Situation Overview GLENN J RABONZA Administrator, OCD and Executive Officer, NDCC The continuous heavy rains brought about by the two weather systems, tail-end of the cold front and ITCZ, in Visayas and Mindanao, caused flooding and landslides affecting 82,455 families or 382,561 persons in 539 barangays, 4 cities and 55 municipalities in 15 provinces in Regions VI, VIII, XI, XII, ARMM and CARAGA. Of this, 5,050 families or 24,361 persons are being served in 18 evacuation centers (Tab A); Landslide occurred in Nabunturan, Compostela Valley, Region XI. However, no casualties were reported; The overflowing of Libuganon River caused the occurrence of flooding in low-lying areas in Region XI and the Allah River in ARMM; The Municipalities of Sta. Josefa, Agusan del Sur in CARAGA and Kapalong, Davao del Norte in Region XI have been declared under a State of Calamity; There were 23 dead persons (17 in Region VIII and 6 in CARAGA), 16 injured (Region VIII) and 5 missing (2 in Region VIII and 3 in CARAGA) (Tab B); Damage to properties amounted to P153,789,649.77 (P141,364,469.77 on crops, P1,630,000.00 on Fisheries and P10,795,000.00 on infrastructure) (Tab C); A total of 6,078 houses were damaged (946 totally and 5,132 partially) (Tab D); Assistance amounting to P2,280,025.95 (NDCC-P1,020,000.00, DSWD-P524,100.00, LGUs-P695,325.95 and NGOs/Other GOs-P40,600.00) were provided to the affected provinces in Region VIII (Tab E); and Food, medicines for fever, upper respiratory and gastro intestinal infections and clothing were identified as the requirements of displaced families in Rajah Buayan, Maguindanao. II. Situation Update Region VIII Silago-Boundary Abuyog road (km1034+000-km1037+000 ) and San Ricardo- Biltatan Road (km 1099+000Km,1002+500 km) in Southern Leyte are hardly passable due to washed-out surfacing materials and damaged drainage; Calubian San Isidro Tabango Villaba-Palompon road (km 1009+500- km 1014 +300 ) in Leyte is hardly passable due to road slip; Surfacing materials of Cabungaan Tabunok-Consuegra Road (km1020+000- km1027+900) in Leyte is washed-out; and

Himayangan-St Bernard Road (km 1049+000-km1064+000 and Mahaplag- Himayangan road (km1010+000-km1024+000) are hardly passable due to series of minor landslides and rockslides Region XI Roads connecting the Municipalities of Don Marcelino and Jose Abad Santos in Davao del Sur were blocked due to landslides CARAGA Water level of Agusan River has risen to two (2) feet. PDCC Agusan del Sur and MDCCs of Esperanza, San Luis and Talacogon are now on alert status; Two (2) timber bridges located in Brgy Tabon-Tabon, Carrascal and Brgy Siawang, San Miguel all in Surigao del Sur were totally washed-out; Roads at Brgy. Pinana-an, Las Nieves, Agusan del Norte is impassable due to high water level; Road sections at Brgys. Macopa-Magtangale in San Francisco and in Brgys. Tinago- Bunyasan in Malimono, all in Surigao del Norte are not passable due to scoured section and flashflood; and Barangay Poblacion, Esperanza is experiencing brownout ARMM National Highway linking Sultan Sabarongis to Tacurong City, Sultan Kudarat is not passable to motorists because of waistline-deep floodwaters; National road leading to Rajah Buayan is hardly passable since January 9, 2007 due to flooding; Portion of National Highway at Barangay Paladong connecting Sultan Sabarungis to Lambayong, Sultan Kudarat Province in Region XII is not passable; Eight (8) barangays in Sultan Sabarungis, Maguindanao namely: Paldong, Bulod, Gadungan, Darampua, Masulot, Tugal, Papakan, and Tukanakuden are waist-deep underwaters. Damages incurred in said municipality include 2.5 km span of road and 656 hectares of farmland which affected 594 farmers; and Eleven (11) barangays were affected in General SK Pendatun, Maguindanao with 300 hectares of farmland and 70 meter span of farm- to- market road damaged. III. Actions Taken OCD NDCC facilitated the release of 1,200 sacks of NFA rice: 200 to Southern Leyte and 1,000 to Northern Samar to augment ongoing relief operations in said provinces; and DSWD activated its Quick Response Teams (QRTs) at the regional and provincial levels to provide technical assistance. Region XI MDCCs of Kapalong, Asuncion, Sto Tomas and Carmen were immediately activated to closely monitor the situation and assess the needs and impact of floodings in their respective area Kapalong MDCC, Davao del Norte served the 186 families displaced in Brgy Maniki and 56 families in Brgy Manikilan DPWH District Office in the Region conducted clearing operations in the affected areas

CARAGA PDCC Agusan del Sur in coordination with 402 nd Brigade dispatched 1 unit rubberboat to the municipality of Prosperidad to conduct search and rescue (SAR) operations; PCG and Naval Forces Eastern Mindanao Command-AFP provided 1 rubberboat each for deployment in areas affected by flood for SAR operations; PDCC Agusan del Sur extended food assistance to evacuees; CDCC Butuan City prepositioned 3 units of trucks in Brgy Amamayan, Butuan City should evacuation be conducted and extended relief assistance to affected families (28 sacks of rice, 92 cases & 48 tins of sardines and 8 cases & 102 packs of noodles); and MDCC San Miguel, Surigao del Sur conducted SAR operations on the reported missing person Region XII CDCC General Santos provided 10 sacks of rice, 13 boxes of noodles and 7 boxes of sardines in Barangay Baluan and 5 sacks rice and 2 boxes sardines in Brgy. Lagao; and PDCC Sultan Kudarat extended relief assistance to the affected families.
