Outreach Notification INTRODUCTION The 75th Annual Golden Globe Awards will be held at the Beverly Hilton Hotel on Sunday, January 7, 2018 from 5:00 p.m. to 8:00 p.m. This event, which is attended by celebrities and other high profile individuals, draws International attention resulting in significant safety and security risks requiring special attention. The awards program will be aired live and broadcast on NBC. DISCUSSION In an effort to increase the security and safety of the event for the attendees, the general public and the community at large, there have been significant recommended changes to the logistical plan, specifically related to the traffic plan and security. These proposed changes are recommended as best practices for high profile events, and consistent with security measures in place at similar regional events, such as the Emmy Awards, The Academy Awards, BET Awards and the Grammy Awards. This plan is fully supported by the event organizers: The Beverly Hilton, The Hollywood Foreign Press and Dick Clark Productions. The Police Department, Public Works Community Development, Emergency Management! Communications and Fire Department staff have met with, and are continuing to meet with The Golden Globe organizers to establish security measures intended to enhance the event safety and security; and to develop the necessary community outreach plan to ensure that residents and commuters receive early notification of the closure and take appropriate action to avoid the area or take alternate routes RECOMMENDED STREET CLOSURES The road closure plan includes the following: Unchanged- Consistent with previous Golden Globe Events Modified- A modified past practice New- Proposed new change to the traffic plan

Meeting Date: December 19, 2017 Temporary Bridge: The installation of a pre-constructed temporary bridge over North Santa Monica Blvd., as in past years, will requite a temporary street closure from 11:00 p.m. on Friday, December22 to approximately 5:00 a.m. on Saturday, December 23. Traffic will be temporarily re-routed during the installation to Merv Griffin Way or South Santa Monica Boulevard. This bridge will remain in place until Thursday 1/11. This will trigger another street closure the night of the 11th into the morning of the 12th. This is longer than normally permitted for a temporary structure, but logistics of the other set ups and trying to avoid the Holidays necessitates this longer duration. (Modified) North Santa Monica Boulevard will be closed to westbound traffic from Wilshire Boulevard to Century Park East from 9:00 p.m. on Friday, January 5 until 4:00 a.m. on Monday, January 8. Eastbound Santa Monica Blvd vehicular traffic will be closed from Century Park East to Wilshire Boulevard beginning at 2:00 p.m. Saturday, January 6 until 4:00 a.m. Monday, January 8. Modified: This is a standard event closure, consistent with previous Golden Globe events except that the hours of the event street closure have been extended. The street closure has been moved forward nine hours from 6 a.m. Saturday morning to 9 p.m. Friday night. Eastbound Wilshire curb lane will be closed beginning at 7am on Friday 1/5. Unchanged Production is requesting a second lane of Eastbound Wilshire closed on Saturday the 6th in the morning (9am) for safety reasons surrounding the setup of the arrivals areas and bleachers on Merv Griffin Way. New Whittier Drive will be closed from Wilshire Blvd. to Sunset Blvd. Southbound Whittier Drive from Sunset Blvd will be the designated approach route for event guests. The closure will begin at 7:00 am. the morning of the event. Whittier Drive will reopen from Sunset Blvd to Elevado Ave at 5:00 p.m. and the vehicle screening area will be relocated. Whittier will be completely open by 1:00 a.m. on Monday morning. Residents of Whittier Drive will have access to their street at all times during the closure. Unchanged Trenton Drive, and the adjacent alleys will be closed at Wilshire Boulevard from 9:00 a.m. Sunday to 1:00 am Monday for security purposes. Unchanged: Carmelita, Elevado and Lomitas will be closed at Walden Drive to all but residents who live within the restricted area. New In addition to Whittier Drive, Greenway Drive will be utilized for the first time this year, for event traffic, from 9 a.m. until 5 p.m. New Wilshire Blvd will be closed (Soft Closure) at Beverly Glen Blvd1 (in the City of Los Angeles). Only traffic destined for the Los Angeles Country Club, the Union 76 gas station and local residents from the immediate area up to Comstock will be permitted to pass. A hard closure of Wilshire Blvd will be established just east of the gas station. No personal vehicles will be permitted on Wilshire Blvd in both directions between the gas station east to the intersection of Wilshire Blvd and South Santa Monica Blvd (in the City of Beverly Hills) on the day of the show from 7 a.m. until I a.m. the following morning. The Wilshire Blvd closure in the City of Los Angeles will be staffed by LADOT and LAPD personnel. The Wilshire Blvd closure will accommodate Union 76 gas station customers as follows: 1) A single lane will be designated and monitored by police department personnel, for gas station patrons; 2) Patrons will be required to exit the gas station The soft closure is proposed at Beverly Glen and not Comstock to provide better regional circulation for commuter traffic Page2of5 12/15/2017

Meeting Date: December 19, 2017 westbound on Wilshire Blvd away from the secured event; and 3) A protective barrier will be placed immediately east of the gas station property. New ADDITIONAL EVENT DETAILS There are no planned construction activities on Santa Monica Blvd on the day of the event. Metro Section One construction activities will occur on the day of the event at La Cienega and Wilshire Blvd. At that time, Wilshire Blvd will be closed between Robertson Blvd and San Vicente Blvd. The Metro Project is a significant distance away from the event location and should not impact event traffic. Metro bus service will be given sufficient notice to establish bus detour routes around the event. It should be noted that emergency vehicles will be able to traverse the closure via a designated fire lane in the event of an emergency. Road closure times could be affected by inclement weather, the time necessary for the placement of road closure devices or other unforeseen circumstances. OutreachlNotification: A public awareness campaign will begin for residents starting December 2oth; and traffic advisories will begin the week of December 25th. In addition, the City s Communications, Police and Fire teams will coordinate to share notifications via social media, print media, door-to-door residential notification, televised and radio media outlets, along with computerized message boards to alert the public, residents and businesses in the area regarding the closures. Additionally, the Los Angeles Country Club has been notified and will remain open to members. The City s Police Department Public Information Officer will coordinate with the Los Angeles Fifth Council District Field Deputy to ensure that City of Los Angeles residents that are impacted by the road closures will be notified. TRAFFIC CONSIDERATONS On the day of the event, approximately 200 limousines and 250 personal vehicles will arrive at the Hilton Hotel between 2:00 pm. and 5:00 p.m. Similar to Previous Years: Attendees will be arriving in personal vehicles and limousines. Limousines will stage at an off-site structure after drop off. Hotel employees and production staff will park in private parking structures and be shuttled to the Hotel. Guests invited only to the after-awards parties will be shuttled to the Hotel beginning at 8:30 p.m. Designated media will be permitted to stage in the Hotel parking lot. All other media and press will park at the designated lots. RESIDENT NOTIFICATION I PARKING CONSIDERATIONS In order to reduce the traffic and parking impact to the surrounding residential neighborhood, no later than Thursday, January 4, the City will post No Parking signs from 6:00 a.m. to midnight on the following streets: Page3of5 12/15/2017

These letters will be distributed through combined efforts of the Fire Department, Police Department and a walking man service. This year, due to the proposed expanded perimeter into Los Angeles, a walking-man delivery service will be utilized for that section. New Residents without permit parking will be provided with a phone number to contact the Police Department to make special parking arrangements for the day of the event, if necessary. On the day of the event, Traffic Control personnel will monitor parking and traffic activity in the surrounding residential streets between the hours of 3 p.m. to midnight. Street closures will continue to allow residents access to their homes. COMMUNICATIONS PLAN City Communications staff, with input from both the Police and Fire Department, have prepared a comprehensive Communications Plan to provide community outreach prior to and during the event. The Communications Plan includes employing a variety of different outreach methods to provide timely and pertinent information to residents, businesses and visitors that may be impacted by the event. The communications will include street closure information, parking restrictions, alternate routes available and the number to an established hot-line for additional questions. City staff is working in collaboration with representatives from the City of Los Angeles to ensure that similar information is being disseminated to the residents of Los Angeles that are affected by this event. Communication tools for notifying the public will include the following outreach tools: - Everbridge System (notify White Pages and Opt-In groups within event radius) - Expanded - Social - BHTV - AM Stakeholders (Business partners, schools, media, community groups, etc.) media This Week in Beverly Hills Radio Channel - E-Notices - Press Releases - Electronic Signage - City Website (create Special Events page to include Press Release, Closure Map and Designated Hotline Phone Number) Page4of5 12/15/2017

Meeting Date: December 19, 2017 GOLDEN GLOBE POST CELEBRATIONS Immediately following the awards program, the Beverly Hilton Hotel will be the location of several after-event parties hosted by various Hollywood studios FISCAL IMPACT Dick Clark Productions and the Beverly Hilton Hotel will be responsible for all costs associated with the broadcast of the awards program; including, the traffic control plan and security plan approved by the Police Department. In 2017, Dick Clark Productions and/or the Beverly Hilton were billed approximately $105,000 for BHPD personnel costs associated with this event. Due to the additional road closures recommended in this report, extended shifts for officers working the event, and the additional outside agency law enforcement resources, we are anticipating an increase in personnel costs. The total costs billed to either Dick Clark Productions or the Beverly Hilton for Beverly Hills Police Department personnel will be $123,705. This is an increase of approximately 17.8% from last year. As in previous years, we have requested the assistance of outside agency law enforcement personnel to help with the traffic control and security plans. These respective agencies will bill Dick Clark Productions and/or the Beverly Hilton directly.
