The Final Program (including training) will be distributed after the Official Entry Deadline (30 days before the Official Arrival Day). The latest updates will be provided at the Technical Meeting. 3. Rules and Regulations The competition will be conducted according to the ISSF rules 3 rd print 01/2015. Detailed information is available on the ISSF homepage www.issf-sports.org. ISSF Juries (Equipment Control, Classification, Rifle, Pistol, Shotgun, Appeals) are designated by the ISSF to supervise the ISSF World Cup. Qualified Range Officers / Referees holding applicable ISSF licenses will conduct the competitions. The equipment control will be conducted to the newest ISSF Equipment Guidelines using all approved instruments including thickness and stiffness devices. Page 2 of 13 published: 21 January 2015
Under rules adopted in 2013, pre-competition testing is no longer mandatory. As before, athletes are responsible for competing with legal equipment and clothing and are urged to submit all doubtful equipment and clothing to Equipment Control for checking before the competitions. All athletes are subject to being selected for random post-competition testing according to ISSF Rule 6.7.9. All rifle athletes must have ISSF seals with serial numbers on their jackets and trousers. Any rifle jackets or trousers that do not have ISSF seals must be submitted to Equipment Control for inspection and the affixing of a seal before the athlete s first competition. Jackets and trousers that were previously inspected and have an ISSF seal continue to be valid except that athletes with more than one jacket or trousers must report to Equipment Control before their first competition to confirm which jacket and which trousers they will use. All other seal numbers for that athlete will be cancelled. Athletes that wish to replace a registered jacket or trousers with new clothing item must bring that item to equipment control for inspection and a new seal. Previous seals will then be cancelled. Rifle athletes can have only one active jacket and trousers at any time. Regarding the use of only air or CO² cylinders please refer to ISSF Rule 6.2.4.2., of the rule book which states the following: It is the athlete s responsibility that any air or CO² cylinder is still within its validity date. This may be checked by Equipment Control. No Elimination relays are scheduled, but we agree that no 50m Elimination relays are possible. We just need to make sure that the General Information (official program) includes a notice that due to large participation and a very full schedule, there will be no scheduled 50m Elimination relays and that athletes will be squadded randomly on 2 or 3 relays for the Qualification. 4. Target Sprint See extra in formations later on with more details, but in general like 2014. ISSF ID Number All athletes must sign an "Athlete's Declaration" and have an official ISSF ID number issued before participation in the International Junior Competition (also national and local clubs). Athletes without ISSF ID number will not be allowed to participate. ISSF ID numbers can be obtained from the ISSF Headquarters by using the official application form. 5. Entry Process Preliminary Entries (ISSF Rule 3.7.3.1) ISSF Member Federations entering the ISSF Junior Cup must submit the Preliminary Entries not later than 25 FEB 2015 Please complete the attached Registration Forms (Annex 1 10) and return them by the set deadlines. Preliminary and Final Entries for Athletes and Officials must be returned to the ISSF Headquarters. All other Registration Forms must be returned to the Organizing Committee Please use the ISSF Online Registration Service http://entry.issf-sports.info, or exceptionally complete the Preliminary Entry Form (Annex 1) and return it by email or fax to the ISSF Headquarters. Final Entries (ISSF Rule 3.7.3.2) ISSF Member Federations must forward their Final Entries directly to the ISSF HQ. The Official Entry Deadline (30 days before the Official Arrival Day) is 26 MAY 2015 Please use the ISSF Online Registration Service http://entry.issf-sports.info, or exceptionally complete the Final Entry Forms (Annex 3) and return them by email or fax to the ISSF Headquarters. Late Entries (ISSF Rule 3.7.3.4) Late Entries will only be accepted until the Final Entry Deadline (3 days before the Official Arrival day) which is 21 JUNE 2015. A penalty fee of EUR 50,00 will be charged for late entries. Entry Changes after the Final Entry Deadline From 22 JUNE 2015 onwards, replacement of a registered athlete by another already registered athlete in another event (ISSF Rule 3.7.3.6) can be made only before 12:00h the day before the Pre- Event Training for that event. Entry Confirmation upon arrival The Team Leader of the ISSF Member Federation must report to the OC Entries Official and confirm the Final Entries. The confirmation must be done before 12:00 the day before the Pre-Event Training. Cancellation Any ISSF Member Federation reducing the number of athletes after the Official Entry Deadline (26 MAY 2015) is obligated to pay all applicable fees and costs including entry fees according to the number of starts on the Final Entry Forms originally received. If the applicable fees and costs are not paid no member of that federation may participate. Entry Fee The entry fees include all charges for registration, local transportation between shooting range and official hotels and doping control. There is no entry fee for teams. Please transfer the money not later than 15 JUNE 2015 Take care that all necessary data will be transferred, so that the Organizing Committee can assign the money to the right federation. Please give a copy of the bank transfer voucher to your head of delegation to take with them. Every federation will get a preliminary invoice after the Organizing Committee received the final entry form. Accreditation Process All persons involved in the ISSF Junior Cup (Athletes, Team Officials, ISSF Officials, OC Officials) must have accreditations that clearly identify the accreditation holder (with photograph, family name and first name, nation and function) in order to use the local transportation and to enter the shooting range. Accreditations (for persons registered until the Final Entry Deadline and with photograph in the ISSF database) will be prepared by the ISSF Headquarters and Organizing Committee. All other accreditations will be prepared by the Accreditation Office of the International Junior Competition. Accreditations will be distributed by the Organizing Committee after payment of the entry fees. 6. Shooting Range The competition will take place on the shooting range of the Shooting Centre Suhl, Germany. Immigration and Customs Requirements All nations who will need an official invitation of the German Shooting Sport Federation are requested to order these in time, please use the attached form (Annex 7). Please inform yourself about all necessary information like special time limit or paragraphs. As long as the Organizing Committee gets no special information, the invitation will be send out by email or fax. If an express service should be desired, this service will be charged to the federation and must be paid to the Organizing Committee upon arrival. The German Shooting Sport Federation can provide invitation for the period of the ISSF Junior Cup in Suhl only. Gun License All nations without the European firearms passport and all nations who do not belong to the European Union have to be in possession of the approved gun importation form (Annex 8), certified by the German authorities. Please make sure that you carry along a copy of your certified gun form. Additionally it is recommended to all delegations to carry a list of all firearms and ammunition with themselves, to be presented to customs or border police upon request together with the invitation. Attention: Please do only use the attached Arms and Ammunition Declaration (Annex 8.1 and 8.2) for bringing in firearms/ammunition into the Federal Republic of Germany! Please fill in the form completely and do not change the form or use your own form! Incomplete Forms cannot be arranged and will be sent back! The forms have to be sent back to the Organizing Committee by fax or email till 26 MAY 2015 latest. You do not have to declare air guns and the proper ammunition at all, if they conform to the international standard. Please note: To import air guns without an auxiliary permission, they need to have the international embossing / stamping F. Owners of an European firearms passport may even import their small bore rifles and pistols without an auxiliary permission to Germany. Important: No gun and ammunition transport is allowed by railway or other public transport facilities!!!due to the German weapon law it is prohibited for athletes less than 14 years to participate in small bore events!! 8. IMPORTANT!! Due to some dangerous incidents, we have to remind all federations, that by German law it is strictly forbidden to cook or light a fire in the hotel rooms. Due to limited hotel capacities, we cannot definitely guarantee the booking of one certain hotel. Also do not send hotel reservations late, as we cannot guarantee for rooms after the deadline. Hotels will be booked in sequence of the receipt of the reservations. Preliminary Hotel Reservation (Annex 2) must be effected by 25 FEB 2015. Final Hotel Reservations (Annex 5) must be effected by 12 MAY 2015. In case of cancellation after 12 MAY 2015 and/or no-show the hotel will charge a cancellation fee of 100% to the costs for all nights and rooms you have booked. Food Service at the range There is a restaurant on the shooting range which offers regional cuisine and beverages. 9. Travel and Transportation Travel Arrival The official international arrival airport for Suhl is Frankfurt/Main (FRA). The distance between Frankfurt airport and Suhl is 220 km one way and it takes about 3.5 hours of driving. The transfer between airport and hotel will be organized on request. Please inform the Organizing Committee about your travel details till 26 MAY 2015 (Annex 4). The transfer is not included in the entry fee and must be paid by the delegations. The delegations will find the schedules for local transportation in their welcome letter in the organizing office. No shuttle service between the hotels and the shooting range on the Official Arrival Day, JUNE 25.! 10. Competition Related Procedures at the Range Technical Meeting The Technical Meeting will take place on 26 JUNE 2015, 12:00h at the meeting room, third floor. Each participating ISSF Member Federation should have at least one representative present to receive updated information regarding Final Program (including Training), draw procedures and other important issues related to the International Junior Competition. Storage of Firearms and Ammunition During your stay in Germany/Suhl all arms and ammunition must be stored in the armoury on the shooting range (also air guns and ammunition). It is not allowed to take any arms and ammunition out of the shooting range especially not to the hotel. This German act also has to be followed strictly by nations, that are in the possession of an European firearms passport!! The completeness will be checked every evening. The armory will be opened from 25 JUNE to 02 JULY 2015. Athletes who break this rule, will be disqualified from the competition. For arrival please note: Upon your arrival in Germany (Suhl), all arms and ammunition have to be transported to the Shooting Range on a direct way. During the arrival days there will be a special arrangement for delegations that arrive before 8 am or after 8 pm. Please inform the Organizing Committee about your expected travel schedule in time (Annex 4). For departure: All arms and ammunition have to be removed from the armory to the airport on a direct way. Even owners of an European firearms passport have to pick up their arms and ammunition on the armory at time of departure, not earlier. Please keep in mind, that in Germany even owner of an European firearms passport are not allowed to leave their arms and ammunition unattended. At competition days There will be enough time between training / competition / award ceremony and the last shuttle bus, so that all athletes can store their guns in the armoury. Ammunition Additional shotgun ammunition can be purchased at the shotgun range. A price and producer list will be handed out later. Please order the needed ammunition in advance stating the quantity and brand. The German Shooting Sport Federation is not able to sell ammunition for rifle and pistol. Anti-Doping Tests The Organizing Committee will conduct doping controls according to the ISSF Anti-Doping Rules and the ISSF Test Distribution Plan under supervision of the ISSF Technical Delegate. 11. Ceremonies Opening and Closing Ceremony There is no opening ceremony. The closing party will be organized on 1 JULY 2015 in Ringberg Hotel. The participation is free of charge for people who stay in Ringberg Hotel, Hotel Arcadia or Hotel Thüringen. People staying in other or non-official hotels have to pay a fee of EUR 20,-. The cost includes soft drinks, buffet and disco party. Transportation between the Hotel Thüringen / Hotel Arcadia and Ringberg Hotel will be arranged! Page 12 of 13 published: 21 January 2015
Award Ceremony. All Award Ceremonies will be held in the 10m hall at the scheduled times. During the ceremonies the athletes are required to present themselves in their official national uniform or national tracksuits (tops and bottoms). Flags and Anthems The Organizing Committee does not need flags and anthems from the delegations. 12. Weather Information There is a saying that in Suhl we have two seasons only: winter and strong winter. In JUNE the average temperature may be between 15 C 25 C. Please inform yourself about the weather conditions prior to your arrival. 13. Media Relations All Media representatives must register for the ISSF Junior Cup by using the Media Accreditation Form (Annex 9). At the moment no press conferences are planned. 14. Industry Service Various industry services / exhibition will be present during the International Junior Competition. 15.
