THE TEMESCAL AREA IS BOOMING The Temescal District in Oakland is a newly re-energized neighborhood conveniently located near shops and restaurants, BART and AC Transit, jobs and freeways. Many of the Chronicle s Top 100 Restaurants for 2009 are located nearby. New stores and eateries are opening almost weekly further expanding the bustling pedestrian experience. No need to build and wait for the neighborhood to catch up at this location because the neighborhood is already there. Cool shops, global eats and hip happenings abound. Less than a mile from Telegraph Avenue are three other thriving commercial districts, Rockridge and Piedmont Avenue in Oakland and the more recently developed Emeryville area, including the Bay Street shopping mall with 65+ shops. Downtown Oakland is two miles south of the Temescal while downtown Berkeley is two miles north. The commercial and residential development of the Temescal District dates to the 1880's. Through the first half of the 20 th Century it was the heart of Oakland s Italian community, with a bustling commercial district along Telegraph Avenue. Development of the Rockridge district took place in the early 1900's, with somewhat larger homes than in Temescal and a commercial district along College Avenue. Construction of the Highway 24 Freeway and BART in the 1960's had opposite effects on the two neighborhoods. The massive construction of multiple BART lines and freeway on and off ramps cut the heart out of the Temescal neighborhood, leading to 30 year decline that finally began to turn around in the early 1990's. The 90's were marked by a gradual return of commerce to Telegraph Avenue and steadily increasing housing prices in the neighborhood. The area is now bursting with life. Rockridge, on the other hand, was left more intact by the construction of a narrower freeway/bart corridor and benefitted from a BART station in the heart of its commercial district. Since the 1970's, it has become a magnet for two income, professional families and is now a high cost residential district and attractive neighborhood commercial district in Oakland. OAKLAND STATISTICS Oakland is the seventh largest city in the state of California and covers 54 square miles. Oakland is the only city in California with three professional sports teams: the Oakland Raiders, the Oakland Athletics, and the Golden State Warriors. Oakland's population is ~ 400,000 people. The population age is 25.0% under 18, 9.7% from 18 to 24, 34.0% from 25 to 44, 20.9% from 45 to 64, and 10.5% who are 65 years of age or older. The median age is 33 years. Forbes Magazine listed Oakland in the Top 10 of its rankings of the Best Places for business and careers in 2001 and 2002. Prentice Hall's Places Rated Almanac ranks Oakland number one in the United States for climate. Oakland International Airport served 13.5 million passengers and handled more than 600,000 metric tons of air cargo in 2003. The Port of Oakland is one of the five largest container ports in North America and one of the top 20 worldwide. The Port of Oakland controls over 19 miles of shoreline and owns the Oakland International Airport. The internationally acclaimed Oakland Museum, with its tiered Babylonian style roof gardens, is the only attraction of its kind totally devoted to the natural sciences, history, and art of California. According to a University of Wisconsin study, Oakland is the most ethnically diverse city in the United States. At least 100 different languages and dialects are spoken in Oakland. The 24,000 square-foot Oakland Asian Cultural Center is the largest and most modern facility of its kind in North America. 6

TEMESCAL RESTAURANTS AND FOOD SHOPS Locally owned restaurants offer the full range of Oakland s international character, including Mexican, Italian, Japanese, Vietnamese, Korean, Moroccan, Italian and Ethiopian, and cafes and restaurants offering basic American fare. Among the stars are Oakland s Genova delicatessen founded in 1926 and Bakesale Betty founded in 2006, both of which offer sandwiches so popular that there is always a line; Pizziaola, a Zagat rated Italian country-style restaurant; and Dona Tomas, offering fine Zagat rated Mexican cuisine. His menu shares Alice Waters philosophy of fresh, simple, seasonal food and the restaurant has been full since its 2005 debut. Pizza is at the core of the menu with pastas and vegetable selections that change daily. Doña Tomás is a special restaurant where you almost feel like you re at a lively villa in Mexico enjoying fresh squeezed lime margaritas in the courtyard patio or dining on the authentic regional Mexican cuisine in the main room. With a seasonally changing menu and an emphasis on organic, local produce, Dona Tomas features unique tastes and favorite dishes recreated from the kitchens of Mexico. Bakesale Betty, founded in 2006 by Alison Barakat, a Chez Panisse café veteran of 3 years, is a retail bakery and sandwich shop in the Temescal District that boasts daily lines out the door. Sidewalk diners eat at ironing boards that dot the sidewalk at this always hopping location. Genova Deli is particularly famous for its deli counter. Sandwiches are the most popular item, but they also sell homemade pasta and warm dishes. Genova also has a large selection of breads and focaccia, pickles, preserves and other delicacies. People come from all over the area to buy lunches, dinners and takeout food from Genova. Read the Wall Street Journal article from 2007 (next page) for more information about the Temescal District s emerging Gourmet Ghetto. 7

TELEGRAPH AVENUE IN THE TEMESCAL DISTRICT IS A MAIN TRANSIT CORRIDOR Bus The local bus company, AC Transit, recently renumbered the bus route on Telegraph #1 and #1R, in recognition of its top performing status in the system. The #1R is the Telegraph Rapid Bus, which provides frequent express service to and from the Cal campus through the Temescal and beyond. Telegraph is slated for the Telegraph Bus Rapid Transit (BRT) line, which will run on dedicated lanes through the Temescal District to and from the Cal campus. Construction on the BRT project is scheduled to begin in 2012. BRT is essentially light rail without the tracks. It combines the speed and capacity of light rail with the convenience and affordability of riding the bus. Vehicles travel in bus-only lanes, avoiding traffic. Passengers walk to comfortable stations, pay their fares in the station, and board through multiple doors like a train. Service is frequent and fast. The concentration of bus passengers at BRT stations adds to the pedestrian oriented atmosphere of the area. North to south, the BRT route is planned to connect downtown Berkeley and the Berkeley BART Station with the south side of the UC-Berkeley campus, then follow Telegraph Avenue, through the Temescal District to downtown Oakland. Shown here is a proposed BRT stop on Telegraph Avenue between 48 th and 49 th Streets. BART Two BART stations serve the Kingfish project with both the MacArthur and Rockridge BART stations less than 1 mile away. From MacArthur BART, it is 4 stops and 15 minutes to downtown San Francisco and 5 stops to the Oakland Coliseum and Arena, home to the A s, Raiders, Warriors and all major large audience touring concerts. 10

BUILD TO SUIT OPPORTUNITY Possibilities exist to develop this site for retail, office, medical, or special purpose commercial. The block is a fantastic gateway location with tremendous visibility to highways 24 and 580, and high car counts. MEDICAL SERVICES IN THE TEMESCAL The Temescal District sits in the heart of the East Bay s medical community, with 4 major hospitals nearby. Each of these hospitals is surrounded by the full range of physicians offices and medical services that are typically concentrated around hospitals. Children s Hospital and Research Center Oakland is just three blocks from the intersection of 51 st Street and Telegraph Avenue. This hospital is the leading critical care center for children and adolescents in Northern California, with an extensive research facility nearby. Kaiser Permanente Oakland is the hometown hospital of the vast Kaiser Permanente system, which was founded and remains headquartered in Oakland. The hospital is less than 1 mile from the project sites and is in the midst of a $1 billion reconstruction program, including a new 350 bed hospital and extensive new outpatient service facilities. Pill Hill is just over a mile south of the project sites and includes multiple hospitals that have now been combined as a single operation as Alta Bates Summit Medical Center. Alta Bates Berkeley Campus, just over a mile north of the project sites, is the sole hospital serving Berkeley aside from the Cal s Tang Center (University Health Services).
