection from Winston Salem Avenue and Shadowlawn to the beach. This has been highly used since its completion in 2016. Using this simple concept of an extension of the Boardwalk eastward has set the design for the new Pier 17. As an extension of the Boardwalk, the discussion about how to populate the pier has been ongoing. In previous proposals the pier was completely utilized for retail, restaurant, and entertainment, many feel this level of private sector development on the pier is excessive. Pier 17 seeks to redevelop one small restaurant to replace Ocean Eddie s, one small building to incorporate four (4) pop-up local cuisine concepts, minor retail to replicate the existing pier shop, and a gracious amount of outdoor seating for dinning. Areas for entertainment, a vital part of the seasonal experience are planned for large and small crowds. Pier 17 additionally provides Public Open Spaces for congregating and relaxing. Open lawn panels for beach towels and beach chairs as well as fixed seating are provided on the pier. The final extension of the pier is set aside for fishing and the areas needed for this sport. The result of blending the architecture of the proposed hotels to the landscape of the pier entry is a grand public open green space the nearly doubles the size of the 17th street park. This grand seamless connection will promote the pedestrian access to the pier in such a manner that it is truly an extension of the Boardwalk. This public space can be used for events or pre-function activities to concerts planned for the Pier 17 entertainment venue located within the public park areas and east of the Boardwalk on the pier. Seventeenth Street is the only location opportunity to capture the terminus of a major statewide arterial road, extend that terminus, and capture the current and future redevelopment. The Laskin Gateway is terminated with a public park and King Neptune. At Pier 17 this termination experience is uniquely carried out into the surf to provide our tourists and residents an experience that they do not currently enjoy. Pier 17 is the WAVE of the future. 7 // PIER 17

DEAL OUTLINE The proposed project will be lead by current property ownership and will bring together four prime oceanfront properties totaling approximately 480 feet of oceanfront frontage and three interior adjacent parcels fronting 17 th Street. The proposed project would include a 1,000 foot concrete public pier and park extended from the boardwalk and directly aligning with the 17 th Street corridor. The existing Dairy Queen and public park will be branded by a qualified hotel developer (proposed developers: Madison Marquette, Imperial Cos.) and converted to a midrise boutique hotel connected in the open air with a resort tower. The existing Dolphin Inn and adjacent Super 8 Motel will be redeveloped by their existing ownership (the LAP Group) and converted to a single hotel. VSA has joined forces with their proposed timeshare towers fronting 17 th Street, which will be self developed. A 700 space parking facility is proposed on the West side of 17 th and 18 th Streets, fronting Pacific Avenue by Venture Realty Group under terms previously discussed and presented to City Staff. Parking garage will be owned and operated by the City and leased to the various new hotel owners, and will also have additional parking open to the public. Top side improvement consists of one 4,000 SF restaurant, four 400 SF seasonal kiosks, one 1,200 SF fish + tackle facility, park areas, and an optional Ferris Wheel based upon public and City input. 8 // PIER 17

DEVELOPMENT TEAM PROPERTY OWNERS SEA ESCAPE CORPORATION [RICHARD MADDOX]. Richard Maddox operates and leases multiple properties on the Virginia Beach oceanfront and the Eastern Shore of Virginia. As the exclusive holder of the Resort Dairy Queen franchise, he operates the Dairy Queen at 17th and Atlantic with a family legacy dating back to the first Virginia Beach location opened in 1949 at 27th and Atlantic. He also owns and operates other Dairy Queens throughout Virginia Beach. In 1994 Maddox redeveloped his family Motel property at 17th and Atlantic entering into a lease and development agreement with the City of Virginia Beach whereby the motel was demolished and in its place the Dairy Queen/17th Street park was constructed. The park was built and paid for by the Maddox Family and leased rent free to the City. Maddox was the Beach District Councilman from 2002-2006, past chairman of Hampton Roads Transit, past chairman of the Resort Leadership Council and former member of the Resort Area Advisory Commission. Maddox attended The College of William and Mary, and Virginia Wesleyan College. He has three boys and one girl. ROLAND COURT LLC [VSA RESORTS]. Roland Court is part of VSA Resorts, a local Virginia Beach company and developer of the Ocean Key Resort, the Atrium Resort, and the Ocean Sands Resort. Currently there are over 13,000 timeshare owners in the VSA family of resorts, the majority live in Hampton Roads, Richmond and Northern VA areas. VSA Resorts is affiliated with Resort Condominiums International (RCI), enabling its owners to exchange their vacation time in any given year to another resort within the RCI system. Currently there are over 4,000+ resorts affiliated with RCI throughout the world, creating tremendous opportunities for VSA Resorts owners to travel. SYN HOTEL LLC AND VAB 315 OCEANFRONT LLC [THE LAP GROUP]. The Lap Group currently operates both hotels to the immediate north of the existing City park, as well as several other properties throughout Hampton Roads. Their most recent acquisition in the resort is the Ramada Inn on 7 th Street and Atlantic Avenue. Major investment in upgrades and a brand change to the Ramada will occur in 2019. 9 // PIER 17

With over 25 years experience developing, leasing, managing and marketing mixed-use assets, Madison Marquette has the expertise, comprehensive skill set and a proven track record of successfully defining and implementing strategies that maximize NOI, drive value, and achieve an asset s long term investment objectives. Madison Marquette employs approximately 200 people and currently manages, leases and has under development over 17 million square feet of retail, mixed-use and office real estate assets. Currently they are in Phase II of a $2 billionmixed-use waterfront/pier in Washington, D.C.- The Wharf. [PIER/HOTEL/RESIDENTIAL] IMPERIAL COS. Imperial Companies, led by founding partners Eric Birnbaum and Michael Fascitelli, is a vertically integrated real estate investment, development and management platform focused on office, residential, urban retail and mixed-use properties across all major US markets. Headquartered in New York, the firm has deployed approximately $550 million of total capitalization across its various investments since its launch in 2014, with the goals of value creation and long-term wealth preservation through ownership, development and/or strategic partnerships. Imperial is currently developing a mixed use project in the South Beach neighborhood of Miami beach that will include an approximately 275-key hotel with 45,000 SF of retail and on-site valet parking. The hotel will be the debut location of a boutique brand co-created by Imperial, David Grutman and Pharrell Williams, and will feature a 25,000 SF restaurant and pool deck concept created by Grutman, whose hospitality portfolio includes major operations such as LIV, Story, Komodo and Planta. Open space funds could potentially be used as well to help fund the lease. 17 th and Atlantic would remain and an open vista to the ocean and would help enhance the 17 th street corridor for redevelopment. This would be similar to 31st Street creating an open corridor and would prevent streets like 9 th, 19 th and 21st which blocks the visitors arrival and are unwelcoming additionally creating shade free beach.
