2-1 Progress of the LCMT Phase 4 Project (1) - Feasibility Study - 10 January 2014 Final Approval of BMC and SOM for the LCMT Phase 4 Project May 2014 A suitable consultant was identified through the APEC project tender process for thelcmt Phase 4 Project May 2014 Feasibility Study by selected consultant has been started May 2014 Work Plan was proposed by the consultant at the 7 th LCMT meeting November 2014 A Draft Report was presented to LCMT Task Force members 3

2-2 Progress of the LCMT Phase 4 Project (2) - Feasibility Study - The Feasibility Study will recommend that San Borja consider implementing additional Low-Carbon Measures (LCMs) as complementary to the municipality existing LCMs. These Measures will help San Borja to reduce its GHG emissions by an additional 12% by 2021 compared to its 2012 baseline, for a total emissions reduction of 28%. 2-3 Summary of the LCMT Phase 4 Project - Concept (Refinement) - The Concept of the Low Carbon Town in the APEC Region will be tailored for Redevelopment of existing sites Task Force Japan Preparing preliminary draft Studying inclusion of indicators Study Group A & LCMT Task Force Site visits on low-carbon development projects in July in the Canada and USA To hear and visit low-carbon town cases in advanced and developing APEC economies To hear existing activities on low-carbon town indicators The Refined Concept will be completed and distributed to EWG members 5

3-1 Invitation to the APEC LCMT Phase 5 Project 10 September, 2014 An invitation letter for nominations of the LCMT Phase 5 Project was sent to eligible economies 30 September, 2014 (Nomination Deadline) Two candidate projects were nominated; Bitung City, Indonesia Fuyang City, China Evaluation on a scale of 1-5 for each selection criteria endorsed by APEC LCMT Task Force 10

3-2 Evaluation Results 15-20 October, 2014 METI, Japan (Project Overseer) sent draft recommendation to LCMT Task Force members and it was endorsed; Bitung City, Indonesia, to be the case for the APEC LCMT phase 5 Project Fuyang City, Chaina, should hold candidacy status for the subsequent phase of the LCMT Project. 21-27 October, 2014 METI sent out the recommendation to EWG members and it was endorsed. November, 2014 (at the EWG 48) Official announcement of Bitung City to be the case study for LCMT Phase 5 Project 11

3-4 Future Plan on Feasibility Study of Bitung City 8 November 2014 The Full Project Proposal of the APEC Low-Carbon Model Town (LCMT) Project Phase 5 was submitted to the APEC secretariat. December 2014 BMC and SOM will assess Full Project Proposal of APEC Low-Carbon Model Town (LCMT) Project Phase 5 January February 2015 APEC project tender for the LCMT Phase 5 will be posted on the APEC website February 2015 A Contract between the APEC Secretariat and a selected consultant will be signed and the F/S will officially start 13
