This meeting is intended to provide community members with information about the Study, including its purpose, its scope, the Study process and timelines. Introduction by Scott Barrett, Senior Coordinator, Heritage Preservation Services What is an HCD? Why Designate HCDs? Legislation and Policy How HCDs Work?

What is an HCD? HCDs recognize and protect historic neighbourhoods. They guide / manage change within them, so as to maintain their heritage value and character. They are enclosed by a defined boundary, and are designated by By-law of City Council. The By-law is registered on the title of each property. An HCD Study and Plan are prepared by heritage professionals, planners, urban designers and archaeologists.

Why Designate HCDs? We believe that our historic neighbourhoods and areas are unique and special places that should be protected and maintained. We value the sense of place that is evident in the character of our historic neighbourhoods. We want to maintain and improve the condition, context and surroundings of our neighbourhoods based on existing historic character. We believe that a strong understanding of, and regard for, the historic significance of these areas helps us to build better communities.

Legislation and Policy Ontario Heritage Act (2005) HCDs are protected by City Council under Part V of the Ontario Heritage Act (OHA). The OHA sets out the provisions for studying, planning and designating HCDs. The OHA also regulates permits for alterations and demolition within an HCD.

Legislation and Policy Heritage Conservation Districts in Toronto: Procedures, Policies and Terms of Reference Adopted by Council in 2012. Available on the Heritage Preservation Services website. Describes all procedures, policies and guidelines of the City of Toronto for HCD Studies and Plans such as: - Community involvement - Nomination process, nomination forms. - Built Heritage and Landscape Survey Form for community volunteers

How HCDs Work HCDs help to manage change in districts by: Providing policy and guidelines for how to conserve and/or appropriately adapt contributing resources Providing policy and guidance on how to build new structures in the district that fit in and reinforce the heritage character of the area, but are reflective of their own time Changes are managed through application and granting of special permits under the OHA for HCDs. These permits are issued by Council and staff.

How HCDs Work Providing policy and guidelines for how to conserve and appropriately adapt contributing resources. Providing policy and guidance on how to build new buildings. Every property within the HCD boundary is designated under the OHA. Properties are either identified as contributing or noncontributing. Every HCD has a unique plan written that defines how the area is to be managed. The HCD plan will also identify the properties in the boundary as contributing or non-contributing to the heritage value, character, and integrity of the district.

Steps for an HCD NOMINATE Nomination form is submitted for consideration. Staff report to City Council. Council may authorize the area for study. STUDY Document the study area resources and history. Evaluate the cultural heritage value of the area. Identify objectives for a plan and any conflicts with other By-laws. PLAN Write policies and guidelines for the conservation and infill of properties in the district. Council adopts plan and designates HCD by By-law.

King-Spadina HCD Study to Date 2005: Ontario Heritage Act is revised giving new powers to Council for stronger HCDs. 2009: New HCD Studies are suspended to develop new policy framework. March 2012: City Council adopts HCDs in Toronto and directs staff to develop a prioritization system. October 2012: King-Spadina is authorized for Study and made a high priority by City Council. April 2013: Taylor Hazell Architects is retained to undertake the HCD Study for King-Spadina. April 2014: Completed study will be submitted to City and potential HCD Plan(s) begun.

King-Spadina HCD Study Outcomes When this HCD Study is complete, it will be presented to staff and the Toronto Preservation Board. If the Study recommendations are approved, a decision may be made by the Board to ask Preservation Services to proceed with a Plan for one, or multiple HCD Areas. The Plan, once complete, would be reviewed by the Toronto Preservation Board, then Community Council and will be voted on by City Council in order to complete the process of the HCD coming into force. The HCD Study concludes with recommendations about: Whether the Study area has cultural heritage value that warrants designation as a HCD under the Ontario Heritage Act. The proposed boundaries of the HCD Plan(s): in some cases, the boundary of the proposed HCD may be different from the boundaries of the Study area. Thematic History Research is being carried out in order to understand the historical development of the King-Spadina HCD Study area. This research takes a thematic approach to lead us to an understanding of historical agents, events and processes that have shaped the Study area. A chronology of changes that have led to the modern built fabric and landscape that define the Study area will be identified. Archaeology While usually out of view, archaeological sites are important to the heritage value of any HCD. The buried artifacts and features that make up archaeological sites reveal much about the past lives and experiences which have helped shape our surroundings. The King-Spadina HCD Study will consider the distribution of archaeological potential and Archaeologically Sensitive Areas (ASAs) as part of the study process. 01 / Toronto General Hospital Due to the recent pace of development, the King-Spadina HCD Study area is one in which a particularly large number of archaeological assessments and investigations have already been carried out, making it an area in which archaeology is particularly well-suited to enrich the HCD Study. For example, investigations of nineteenthcentury housing associated with the area s first wave of development during the 1830s and 1840s have revealed insights into the evolving character of the residents and their social and built environments. The excavation of large portions of the 1819-1862 Toronto General Hospital, which formerly occupied the entire block bounded by King, John, Adelaide and Peter streets has uncovered a great deal of information related to nineteenthcentury health care. Documenting Resources The consulting team conducted a field survey of every property in the Study area (490 properties) and prepared a data base of resources. On each property survey form, the team recorded information such as date of construction and architectural style; a description of physical characteristics of the property and its surroundings was also recorded. The team will use their findings in an evaluation of the properties, and will identify those that contribute to the heritage value of the area. The survey forms may also be used by the City, community groups and planners in future projects that require information about the location, history, architecture and context of a property. The City will also use the surveys as an important monitoring tool.
