Why? Due to low catch prices and higher fuel cost, the entire commercial fishing (shrimping) fleet was entering a decline. And given the number of abandoned vessels in our Texas coastal waterways, TGLO saw a need for an Abandoned Vessel & Structure Removal Program.
HB 2096, 79th Regular Session, 2005. OSPRA 40.108. DERELICT VESSELS AND STRUCTURES Amends several sections of Oil spill Prevention and Response Act (OSPRA) to give Texas General land Office more authority to remove and dispose of abandoned vessels.
NOAA documents scores of shipwrecks in the Sabine Neches Waterway
These include some historical shipwrecks... whereabouts unknown. 1837 - A English slave ship which ran aground on a mud flat at Blue Buck Point in Sabine Lake. September 1863 - The Federal Collier Manhasset which came ashore near Sabine Pass and wrecked during a storm. September 1865 - Twenty vessels anchored in the Sabine River at Orange which were sunk during an unnamed hurricane. Source: W. T. Block Local Historian
One of the first documented examples of abandoned vessels in the local waterway is the sixteen World War I Ferris designed wooden-hulled freighters scuttled in the Sabine River in 1921. The ships were built in Orange, Texas as part of the Emergency Fleet Corporation, which was enacted in1917 by President Woodrow Wilson.
The ships were built to compensate for the shortage of existing steel shipyards, thus bridging the gap in shipping created by the wartime emergency. Each were 270 - feet long, 45-feet wide, coal-fired, "threeisland" ship of 3,500 deadweight tons.
To date, in Region1, 251 abandoned vessels have been successfully salvaged and recycled.

Hurricane Rita September 24, 2005 13 vessels were sunken in the Sabine-Neches waterway.. Federal Emergency Management Agency, US Coast Guard and the Corps of Engineers utilized the TGLO statute to facilitate removal and disposal of 12 these (1 reclaimed by owner).
