ADMINISTRATION Hydro-Quebec s Tracy wharf is an oil tanker terminal located 51 kilometres downstream from Montreal, within the jurisdictional limits of the Port of Montreal. The facility is used to unload the fuel oil required to operate a 600-MW thermal power plant belonging to Hydro-Quebec. 2.1 Tracy Wharf Location St. Lawrence River shipping channel, approximately 51 nautical kilometres downstream from Montreal. Technical Description Oil tanker terminal with three loading arms (Chiksan type), one of which belongs to Kildair Service ltd Three dolphins joined by catwalks Total length of wharf: 99.7 metres Draught : Minimum of 11 metres Towing : Ships with tonnage over 38,000 metric tons must be assisted by tugs when berthing. Navigation period : Year-round Current: approximately 1.5 knots

2.2 Mooring Technical Description Two mooring bollards on the upstream dolphin. Two mooring bollards on the downstream dolphin. Two mooring bollards on the central dolphin. One mooring bollard with an electric capstan on the shore upstream from the wharf. One mooring bollard with an electric capstan on the shore downstream from the wharf. Mooring crew Mooring must be carried out by specialized contractors. Shipping agents are responsible for organizing and supervising this service. 2.3 Pilotage General Pilotage is compulsory on the St.Lawrence Seaway. Pilots board at Anse-aux-Basques (near Les Escoumins). For Montreal-bound ships, a second pilot takes over at Quebec City, and a third at Trois-Rivieres. River pilots are responsible for the berthing and let-go of vessels. All navigation within the St.Lawrence channel must be performed by authorized pilots. Estimated Time of Arrival (ETA) From the Gulf of St.Lawrence, the captain of every ship headed for ports west of Anse-aux-Basques must inform the Port of Montreal of the estimated time of arrival by Vessel Traffic Service (VHF 14-156.7 MHz) or Sept-Iles radio station (VCK), specifying the ETA at Escoumins pilotage station and the net tonnage of the vessel. A minimum of 24 hours notice must be given to ensure the availability of pilots at Anse-aux-Basques for vessels traveling from the Gulf of St.Lawrence to Albert-Maltais-Grande-Anse. The ETA must be confirmed by wireless telegraph or radiotelephone six hours prior to arrival at the pilotage station. Stations The same pilotage stations are used for both westbound and eastbound ships.

2.6 Safety The Hydro-Quebec wharf facilities at Tracy meet all generally recognized and applied safety standards. The wharf is operated by qualified personnel in compliance with these standards. Hydro-Quebec has a fire emergency plan for wharf operations. 2.7 Environment Environmental protection is a priority for Hydro-Quebec. This is reflected in the day-to-day operations at numerous facilities built to generate electricity, such as the Tracy thermal power plant. The Hydro-Quebec wharf at Tracy has an environmental contingency plan that outlines the main action to be taken in an emergency. It describes internal and external notification requirements, response measures and resources to be contacted as necessary. 2.8 Communications Power plant personnel use a portable radio system for communication. The frequency is TX 415.8375 and RX 410.8375 (Channel 1).

TARIFFS 3.1 Port Dues All ships entering the jurisdictional limits of the Port of Montreal must pay port dues according to the rates in effect. 3.2 Mooring Dues All ships that anchor in open water off of the Tracy wharf must pay mooring dues to the Port of Montreal according to the rates in effect. 3.3 Pilotage Service All ships navigating in the St. Lawrence channel must pay pilotage dues to use pilots, according to pilotage authority rates. 3.4 Water Service (Hydro-Quebec) Hydro-Quebec charges the same rates as the Port of Montreal for supplying ships with drinking water.

4.2 Channel Technical description Depth Depths are shown as a low water datum, which at Sorel-Tracy is 3.7 metres above International Great Lakes Datum (IGLD) 1955, as surveyed by the Canadian Hydrographic Service 1944-1945, 1978 and 1981. Some depths at Sorel-Tracy come from Public Works Canada 1982-1983. Width Channel: approximately 70 meters. Shore to shore: approximately 1,126 meters. 4.3 Depth Contour Technical Description Survey date : July 23, 1999 Minimal depth near the wharf: at 2 meters : 10.00 meters at 10 meters: 10.4 meters at 20 meters: 11.0 meters The minimum depth required for navigation in the St.Lawrence channel is 10.7 metres.

4.4 Wharf Profile Technical description Structure Flexible fender on cantilever piles. Protection Wood facing with rubber bumpers. Wharf height above the lowest level of the St.Lawrence River : 6.5 metres. Wharf height above the highest level of the St.Lawrence River level : 2.5 metres. Access bridge capacity The bridge can support a maximum load of four (4) tons.

REGIONAL PROFILE The city of Sorel-Tracy, metallurgical capital of the Monteregie region, was created March 15, 2000, by the merger of Sorel and Tracy. It owes its respective names to Governor Pierre-de-Saurel and the Marquis of Tracy, Alexandre de Proulxville. Located at the mouth of the Richelieu River on the St..Laurence Seaway, 51 km downstream from the island of Montreal, Sorel-Tracy covers a total area of 56.61 km 2 (13,915.31 acres). Its population is approximately 36,000 or 74 % of the population of the Bas-Richelieu Regional County Municipality (RCM). Most of the region s heavy industry specializes in primary metal processing and is concentrated in Tracy. Products and services companies are primarily located in Sorel. 5.1 Industry The local economy is dominated by traditional heavy industry such as metal processing and industrial equipment manufacturing. Many small and medium-sized businesses support industry with goods and services. The region s industrial development has stabilized over the past few years. Plenty of space is still available for companies wishing to set up business there. 5.2 Roads Hydro-Quebec s Tracy thermal power plant is located on the south shore of the St.Lawrence River, approximately 45 minutes from downtown Montreal. From Sorel-Tracy, Montreal is accessible by Autoroute 30 or Route 132 West. To get to Quebec City, take Route 122 East, then Autoroute 20 East. Trois-Rivieres can be reached via Route 132 East.
