St. Petersburg Pier Project Public Input June 24, 2014 Tracy Weber: My vision is for a permanent home for the Saturday Morning Market. Incorporate a Spanish-Colonial Mercado type village. Inside would be like a climate controlled airport hangar. Sky tram from land to pier head. Michael Whalen: Number 1 priority is to make pier internationally recognized sustainable energy project. Also make it elder-ready. Warren Parham: Make it old school. Have the City promote it more. Family friendly. Use gondolas. Tom Strickland: He created the marina-bay market concept. P3 (public private partnership) opportunity. David Ellis: Use our imagination. Used guided visualization to share concept. Focus on nature of site. Structurally simple. Intimate spaces for music. Celebrate the uniqueness of the urban space. Flexible space is important. Jeff Tomes: Epidemic of diabetes in US. Whatever is done health & wellness should be included. Incubator for small businesses. Keep it simple. Earl Waters: Old Million Dollar Pier is a great example of what should be done. Electric trolley to Sundial. Incorporate solar and wind powered generators. Include businesses on pier. John Hayner: A vision of the causeway approach and the destination pier. The approach has an air conditioned people mover. The shops are local. Roadway will allow parking with fishing on both sides. An hourglass shaped building will be at the end. Revolving restaurant on top. Michael Wilkinson: Cascade A terraced building with a cascading waterfall. Dining is required. A zipline could be incorporated. A museum or two. Boat slips. A heliport could be placed nearby. Children s splash mountain could be incorporated. Jeff Schorr: Reflect the new exciting place St. Petersburg has become. Shade is needed. The pier is a park. Tyler Jones: More kid friendly activities. Michael Deliso: Million Dollar Pier is a great example. Large vessel berth area. Some of the elements are very similar. There should be a food truck area. Reach out to get more people to participate.

St Petersburg Pier So, we ask, what is in our future for the new Pier? The Pier Advisory Task Force states: Our vision is for a vibrant Pier Complex that appeals to both local residents and visitors throughout the year. It should speak to our city s beautiful aquatic setting, and offer spectacular views of our cityscape and the Bay. The Pier should complement the larger downtown waterfront and serve as its front door, centerpiece, and anchor. The architecture of the main building should reflect our history and unique identity as a place and City, and be a worthy symbol of our great City. End of another Era in St Petersburg Pier s History The Million Dollar Pier, circa 1928-1967 The Inverted Pyramid Pier, 1973-2013 1889 - Railroad Pier built off of Demen s Landing, a sightseeing resort for locals and tourists 1906 - Electric Pier along 2nd Avenue N, extending 3,000 feet into the bay 1913 - First Municipal Pier - Voters approved a $40,000 bond to build next to the Electric Pier 1921 - Hurricane destroys all piers 1926 - Million Dollar Pier opens 1967-41-year old Million Dollar Pier Building demolished 1967-73 - Pier closed for renovations 1973 - Inverted Pyramid opens 2013- Inverted Pyramid Closes permanently. Determining Best Use of Assets vs Costs There are several key questions that have been answered by the Pier Advisory Task Force report of June 3, 2010 that will factor into the decision-making process when considering any proposal. 1. What is our Budget? (< $45 Mil remain) 2. What has been concluded as a total loss? Pier Head and Inverted Pyramid Building Not salvageable. PIER HEAD -The Pier Head consists of the rectangular pier base that surrounds the Pier Building. It s overall dimensions are 426 feet long x 300 feet wide [2.9 acres]. The existing building footprint [44,049 square feet] encompasses 34.5% of the total Pier Head footprint. 3. What of the existing Pier structures is salvageable? Pier Approach is salvageable, but limited weigh capacity, no vehicular traffic. PIER APPROACH-The Pier Approach provides vehicular and pedestrian linkage between the upland area and Pier Head/Building. It s overall dimensions are 100 feet wide and 1,026 feet long [2.3 acres]. 4. What are our remaining assets that are available to be leveraged in a new design? Upland areas UPLAND AREA-The upland area totals approximately 21 acres and is divided into three parcels: WEST PARCEL, including the north Pier parking lot and primary vehicular roadway to the pier. SOUTH PARCEL, Includes the south Pier parking lot, primary vehicular roadway to the pier and some open green space. NORTH PARCEL, Includes most of the uplands open park space to the north. The north parcel borders the north (Vinoy) Basin, bay and Spa Beach. It also faces directly across from Vinoy Park. Presented by Tracy Weber - tnt.weber.61@gmail.com ph:(727)560-9279 3

FACTORS DRIVING OPERATING COSTS: In deciding upon the recommended alternatives for the Pier, the Task Force considered factors that have a direct impact on it s operating costs and reliance on subsidy support in the future. These factors included: Amount of development over water - Because of the maintenance premium of Pier structures located over water, operating costs will be higher than more program/development over land. Building square footage - The cost to maintain a building is directly related to the size and efficiency of the structure. The smaller the building, the lower it costs to maintain and operate it. Leasable space versus total building area - While the Pier is a public facility and should include sufficient common areas for the community to enjoy, the percentage of leasable area within a building directly impacts the costs that are allocated between tenants and the City. The higher the ratio of leasable area to the total building area, the more building expenses that can be allocated to the private users of the facility, reducing the reliance on City subsidy. Proximity of parking areas to activity program areas - If Pier activities are moved closer to the parking areas the transportation needs for the Pier could be reduced, thereby reducing overall costs of operation, reducing the financial support required from the City. Architectural Considerations Every effort should be made to keep the new pier structures consistent with the iconic Spanish Colonial and Mediterranean Revival architecture that St. Petersburg is famous for, however, costs increase depending the structural and decorative components incorporated in the design plans. Pier Vision Overall Plan Taking into account all of the deciding factors found in the report, I have created an overall vision for the new Pier that will attempt to incorporate all of the required facets. 1. Demolish Pier Head and Inverted Pyramid 2. Create a new Mediterranean style building that will house an area for shopping and dining. 3. Create a Park area and upgrade beach areas for recreation. 4. Add a New Pier Head Pavilion at the entry point to the Pier approach. 5. Update the Pier access with a Circular Drive, with a Mediterranean fountain as focal point. 6. Mercado My vision would include a New Building that would be a permanent venue for the Saturday Market that incorporates Spanish colonial village ambiance to mimic the iconic Mediterranean Revival architecture of St Petersburg s historic landmarks. What is a MERCADO? Mercado = Open Air Marketplace The building will have an exterior reminiscent of oldworld Mediterranean design, while the interior space will reflect a modern edge. High ceilings with natural light sources will provide sun and rain protection while maintaining a light-filled, open airy feel in a climatecontrolled facility and enabling the market to stay open 7 days a week - rain or shine. Presented by Tracy Weber - tnt.weber.61@gmail.com ph:(727)560-9279 In keeping with the City s vision, the goal would be to ultimately create a marketplace complete with small rentable spaces for the individual vendors and informal dining establishments, ultimately returning revenue to the city that will be used to defray operating expenses. 8

Mediterranean Pavilion Pier Head: AAA large Pier Pavilion will be the center point of the new Pier Entrance. Similar to the historic Coney Island Pier building, the pavilion could be used as an entry point to the Pier SKYWAY and house a bait shop, an Ice Cream/Soda shop and a beach store, where visitors could buy sunscreen or rent beach cabanas and watercraft. The open Mediterranean design will be a welcome space for freelance street Artists or performers, inviting a festival-like atmosphere. Use of the Pier Approach Studies of the Pier approach show plausible use of the existing structure, with limited weight capacity and no vehicle traffic. My vision includes the addition of a Skyway onto the existing pier that is similar to this image of the Daytona Beach Skyway. This would provide both an observation point and recreational activity for tourists and locals, while limiting use of the approach to foot traffic, and fishing. Additionally, this could be used as a source of revenue that will help to defray the ongoing costs of maintenance to the Pier and enabling access to the far-end of the pier, providing an alternative to Trolley Transportation. Accommodate Public Places plus added revenue One Large and three smaller Mediterranean-style Pavillions would be constructed at the rear of the Mercado and leading out into the garden pathways, that will accommodate outdoor dining, weddings, receptions or band concerts. At three thousand square feet, the size of the large pavilion will accommodate several hundred, while two smaller pavilions on either side of a covered garden walkway would accommodate wedding ceremonies or reception sites for private functions of 50 to 150. Each pavilion would be available for private function rental and expense based on occupancy. Greenspaces and Beach Park Both Bicycle paths and tree-shaded walking paths, similar to the Vinoy Park will be incorporated into the Green space design on the upper half of the NORTH PARCEL. The designs will encourage a leisurely stroll in an up-scale garden area with lush Tropical plantings. An Urban community garden area will be incorporated in the design and will be located on the Western edge of the green space. The expanded beach park will be accessible via the gardens, circular drop off, or new Pier Head and will feature Rentable Beach Umbrellas or Cabanas, or small watercraft. Expanded Parking and Circular Drop-off area The primary vehicular roadway to the pier will be updated with a tiled Mediterranean style fountain and single circular drive leading to a drop-off area and featuring access to a New Valet parking area with reception pavilion and adjacent Handicapped parking. Parking in the WEST PARCEL, including the north Pier parking lot will also accommodate a special area for Vendor parking. The SOUTH PARCEL, Includes the south Pier parking lot, primary vehicular roadway to the pier and some open green space that will used for additional Mercado parking and Bus, RV and Boat parking nearest the Eastern boundary. Boat slips, Ramp and Large Vessel Berths Additional facilities available in the South Parking area will include a boat ramp with adjacent boat/trailer parking. Boat Slips that will be available with Hourly or Daily rental rates which would generate revenue to cover expenses and maintenance of the docking area. One or Two Larger Vessel Berths (mooring areas) could also be accommodated on the North end of the North parking area and would be later added depending on the size of the vessel berthed in the harbor.
