Status paper on Asian Highway AZERBAIJAN 1. Introduction The Republic of Azerbaijan, located at the intersection of North-South and East-West international transport corridors has vast transit potential in the region. Highways of international transit importance along mentioned corridors directly pass through the territory of the country as the shortest routes connecting regions. Therefore, as a Party to the Intergovernmental Agreement on the Asian Highway Network since 2005, remarkable development tendencies have taken place in the county. Therefore, development of highways of international importance is the main direction of transport policy of the country. In this connection, measures are taken both at ational and international levels. At national level State Programme on Development of the regions of the Republic of Azerbaijan (2004-2008) and State Programme on Renewal and Development of Highways in the Republic of Azerbaijan (2006-2015) are adopted. Taking into account activities in the field of highways mentioned in these programmes that of paramount importance for social-economic development of the county, special activity plans pertaining the construction and renewal of highways of republic and local importance were worked out, and since 2004, 1200 km of highways of republic importance and 3036 km of interregional highways, bridges, passages were constructed. It was planned to construct and renew 3578 km highways of republic importance, 5928 km highways of local importance during the period of 2006-2015 in the Republic and the construction is on process. Cooperation with international financial institutions such as European Bank for and Development, Asian Development Bank, Kuwait Fund, Islamic Development Bank, World Bank and TACIS (for technical control) in the construction, reconstruction and rehabilitation of highways, should be especially underlined. In 2011-170 mln AZN has been spared for maintenance and reconstruction of public highways maintained by Azerroadservice OJSC, Ministry of Transport and this amount is intended to be spent for reconstruction of 662 km road.

In 2010 the Government of Azerbaijan assisted by the World Bank decided to carry out a comprehensive Road Safety Programme Project. A Swedish Consultant team is assisting the Government of Azerbaijan to develop a comprehensive Road Safety Strategy and a multi sector Action plan to address the growing road safety problems that Republic of Azerbaijan is now facing. The goal of this programme is to reduce the current traffic deaths with about 50% by 2021. The Road Safety Strategy and Action Plan of the republic of Azerbaijan are based on the international best practice and major documents (Resolutions, Directives, Norms and Recommendations), as well as on documents from UN, World Health Organization reports, WB and other relevant institutions in the field of road safety.
