HISTORY OF THE MEETING i-1 1. Introduction 1.1 The First Meeting of the Asia/Pacific Ministerial Conference Preparation Working Group (MCP WG/1) was held in Bangkok, Thailand on 9 February 2017 at the ICAO Asia and Pacific Office. 1.2 The meeting was attended by 18 participants from 8 States/Administration (China, Hong Kong China, Japan, Malaysia, New Zealand, Papua New Guinea, Singapore and Sri Lanka). The list of participants is given in Attachment. 1.3 Mr. Arun Mishra, Regional Director, ICAO Asia and Pacific Office welcomed the delegates and presented his opening remarks. 1.4 Mr. Arun Mishra, Mr. Li Peng, Regional Officer/CNS and Mr. Punya Raj Shakya, Regional Officer/AGA supported the meeting. REPORT ON AGENDA ITEM 1 1. Agenda Item 1 Review the outcome of the Teleconference 1.1 The meeting reviewed the outcome of the Teleconference for the Preparation of the Asia/Pacific Ministerial Conference held on 10 January 2017. The teleconference reviewed the initial draft of the Ministerial Declaration prepared by the Secretariat which was circulated to members of the Working Group on 5 January 2017. 1.2 China, Hong Kong China, Japan, New Zealand and Singapore participated in the Teleconference. India, Malaysia and Papua New Guinea were later briefed by the Regional Director about the outcome of discussions of teleconference. 1.3 The Summary of Discussion on Teleconference was circulated to all Members of MCPWG on 19 January 2017. All Working Group Members were requested to provide written suggestions on draft Ministerial Declaration. 1.4 The feedback received from Working Group Member was consolidated into an updated version of the draft Ministerial Declaration. 2. Agenda Item 2 Discussions on the draft Ministerial Declaration 2.1 The updated draft of Ministerial Declaration was circulated to Members of the MCP WG on 2 nd February 2017 for further review. 2.2 The meeting discussed the updated draft of Ministerial Declaration paragraph by paragraph. The agreed version of the draft as outcome of the meeting is provided in Appendix to this report. 2.3 The meeting noted the written comments on the draft of the Ministerial Declaration received from Pakistan on 6 February 2017. Some points from the comments received from Pakistan were incorporated into this version of the draft updated by the meeting. 2.4 Regarding a query on whether contents on security should be included in the Draft Ministerial Declaration, ICAO Regional Director clarified that security is not included in the draft as the subject of security needs to be dealt with separately due to the restrictive nature of security information sharing process. 2.5 Numbering of paragraph in preamble part of the draft Ministerial Declaration were added as temporary reference for ease of editing. 3. Agenda Item 3 Consensus on the dates, venue, agenda/programme for the Ministerial Conference for presentation to the DGCA Conf/54 China offered to host the Ministerial Conference in the first quarter of 2018. It was informed that necessary coordination with the higher authorities in China for the Ministerial Conference is required. 3.1 New Zealand expressed that sufficient time for preparation and internal coordination for the draft declaration would be required. Singapore indicated that dates around Singapore Airshow 2018 (from 6 11 February 2018) should be avoided. It was reminded that the dates of ICAO Council session in Montreal should also be excluded.

2 REPORT ON AGENDA ITEM 3.2 The meeting agreed that the Ministerial Conference would be held in first half of 2018 in China. It was decided that the exact dates will be coordinated between ICAO Regional Office and China in order to de-conflict the timing of this event with any other major activities in ICAO and the region. 3.3 The meeting further discussed the tentative programme for the Ministerial Conference proposed by the Secretariat as follows: Day 1: Day 2: Two days event with an optional day for technical and culture visits Morning Session: Meeting of DGs to achieve a consensus on the final draft of the Ministerial Declaration; Afternoon Session: Ministerial Session to deliver general statements by the Ministers as well as side meetings between delegations (to be continued on Day 2) Morning Session: General statements by the Ministers as well as side meetings between delegations Afternoon Session: Finalization and adoption of Ministerial Declaration Day 3: Optional technical and cultural visits organized by the host for the participants 4. Agenda Item 4 Level of participation at the Ministerial Conference 4.1 The meeting considered that the Ministers responsible for Civil aviation, Permanent Secretary and/or Director Generals of Civil Aviation would be expected to participate in the Ministerial Conference. 5. Agenda Item 5 Timelines for finalization of the Ministerial Declaration 5.1 The meeting agreed to the following timelines for finalization of the Ministerial Declaration as follows: a) circulate the latest draft agreed by the Working Group to States by 28 February 2017; b) further discuss on editorial changes and/or potential amendments through teleconference in June/July 2017 (dates to be agreed through emails); c) present the outcome and the latest draft of the Working Group for consideration/endorsement by DGCA Conf/54 during 7 11 August 2017; d) distribute the outcome of the DGCA Conf/54 with the final draft of the Ministerial Declaration to States/Administrations by 15 September 2017 for national consultation/approval process; and e) Consideration/Adoption by the Ministers at the Ministerial Conference in 2018.

REPORT ON AGENDA ITEM 3 6. Agenda Item 6 Any other Business 6.1 In closing, ICAO Regional Director thanked all participants for coming to the meeting and for their contributions for developing the draft Ministerial Declaration and wished all participants to have a safe and pleasant trip home.
