OSV MARKET ROUND-UP LIFE AFTER LAYUP FOR NORTH SEA VESSELS Improved trading conditions in the North Sea OSV market have seen a number of owners reactivate laid up tonnage in both the AHTS and PSV markets recently. With a large number of rigs reactivated for spring/summer drilling campaigns, there was an increase in the number of rig moves in March. This led to an associated rise in spot AHTS rates, and with it the allure of reactivating laid up tonnage to trade the spot market. However, now those rigs are back in service, the level of rig move activity has dried up again and spot AHTS rates have retreated back into the GBP 7,000-15,000 range in recent weeks. PSV owners have also been seeking opportunities to reactivate laid up vessels, with the likes of Solstad Offshore managing to secure term fixtures for long-term idle units (see p.4). Meanwhile, some other owners have been reactivating vessels to trade the spot market after they managed to secure longer term deals for units that had previously been working in the spot sector. While all owners will be seeking opportunites to reactivate idle tonnage, the more often this occurs the greater the risk of a continued oversupply, and this will keep a lower ceiling on rates. NORWAY DOUBLES BARENTS SEA ESTIMATES The Norwegian Petroleum Directorate s estimates for the scale of undiscovered oil and gas resources in the Barents Sea are twice as large as it previously assumed. The NPD recently mapped the eastern part of the northern Barents Sea - an area of around 170,000km². A large part of this region is located in a previously disputed area, and most of the new information was collected after the demarcation agreement with Russia was enforced in the summer of 2011. The share of undiscovered resources in the Barents Sea has thus been increased from 50 to nearly 65 per cent of the total undiscovered resources on the Norwegian shelf. The NPD estimates that resources within the new area are in the region of 1.4 billion standard cubic metres of oil equivalents (8.8 billion barrels), which equates to 14 fields the size of Johan Castberg, or more than five times the size of Snøhvit. The estimated total Norwegian resources in the mapped part of the northern Barents Sea are similar to the resources in the southern Barents Sea, however the northern part is only half the size of the southern sector, giving a much greater resource potential per square km. With the potential for large-scale discoveries in the Barents Sea, the NPD is now forecasting a record number of exploration wells this year, with 15 wells expected to be drilled over the course of the year. OSV MARKET ROUND-UP LIFE AFTER LAYUP FOR SOLSTAD VESSELS Solstad Offshore is reactivating two large PSVs from layup, having been awarded long-term contracts with ConocoPhillips Skandinavia AS. Sister vessels Normand Server and Normand Supporter (formerly Rem Server and Rem Supporter) have each been chartered by ConocoPhillips for a firm period of four years and eight months, with three further one-year options available. Both contracts will be commencing this quarter. The Normand Server and Normand Supporter (pictured) were delivered by STX (VARD) Langsten in 2011 and 2012. They were built to the STX 06 CD PSV design, giving them a length of 94.2m, a deck area of 1,075m² and a deadweight of 5,300 tons. Both vessels had been laid up since the third quarter of 2016 but are now firmly committed until the first quarter of 2022. K LINE AND TIDEWATER SUPPORTING PREMIER Premier Oil has awarded term fixtures to K Line Offshore and Tidewater PSVs to support its UK operations. The KL Barentsfjord (pictured c/o P Gowen) and the Demarest Tide have both been chartered for a firm period of one year, with two six-month options available. The K Line vessel is already on charter, with the Demarest Tide starting in June. The KL Barentsfjord is a 2011-built STX (VARD) 06 CD PSV, while the Demarest Tide is a 2013-built VARD 09 CD PSV. SKANDI VEGA STAYS WITH STATOIL Statoil has extended its contract with DOF AHTS vessel Skandi Vega for at least one more year. The vessel s new term will begin in mid-may, in continuation of her current contract with Statoil. She has worked exclusively for Statoil since her delivery in 2010. The Skandi Vega (pictured c/o H Otneim) is an STX AH 04 vessel. The vessel has a length of 109.5m, breadth of 24.0m and draught of 7.8m. She has a bollard pull of 350t, deadweight of 4,428t and an accommodation capacity for 88 persons. 4 SEABREEZE

OSV MARKET ROUND-UP SIEM SCOOPS TERM CHARTERS Siem Offshore has picked up a range of new fixtures recently, with new AHTS and PSV contracts secured in Australia, Russia and West Africa. In Australia, AHTS vessels Siem Aquamarine and Siem Topaz will support BHP Billiton s upcoming drilling programme for a firm period of 240 days; the Topaz is already in Australia, while the Aquamarine has recently left layup in Norway. In Russia, AHTS vessels Siem Garnet and Siem Sapphire (pictured c/o D Dodds) have been contracted to support Gazprom offshore Sakhalin for a firm period of 440 days. The Sapphire has also been reactivated from layup while the Garnet recently left the North Sea spot market. Elsewhere, PSVs Siem Louisa and Siem Sasha have been chartered for a 290-day firm contract in West Africa. ENQUEST EXTENDS PSV CHARTERS EnQuest has extended its commitments with PSVs KL Brisfjord and Vestland Mistral by an additional well. This is likely to keep them busy until the fourth quarter of 2017. The vessels are supporting EnQuest s operations with the Transocean Leader, which is drilling at the Kraken field in the East Shetland Basin. The KL Brisfjord is a 2011-built STX 06 CD PSV, while the Vestland Mistral (pictured c/o O Halland) is a 2012-built VS 485 Mk II vessel. DESS DUO STAYING IN EGYPT Two of Deep Sea Supply s Ulstein PX 105 PSVs have had their contracts extended with BP Egypt by an additional year. The Sea Spark and Sea Spear (pictured c/o J Mikelic) are now firmly committed until at least July 2018. Both vessels have been working for BP offshore Egypt since July 2016. The Sea Spark and Sea Spear were delivered in 2013 and 2014 respectively. They have a length of 88.8m, a deck area of 1,025m² and a deadweight of more than 4,500t. SEABREEZE 5

FEATURE VESSEL SAYAN POLARIS Sevnor Limited has acquired newbuild MPSV Troms Polaris from Tidewater, with the vessel to be renamed Sayan Polaris. Built to Wärtsilä s VS 4530 design, the Sayan Polaris is scheduled for delivery from Tersan Shipyard in Turkey later this quarter. Pictured during sea trials above, the vessel has a length of 89.1m, a moulded breadth of 22.0m and a maximum draught of 7.1m. She has a deck area of 1,040m² and a deadweight of approximately 5,300 tons. The Sayan Polaris is SPS-classed, with accommodation for 60 persons. She comes with FiFi II and Ice Class 1A notations, and she has a bow mounted FiFi monitor which enables iceberg management. The vessel is equipped with three Wärtsilä 8L26 main engines, with a total installed power output of 8,610kW (11,537 bhp). She has been built to allow the installation of a 150t subsea crane and a helideck, and she is prepared for the installation of two work-class ROVs. OSV NEWBUILDINGS, S&P FOURTH LNG PSV DELIVERED TO HARVEY GULF Harvey Gulf International Marine has taken delivery of Harvey Freedom, its fourth LNG-powered PSV. The dual fuel vessel, built to the STX SV 310 DF design, was built by the Gulf Coast Shipyard in Mississippi, USA. She follows the deliveries of sister vessels Harvey Energy, Harvey Power (pictured) and Harvey Liberty. There are two more vessels in the series still to enter service. The Harvey Freedom has a length of 94.5m, a deck area of 974m² and a deadweight of 5,400t. She has been contracted by Shell for a long-term charter in the US Gulf. STARNAV LIBRA DELIVERED IN BRAZIL The Detroit Brasil Shipyard in Itajaí has delivered newbuild PSV Starnav Libra to Starnav Serviços Marítimos Ltda. The vessel was built to the GPA 688 SC design, meeting the requirements for Petrobras PSV 4500 criteria. The Starnav Libra has a length of 90m and a deadweight in excess of 5,000 tons. She was ordered by Starnav following the sixth round of Petrobras Prorefam fleet renewal process, and has been chartered by the operator for a firm period of eight years. FIRST OF SIX AHTS VESSELS DELIVERED TO COSL The Shanghai Zhenhua Heavy Industries (ZPMC) Shipyard in China has delivered newbuild AHTS vessel Hai Yang Shi You 630 to China Oilfield Services Ltd (COSL). The delivery and naming ceremony was held at ZPMC s Changxing base on April 11, 2017. The Hai Yang Shi You 630 is the first of six sister vessels that ZPMC is building for COSL, with the Hai Yang Shi You 631-635 units scheduled for delivery later this year. COSL placed the order for the construction of the six 6,500 bhp vessels in 2015. FUJIAN DELIVERS NAM CHEONG NEWBUILD The Fujian Southeast Shipyard in China has delivered the SK Line 511 AHTS vessel to Nam Cheong Limited. Built to Nam Cheong s NCA80E design, the SK Line 511 has an overall length of 64.8m, a bollard pull of more than 80 metric tons, a clear deck area of 420m² and an accommodation capacity for 50 persons. The 6,400 bhp diesel-electric vessel is equipped with DP2 station keeping. Following her delivery in April, the SK Line 511 was mobilised to Malaysia, arriving in Kemaman on April 25th. SEABREEZE 9

OSV NEWBUILDINGS, S&P DINA POLARIS STARTS SEA TRIALS IN TURKEY Myklebusthaug s newbuild MPSV Dina Polaris has been sent out on sea trials offshore Turkey. Built by the Besiktas Shipyard in Istanbul, the vessel has a length of 98.9m, a moulded breadth of 21.0m and a maximum draft of 6.6m. Built to Rolls Royce s UT 7521 design, the Dina Polaris has a cargo deck area of 1,000m², a deck load capacity of 3,300t and a deadweight of 6,000t. The SPS-classed vessel has an accommodation capacity for 92 persons. The Dina Polaris has port and starboard hangars for work-class ROVs, and she is prepared for a moon pool, a 150t AHC crane and a helideck. OCEAN KING SOLD INTO RENEWABLES MARKET Atlantic Offshore has sold its 1984-built AHTS vessel Ocean King out of the oil & gas market. Having spent more than 30 years working for Statoil offshore Norway, the vessel was laid up in August 2016 following the conclusion of her most recent contract. The Ocean King has been sold to Bremerhaven-based Innoven Marine Services GmbH, and she has been renamed Lev Twister. Innoven will use the vessel for offshore wind projects in the North and Baltic Seas. The Ocean King/Lev Twister is a 75m VS 469 MkII vessel; she joins the Lev Taifun (a former buoy laying vessel) and Lev Tornado (a former British Navy Ship) in Innoven s offshore wind market fleet. NORMAND VESTER SOLD BY SOLSTAD Solstad Offshore ASA has sold its 1998-built PSV Normand Vester to an unnamed buyer. Delivery of the vessel to her new owners took place on April 26th. The Normand Vester is a UT 745 vessel; she has a length of 84.4m, a moulded breadth of 18m and a cargo deck area of 956m². She has a deadweight of 4,587t and an accommodation capacity for 37 persons. The Vester concluded her most recent contract with Petrobras offshore Brazil in mid-2015. She has been laid up since she returned to Norway following the completion of that charter. SUBSEA SUBSEA MARKET ROUND-UP There has been a lot of chat regarding the report published by the US Customs and Border Protection agency (CBP) regarding the proposed changes to the Jones Act which were first mentioned in January. The Jones Act generally prohibits the transportation of merchandise between US coastwise points on non-coastwise-qualified vessels. To be coastwise-qualified, a vessel must be built in the US, documented under US law (i.e. US flagged), owned by US citizens and in possession of a coastwise endorsement from the US Coast Guard. One exception to this rule is when the vessel is carrying subsea equipment and this is the proposed change that could affect non-jones Act vessels. This may be difficult to enforce, especially when looking at the deep water market, because without highly specialised non-jones Act vessels offering pipelay, subsea/construction, heavy lift and well intervention DOF TAKES FULL CONTROL OF SKANDI VINLAND TRESTAKK DISCOVERY APPROVED Norwegian authorities have approved Statoil s plan for the development and operation of its Trestakk discovery on the Halten Bank in the Norwegian Sea. Statoil has stated that the cost of developing the Trestakk discovery has been reduced by nearly 50 per cent since project start-up, and investment is now DOF Subsea has taken full ownership of the Canadian Subsea Shipping Company AS. Prior to purchasing the remaining shares, DOF held a 45% stake in the company, which has a Vard 3 08-designed vessel, to be named Skandi Vinland, under construction at Vard Langsten. The hull of the newbuild was built at the Vard Braila yard in Romania, with outfitting taking place in Norway, and she is due to be delivered to DOF in June 2017. Following delivery, the newbuild expected to be NOK 5.5 billion. Trestakk was discovered in 1986 and will be tied into the Åsgard A production vessel. Production is expected to come on stream in 2019. The field development comprises of a subsea template and a tied-in satellite well. Three production wells and two gas injection wells will be drilled. Statoil submitted the PDO to services, the US could see a reduction in oil and gas production, at least until more Jones Act vessels could enter the market. However, the revoking of the prior ruling letters has been backed by the American Maritime Partnership and the Shipbuilders Council of America amongst others. This is not the first time modifications to the Jones Act have been proposed and these proposals are normally submitted during a market downtime. is expected to be used by DOF to fulfil a 10-year contract with Husky for the provision of a light intervention vessel to support its subsea intervention, repair, and maintenance programmes offshore Eastern Canada from July, as previously reported in Seabreeze in September 2015. The operator has options available to extend this contract for a further 10 years. the Minister of Petroleum and Energy on November 1, 2016. Following this submission, Aker Solutions was awarded a topside contract for delivery to the Trestakk development, and TechnipFMC received an integrated engineering, procurement, construction and installation (EPCI) contract for Trestakk. SUBSEA THREE-YEAR CONTRACT FOR NORMAND OCEANIC Solstad Offshore s OCV Normand Oceanic has been awarded a three-year charter with Mexican company Typhoon Offshore, an affiliate of Grupo Salinas. The charter will commence in May 2017 and Typhoon Offshore will utilise the vessel, which has a length of 156.9m, a 400t National Oilwell Varco crane and accommodation for 140 persons, for its projects offshore Mexico. Normand Oceanic AS is a joint venture company owned by Solstad Offshore and Subsea 7. IMPROVEMENTS MADE IN DEEP WATER Wood Mackenzie has stated that the deep water oil and gas industry, which is generally considered an expensive investment, has managed to cut its costs to a level where the most attractive deep water projects can now compete with US tight oil plays. They did stipulate that further cuts are required to drive the deep water break even costs further down. Wood Mackenzie does expect 2017 to experience a noticeable pick-up in deep water project sanctions, with three projects Mad Dog Phase 2, Kaikias and Leviathan already fully approved. The improved cost-competitiveness of the deep water market has seen project FIRST TWO CONTRACTS SECURED FOR SLEIPNIR Heerema Marine Contractors has secured its first two contracts for the newbuild Sleipnir, the world s largest semisubmersible crane vessel. The first contract for Sleipnir, which is currently under construction at Sembcorp Marine in Singapore, is from Noble Energy Mediterranean Ltd for transportation and installation services associated with the Leviathan production platform in the Mediterranean Sea. Maersk Oil has awarded the second contract, which covers the transport and installation for the new production and living quarters platforms, as part of the Tyra Future project. The new 220m-long self-propelled semisubmersible crane vessel is due to come into service in early 2019. She will be equipped with two 10,000-tonne cranes, DP3 and a reinforced deck area, which is 220m long and 102m wide. In addition to utilising the Sleipnir, Heerema will also use several of its own barges for the transportation of the various costs reduced by over 20 per cent since 2014, allowing for some projects to be profitable at USD 50 per boe or less. The consultancy group estimates that a further 20 per cent cut in deep water costs would bring 15 billion barrels of pre-fid reserves into contention, on par with tight oil. SUBSEA ISLAND CROWN S TITANIC EXPEDITION OceanGate Expeditions has entered into an agreement with Island Offshore to utilise the UT776CD-designed Island Crown as a support vessel during the first manned submersible expedition to the wreck of the RMS Titanic since 2005. The contract has a duration of 10 weeks and will commence in May 2018. The 96.8m vessel, which is equipped with an Uptime gangway, a subsea crane and accommodation for 100 FINANCING SECURED FOR NORD STREAM 2 Nord Stream 2 AG has signed financing agreements for the Nord Stream 2 pipeline project with ENGIE, OMV, Shell, Uniper and Wintershall. The five European energy companies have committed to provide long-term financing for 50 per cent of the total cost of the project, which is currently estimated at EUR 9.5 billion. Each oil company will fund up to EUR 950 million. Gazprom will remain the sole shareholder BRENT DELTA TOPSIDE REMOVED Allseas-owned platform installation and decommissioning vessel Pioneering Spirit has removed Shell s 24,000-tonne Brent Delta platform topside from the UK of the project company, Nord Stream 2 AG. Additionally, it has been reported that Allseas has officially received a contract for the pipelay on the Nord Stream 2 project in the Baltic Sea, following a letter of intent agreed between both parties in December 2016. Allseas will lay two 1,200km gas trunklines of 48-in diameter, which will transport gas from Russia to Europe via the Baltic Sea. Allseas will utilise three North Sea, in a single lift on April 28. The vessel arrived on the field, which is located 115 miles north-east of the Shetland Islands, just one day earlier. persons, will depart from St. John s, Newfoundland, and will act as an accommodation and dive support ship for the expedition team throughout the project. NORMAND CUTTER SECURES FRAME AGREEMENT Saipem has signed a four-year frame agreement with Solstad Offshore to utilise the VS 4125 CLV-designed multi-purpose vessel Normand Cutter. The 2001-built vessel will support Saipem s subsea construction activities worldwide at pre-agreed commercial terms. Under the agreement, Saipem have declared options to utilise the vessel, which has a length of 127 metres, a 300-tonne crane and accommodation for 114 persons, for around six months from June this year on a project in West Africa. RENEWABLES SUBSIDY-FREE BIDS Subsidy-free bids has always been the goal for the renewable industry, but now this is the reality as three subsidy-free bids have been awarded contracts for wind farm projects offshore Germany. Germany s Bundesnetzagentur has awarded EnBW and Dong the rights to develop four wind farms in the German North Sea. EnBW has secured the 199MW He Dreiht offshore wind farm by placing a bid for the construction of the project without subsidies. Meanwhile, Dong secured three wind farm projects, two of which were also subsidy free; these were the 240MW OWP West and the 240MW Borkum Riffgrund West 2. The three projects detailed will not receive a subsidy on top of the wholesale electricity price. Dong s last award was for the 110MW Gode Wind 3, which secured the contract on a bid price of EUR 60 per MWh. Final investment decisions on the four projects are to take place in 2021, and Dong s three projects will be commissioned in 2024 while EnBW s He Dreiht wind farm is to be commissioned in 2025. The zero subsidies in these cases can be achieved due to the long lead-time for commissioning, benefits achieved from rapidly advancing technological developments, like 13MW & 15MW turbines, and with the German authorities approving the possibility of extending the operational lifetime of the assets from 25 to 30 years. GMS JACKUPS TO HEAD TO HORNSEA ONE DONG Energy has awarded a long-term contract to Gulf Marine Services (GMS) to utilise two jackup accommodation units for support services on the Hornsea Project One, located 120km off the Coast of Yorkshire. The campaign will commence during the second quarter of 2018 and GMS will use one of the two GMS large-class jackup accommodation units, or E-Class self-elevating, self-propelled support vessels. One contract has a duration of 26 months, including options, and the other is for a charter period of 15 months, including options. NKT TAKES DELIVERY OF NEWBUILD NKT Cables has taken delivery of a newly built cable-laying vessel, EARLY DELIVERY FOR GEMINI The 600MW Gemini offshore wind farm in the Dutch North Sea achieved full completion on April 28, ahead of schedule and which was part of the recently completed acquisition of ABB HV Cables. Kleven Shipyard in Norway built the 140m long vessel, which will allow NKT Cables to offer complete turn-key solutions, from the design and production of the AC/DC offshore cables under its total budget of EUR 2.8 billion. The wind farm s 150 turbines have been operating since to the full installation and related cable-laying services. The naming ceremony for the DP3 cable-laying vessel will be at the NKT Cables plant in Karlskrona, Sweden on May 4, 2017. Thereafter, the newbuild will head out for its first cable-laying project. October 2016 and, to date, have generated over EUR 250 million of net pre-completion revenues. 14 SEABREEZE

CONUNDRUM CORNER, DUTY PHONES SHELF DRILLING EXPANDING FLEET Shelf Drilling is set to expand its fleet further via the acquisition of three premium jackup rigs. The contractor has entered into an agreement with Seadrill to acquire the West Mischief, West Resolute and West Triton for a total consideration of USD 225 million. In relation to this, Shelf has recently decided to conduct a private placement of new common shares, with the aim of raising USD 250 million to be used for its fleet expansion plans. The potential acquisition remains subject to the execution of a mutually agreed sale and purchase agreement and board approval from both parties. Assuming the transaction does go ahead as planned, this would raise Shelf Drilling s total jackup rig count from 36 to 39 units. Shelf Drilling was established in November 2012 following the acquisition of 37 jackup rigs and one swamp barge from Transocean.
