APOLOGIES Apologies for absence were submitted from Councillors L Dennett and City of York Councillor Neil Mcllveen. 2. DECLARATION OF INTEREST None 3. MINUTES The Minutes of the Parish Council meeting held on 11 th February 2015, were considered; confirmed and signed by the Chairman as a correct record. 4. PLANS 4.1 Applications:- There was one planning application submitted for the consideration and observations of the Parish Council:- 15/00370/TCA 21 Malton Way, York Crown reduce 1 no. Cherry, 1 no. Acacia and 1 no. Willow in Conservation Area. DECISION No Objection 4.2 Approvals:- 14/02333/FUL 11 Halifax Close, York Erection of 1 no. detached dwelling. Approval Received 16.02.15 14/02935/FUL 83 Reighton Avenue, York
First floor side roof extension over existing flat roof including side dormer and single storey rear extension and rear dormer. Approval Received 13.02.15 14/02934/FUL Harveys, 2 Stirling Road, York Installation of AC condensers and louvres. Approval Received 13.02.15 15/00057/FUL DM Keith Skoda, Whitehall Garage, Wigginton Road, York Demolition of part of existing car dealership and adjacent bungalow with two storey extension to retained building and associated parking. Approval Received 11.03.15 4.3 Refusals:- None 5. MATTERS ARISING Play Area Clerk advised that following discussion at last month s meeting she had approached Playdale Playgrounds about the cost for a new roundabout. A quotation was received for 7037.00 for a 3 seater roundabout, including delivery and installation and rubber matting. It was discussed that if the Parish Council were to purchase a new roundabout this maybe the best time to reassess the play area and what it offers the local community and whether any new pieces of equipment should be purchased. Cllr Naylor spoke about the possibility of adding some new fitness type equipment that would appeal to a wider range of ages than the current play equipment does. Clerk to investigate. Clerks Annual Appraisal & salary review To be discussed after conclusion of the standard Parish Council meeting and after exclusion of any members of the public as includes discussion of private financial information. 6. COMMUNITY SAFETY ISSUES For the month of February 2015 there were 25 crimes reported. However, this figure covers Rawcliffe, Clifton Moor, Clifton Without and Skelton. The 25 reported crimes were made up of 1 burglaries of dwellings, 1 burglary (other), 7 acts of criminal damage, 7 accounts of shoplifting, 5 act of vehicle crime (including taking) and 4 accounts of violence.

CORRESPONDENCE Email response from Louise Robinson @ CYC regarding the Parish Council s concerns about being able to cross Eastholme Drive safely. The email advised that a feasibility study of the area was undertaken in 2009/10 and concluded that a footway build-out or zebra crossing may be suitable just south of Southolme Drive but that both would result in a loss of on-street parking near to the local shops. It was discussed that this feasibility study was carried out some years ago now and before local schools were established. Therefore, the number of pupils having to cross the road will have at least doubled and therefore the need is now greater. Clerk to contact Louise Robinson to advise again of the Parish Council s concerns. Email from Laura Haviland @ CYC regarding the Tour de Yorkshire cycle race that will take place in York on Saturday 2 nd May. Clerk advised that the race route does not pass through the Parish and vehicle access in this area will not be impacted. However, there may be a deviation of certain bus routes and traffic within York in general will be heavier. Email from Dave Meigh @ CYC following our email to Charlie Croft regarding the area of land around Clifton hospital that has recently been transferred to the City of York Council as public amenity land. Dave advised that he will be in touch again in March to progress ideas further. 8. FINANCIAL MATTERS 8.1 The Clerk submitted the following accounts for payment:- L Pink Clerks Salary (Net) 909.63 L Pink Clerks Expenses 33.13 HMRC Tax & NI 309.40 The accounts listed for payment were accepted and the signing of the cheques therefore authorised. 8.2 The following invoices that were received after the production of the agenda were discussed and approved for payment Vision ict Website hosting 2015-16 168.00 8.3 The following income was noted - Nil
8.4 Any other urgent request submitted to the meeting - A quotation provided by Aspects Horticultural advised of a cost of 25.00 per cut for the mowing of amenity grassed areas around the library on Rawcliffe Lane. The quotation mentioned 17 cuts per year but it was queried whether this number of cuts per year was required. Clerk to speak to Aspects to see whether, if requested, could the number of cuts per year be reduced. Quotation provided by Aspects also gave a cost for the cutting of perimeter hedges and the application of weedkiller to hard standing areas and flags twice per year. It was not yet decided whether these are required. 9. MEETING REPORTS/REPRESENTATIVES Cllr Paylor advised that he attended the YLCA branch meeting on Thursday 12 th February. He advised that items on the agenda included a talk from a City of York representative about Parishes setting up an emergency plan and also whether Parish Councils carry out internal audits. Clerk advised that she is currently working towards setting up both of these. Cllr Ellis and City of York Councillor Joe Watt both attended a Backies Management Board meeting. Cllr Watt talked about the purchase of some noticeboards that are to be used to display walks. Cllr Watt advised that a litter pick was being arranged for the end of March. 10. EXCEPTIONAL ITEMS Cllr Paylor suggested that the Parish Council pay for a skip to be hired in conjunction with the Backies litter pick at the end of March. It was agreed that due to the timescales for the litter pick the Clerk to authorised to arrange a skip and also arrange for a banner which could be placed at the entrance of the Backies advising residents of the date and the time for the litter pick and that the skip is being funded by Clifton (Without) Parish Council. Cllr Watt to speak to the organiser of the litter pick and pass onto her the Clerk s contact details. UPDATE Following the meeting the Clerk was advised by Nadine Rolls @ CYC that the litter pick will not take place at the end of March and as yet they do not have a confirmed date when it will take place but there has been a suggestions that it may be mid-april. Clerk passed onto Brian Williams who organises the litter picks and advised that the intention is to first undertake some vegetation clearance to make access to the worse areas of litter easier. 11. CLIFTON (WITHOUT) PARISH COUNCIL CLOSED MEETING Minutes of The Clifton (Without) Parish Closed Council Meeting held on Wednesday 11 th March 2015 Please note:- The following was discussed during a closed meeting and as such the information contained within these minutes should be for the viewing and discussion by Clifton (Without) Parish Councillor s only and should not be discussed or shown to any third party. The minutes for the closed meeting will not be displayed on any notice boards or on the website. Other Matters Arising Clerks Annual Appraisal & salary review The Clerk left the room whilst her appraisal and salary increase were discussed. It was agreed that the Clerk s salary would increase by one band to SCP 26. Clerk to advise Autela Payroll Services of the increase which will take into effect from the 1 st April 2015. For 2015-16 Clerk to focus on working towards producing an Emergency Plan and also look at opportunities to prepare and arrange press releases about the activities and/or decisions of the Council.
