PARKS AND LEISURE AUSTRALIA (WA) AWARDS OF EXCELLENCE 2018 3 FOREWORD ABOUT THE PLA AWARDS OF EXCELLENCE MICK MURRAY MLA Minister of Sport & Recreation JOANNE SMITH President, PLA WA It is easy to take for granted the wealth of parks, leisure, sporting and recreation opportunities and activities on offer for Western Australians. In this State, we are spoilt with an endless array of outdoor and indoor recreation opportunities, as well as quality local sport and recreation infrastructure, events, programs and services. The Parks and Leisure Australia (WA) Awards of Excellence give us the chance to recognise those who contribute to our quality parks and leisure environment and highlight innovative initiatives making a difference in the industry. The facilities, programs, places and spaces supported by the parks and leisure industry are integral to building strong and resilient communities, supporting the physical and mental health of Western Australians and strengthening our social fabric. Whether offering exercise, relaxation or fun, the wide range of groups that come together for the Awards of Excellence all contribute to our quality parks and leisure landscape. It is appropriate to use the awards to reflect on the challenges the industry faces. Whether related to access to public open space, demand for infrastructure, funding for programs and events, or other issues the challenges we face must be met with innovative thinking from industry participants. Indeed, those being recognised tonight are being awarded precisely for their creative actions in policy, planning and activation in the parks and leisure space. The State Government encourages innovative thinking in this area and we are keen to continue to explore opportunities across the range of industries represented here tonight. Congratulations to the 32 nominees in the running for awards your contributions are significant and on behalf of the State Government I thank you for your dedication. I hope nominees and winners are motivated by their recognition tonight to continue to address the challenges we face for our communities and the State s leisure and recreation industry as a whole. I look forward to continuing to work with you all. This year the Western Australian region s parks and leisure industry recognises 32 nominations across eight categories of achievement. The winners of each of the regional categories is an automatic finalist for the Parks and Leisure Australia National Awards, announced at the National Congress in October in Melbourne. Prior to the awards opening for submissions, PLA undertook a review of the categories to better define the scope for each award, to assist industry members with matching an award to their project or programme. The review also helped with recognising the broad range of investment in our multi-faceted sector and the communities that benefit. Developing a culture of industry excellence is driven by increasing expectations and is supported by growing its people. The annual PLA Regional Awards recognises individuals and organisations who achieve high standards of performance, as reflected in the award descriptions: Initiatives which promote and enhance leisure time for social, economic and environmental benefits Opportunities that enrich and revitalise a community Innovative features of design, development and operation Vibrant and exceptional examples of design and management Creates sense of place and exhibits design innovation that delights and aids childhood development Outstanding achievement in technology to benefits the industry Makes a significant contribution through community initiatives. These are not the aspirations of an industry standing still; that is not driven by a strong desire to continually improve to meet the expectations of community and industry partners. As individuals of a strong sector you all deserve congratulations, along with each of the regional Parks and Leisure Awards of Excellence recipients this year. It is the sum of the many industry members that make it successful and increases the capacity to contribute, grow, proposer, learn and acknowledge the benefits of planning and delivering park and recreation facilities and leisure. This could relate to an event based system application through to an ongoing monitoring program of relevance to parks and leisure. Sponsored by JEM IMPROVING STRATEGIC ASSET MANAGEMENT City of Joondalup JEM is a mobile system for use by operational staff to interact with core systems data from any location using any mobile device. The system was designed and developed in-house, resolving a day-to-day need that has now evolved to include management of all City assets. STREET TREE AUDIT City of Subiaco An innovative approach to tablet-based tree auditing, allowing up-to-date data to be accessible organisation-wide. BECOMING A SMART CITY Town of Port Hedland / Industrial Automation Group The Town of Port Hedland s Smart Park system reduces the frequency for onsite management. Real-time information and reporting is provided to the hierarchy of users, to control and monitor individual asset classes within the one cloud-based application.

COMMUNITY-BASED INITIATIVE OF THE YEAR This award is designed to recognise the combined effort that is required to successfully plan, organise and manage effective initiatives, programs, events and/or festivals which promote and enhance leisure time for a number of social, environmental and economic benefits to the community. Evidence of the success should form a component of the submission. Sponsored by COFFEE AND CHANGE Town of Victoria Park Coffee and Change is a series of inclusive events run throughout the year in different parts of the Town of Victoria Park, creating capacity building opportunities by connecting amazing spaces, with great coffee and amazing people who will impart their knowledge to inspire positive change. FOOD FUSION AND CULTURE FESTIVAL City of Gosnells The Fusion Food and Culture Festival is a celebration of the diversity within the City of Gosnells. This event puts into action the best principles of community development, harmonious communities and the promotion of multiculturalism. COLLABORATIVE APPROACH DELIVERS COMMUNITY FACILITY PM & D Architects Pty Ltd This cooperative project incorporating Community Members, Government (Federal, State and Local), Business and Community Organisations is a positive example of what can be achieved within a reasonable timeframe when using a collaborative approach. The Darlington Community Pavilion in WA was a successful project that now benefits the entire community. KOOMBANA FORESHORE FESTIVAL City of Bunbury Beautiful weather and colourful windsocks lined the beach at the Koombana Foreshore Festival on 4 February 2018. Thousands of locals and tourists congregated at the newly redeveloped Koombana Foreshore, where the City of Bunbury, in partnership with stakeholders, hosted the festival to celebrate the $10.8 million redevelopment project. 6 PARKS AND LEISURE AUSTRALIA (WA) AWARDS OF EXCELLENCE 2018

PARKS AND LEISURE AUSTRALIA (WA) AWARDS OF EXCELLENCE 2018 7 ADVENTURES OF THE BELMONSTERS City of Belmont The Adventures of the Belmonsters is the City of Belmont s first community children s picture book. Through storytelling, the book promotes the City s great local parks and facilities whilst teaching children the importance of friendship and community harmony. A children s book produced by the community for the community! FEMALE SWIMMING & WATER SAFETY PROGRAM City of Canning The City of Canning became the first local government in Western Australia to open its aquatic centre for women only at Cannington Leisureplex in February 2017. Since then over 5,200 women have attended Cannington Leisureplex where they can enjoy the physical and social benefits of aquatic activities. LEEDY STREETS OPEN NO CARS, OPEN FOR BUSINESS City of Vincent During Leedy Streets Open the City of Vincent closed the town centre of Leederville to cars, and worked with businesses to spill onto the streets and take over the town centre. The project demonstrated the possibility of a town centre free of cars and open for business. COMMUNITY FACILITY OF THE YEAR The community facility award recognises facilities that demonstrate innovative features of design, development and operation. Sponsored by SCARBOROUGH BEACH POOL City of Stirling The Scarborough Beach Pool is a breathtaking facility, situated on one of the best beaches in the world with a stunning view of the Indian Ocean. It is a worldclass destination that is the perfect year-round venue for locals, visitors and the beach-going community.

COCKBURN ARC City of Cockburn The City of Cockburn s $109million, cutting-edge, industry-first, integrated aquatic, recreation, education and elite-athlete training facility for the community, the Cockburn ARC, is fulfilling its mission of more people, more active, more often, with a priority of improving the health and wellbeing of the City s rapidly growing population. THE EDGE SKATEPARK City of Kwinana The $1.5million Edge Skatepark is one of Western Australia s biggest skating facilities, designed in consultation with the community. Everyone is welcome at The Edge Skatepark, whether they skateboard, scooter, BMX, rollerblade or enjoy basketball or parkour. Users of all ages and skill levels can enjoy this inclusive space. QUINNS MINDARIE COMMUNITY CENTRE City of Wanneroo The Quinns Mindarie Community Centre is a $4.28million facility located at Quinns Beach. The centre was constructed on top of the existing surf club building and opened to the public in June 2017. It boasts the City s largest function room, training room, kitchens, offices, external storage and playgroup facilities. ELLENBROOK SPORTS HUB City of Swan The Ellenbrook Sports Hub (ESH) consists of four FIFA approved synthetic fields and associated pavilion building. This City of Swan facility runs on an operating model unique to Western Australia providing a pop-up leisure centre for the local community from what is effectively public open space. 8 PARKS AND LEISURE AUSTRALIA (WA) AWARDS OF EXCELLENCE 2018

PARKS AND LEISURE AUSTRALIA (WA) AWARDS OF EXCELLENCE 2018 9 PARK OF THE YEAR This award celebrates and promotes vibrant, successful well designed and managed new or significantly revitalised parks / open spaces by recognising and rewarding exceptional examples of best practice in terms of design and management. Sponsored by KOOMBANA BAY FORESHORE REDEVELOPMENT City of Bunbury / Cardno (WA) Pty Ltd The Koombana Bay Foreshore redevelopment is Stage 1 of Transforming Bunbury s Waterfront Project, funded by the Western Australian Government, City of Bunbury and Lotterywest. The foreshore has been redeveloped into a dynamic Regional Open Space with activity zones focusing on the environmental, economic and social needs of the greater community. LAURIE STANFORD RESERVE MASTER PLAN City of Rockingham The Laurie Stanford reserve redevelopment has revitalized the City s premier southern community and sporting space. The growth of Singleton and surrounding communities over the last 10 years saw the need for the redevelopment which resulted in a rejuvenated park and amenities that are of significant value to the community. PLAYSPACE OF THE YEAR ($<0.5M) This award is given to a regional level play space that involves a range of stakeholders, contributes to the creation of a sense of place for its local community and exhibits landscape and/or structural design innovation that delights and aids childhood development. Sponsored by JACARANDA SPRINGS PARK UPGRADE City of Kalamunda The purpose of the Park upgrade was to enhance the existing amenities and provide an innovative, more inclusive recreational park suitable for a diverse range of people and ages. The design was to improve functionality and connectivity for the differing elements of play and recreation.

SUBIACO COMMON NATURE PLAY SPACE City of Subiaco The City of Subiaco appointed Nature Play Solutions to design and install a new nature play space at Subiaco Common. The play space needed to be a challenging and engaging play space for toddlers through to young teenagers. ASHES TO ORESOME Town of Port Hedland Rebuilding of Port Hedland s beloved Marapikurrinya Playground was completed through the same financial assistance from a number of organisations and feedback and inspiration from members of the community. WARRADALE NATURE PLAY AREA City of Wanneroo The Warradale Park Nature Play Area was constructed in 2016, and was designed in consultation with the Autism Association WA to provide an innovative, inclusive and popular play space with both traditional play and nature based elements designed to stimulate children s sensory needs. PINEY LAKES SENSORY PLAY PARK City of Melville Piney Lakes Sensory Play Park is one of Melville s most inclusive parks. It attracts diverse users and creates a space where people experiencing disability can actively play and interact alongside their family, friends and community. It showcases bespoke accessible play elements that incorporate and celebrate the surrounding natural environment. BALDIVIS YOUTH SPACE City of Rockingham This space is a contemporary, innovative and inclusive youth outdoor recreation space. The space provides recreation opportunities for those of various skill levels, ages and accommodates all genders. PARKS AND LEISURE AUSTRALIA (WA) AWARDS OF EXCELLENCE 2018 11 BUILDING BLOCK PARK EPCAD Building Block Park is a condensed yet stimulating and innovative play space located in the suburb of Golden Bay, south of Perth. The play space has an underlying playful theme of oversized toy building blocks and is focused towards toddlers and juniors who are under-represented in the surrounding suburb. PLAYSPACE OF THE YEAR ($>0.5M) This award is given to a regional level play space that involves a range of stakeholders, contributes to the creation of a sense of place for its local community and exhibits landscape and/or structural design innovation that delights and aids childhood development. Sponsored by JUNGLE PARK EPCAD The popular Jungle Park is a focus in the Whiteman Edge community. The family area embraces sustainable design responses and delivers play and adventure within a safe and exciting environment. The challenging play and shady seating and picnic areas combine to create a distinctive place at the heart of homes.

STRATEGIC PLANNING AWARD This award recognises well planned open space or leisure facilities by rewarding outstanding examples of strategic planning that have enriched and revitalised a community. Sponsored by STIRK PARK MASTERPLAN City of Kalamunda Stirk Park is widely recognised as the City of Kalamunda s (the City) premier park. To ensure the Park remains a significant hub for community and recreational needs, a Master Plan has been undertaken. This Master Plan provides a framework for guiding the Park s future development. STANDARDS FOR OPEN SPACE AND COMMUNITY BUILDINGS City of Swan The City has developed a set of Standards of Provision: Open Space and Community Buildings based on extensive research and analysis. Fit-forpurpose community infrastructure projects are being delivered under the Standards of Provision with high levels of community benefit for current and future generations. COMMUNITY INFRASTRUCTURE PLAN City of Rockingham The Community Infrastructure Plan provides a strategic overview of existing and planned community infrastructure for the City. Through the application of a planned and comprehensive needs analysis process the City has the ability to identify opportunities, and address constraints. CITY OF PERTH REGIONAL PLAYGROUND STUDY Jeavons Landscape Architecture The City of Perth commissioned Jeavons Landscape Architects to produce a Regional Playground Study.
