Minutes of the 7 th Committee Meeting held 6 December 2017 a) LG proposed, CHu seconded, and the minutes were approved. CA signed them. b) Action points other than completed or covered elsewhere on the agenda. None. 3. Chairman s/vice-chairman s Report Previously circulated. a) CCTV GS reported that the cameras were reasonably priced. CHu confirmed that they had been used at Jersey Gardens with no problems regarding the government regulations. Care needed to be taken to avoid overlooking private properties, and the data must be easily accessible. The local police and councillors should be informed. TL advised that any devices should be compatible with the LBH system; David Thrale of Enforcement to be informed. If and when we get the cameras someone will need to take charge of them. b) Neighbourhood Watch BS is keeping an up-to-date list of NW Co-ordinators in the OWGRA g-mail database; GS has requested the most recent names/streets from Robert Miller. c) Attendance at External Meetings CA will attend the RAF on 20 March. BS will attend the IBAF on 7 February. BS, DP and EL will attend the BCC (4-8 Harlequin Ave development) on 12 February. There was nothing in the OWGRA area at the Planning Committee on 8 February. BS and CHo are meeting with the head of Bolder to discuss the travel plan on 20 February. 4. Treasurer s Report Previously circulated. NFTR. 5. Secretary s Report a) 27.02.18 Public Meeting The action list had been previously circulated. BS will invite GPs and Practice Managers from the OWGRA area. It was agreed that Peter Goulding (Chairman, Brentford & Isleworth Locality Patient Participation Group and local resident) be invited to chair the meeting. b) Committee Members BS tabled a list of committee roles and responsibilities, noting the gaps. It was agreed that it was essential to fill those roles and recruit new committee members. All to consider suitable candidates. SO R suggested approaching residents on the Northumberland Estate. Action: ALL to consider c) Osterley Park Hotel BS asked if members could attend the Licensing Committee meeting in support, on 6 February. Action: ALL to consider d) Focus Group BS had received 40 shopping vouchers for attending a LBH focus group. CA offered to buy them, and the money could fund committee refreshments. A raffle was also suggested. It was agreed that all think about it for a decision at the next meeting. Action: ALL to consider e) Syon Lane Shops BS expressed concern at the filthy state of the pavement around the Syon Lane shops (constant litter) and this had also been mentioned by a local resident to OWGRA. TL reported on the improvements implemented and planned for the area outside the shops. Knee high timber railings have been installed on the western side of the residential part of Syon Lane. A couple of planters are planned, along with a new street lamp and soakaway. A short, no-return parking restriction will be introduced. We will wait and see the outcome. It is important to keep on reporting all rubbish, fly-tipping, etc in that area and elsewhere to Hounslow Highways. BS asked who from the Committee is reporting rubbish, fly-tipping etc via the HH website; not many hands went up; how can we expect residents to report if we re not doing it ourselves. BS reported that she will not be organising any more public meetings after the May 2018 AGM apart from future AGMs (she will have done 7 by the May 2018 AGM). We need to consider future topics and who would arrange such meetings (proposing programmes, recruiting and briefing speakers, ensuring presentation content and slides are appropriate, etc). g) Parking Restrictions TL had nothing to report regarding the Wood Lane/Syon Lane red route markings. He would chase up the outstanding double yellow lines. TL suggested questions are submitted to IBAF (next meeting 7 Feb) on outstanding issues. h) LBH Email Issues SO R reported that the LBH system will be upgraded over the WE of 10.02.18, and hopefully any issues regarding attachments etc. will be resolved. i) National Trust LG will try to get some dates for a meeting. SC suggested an approach to the Friends of Osterley Park. Action: LG j) Out and About CHu will contact them with regard to possible editorial content on OWGRA (advertising rates are expensive and how many new members would it attract ie would it be cost effective, also it is not now delivered to local households, and seems to be more Chiswick based). Action: CHu k) Recycling calendars BS had been informed by LBH that printed recycling calendars would be distributed to households and later that they wouldn t be. TL stated that they probably would be. l) AGM 2017 minutes BS still needs to do the minutes of the 2017 AGM. m) Nishkam Meeting with new Nishkam head scheduled for Fri 2 Feb. Attendance list already confirmed. n) OWGRA membership BS still receiving membership forms for 2017/18 (433 members on 9.2.18). Discussion on how to number membership cards for 2018/19 so that we can easily see how many members we have. Agreed to keep the same membership number for residents although this will make it more difficult to keep a tally. o) Friends of Osterley Library 3 people have volunteered to join this group. BS proposed, and it was agreed, that a beware of data security warning be included in the e- newsletter and on the website with regard to links to community sites. BS suggested that members continue to review the website with DP on a monthly basis. GS will do it in February; EL in March. Action: GS/EL 8. Street Reps Report Previously circulated. Discussion of idling engines of stationary vehicles deferred. 9. Crime and ASB Previously circulated. CHu is chasing a quote for locking the gates at Jersey Gardens. TL advised that the switch from Carillion to Greenspace 360 may result in a delay. Action: CHu No further news from John Seccombe about a Jersey Gardens Summer Fair/Osterley Community Day. Action: CHu 10. AOB a) A4 Grass Verges GS raised the issue of damage to the A4 grass verges due to parking, especially the section next to the new rails at St Francis church, and on the northern side from Syon Park Gardens to Gillette Corner. All to note other sites for GS to raise with TfL Customer Relations, cc d to TL. Action: GS b) Adini Response GS noted the concerns that our response to the Adini planning application was not representative. It was agreed that in future we should include a caveat inviting individual comments. c) Burglaries CHu noted that there had been recent burglaries in the area, often at night. He urged vigilance. A 999 call usually resulted in a rapid response. d) BS reported that at the meeting with Sky, it was confirmed that there was no longer any need for street parking, and that registrations of offending vehicles should be reported. e) A4/Ridgeway Road Crossing BS will send a log of crossing times collected by a member to TfL. f) Baby Swim A meeting had taken place with one of the partners from Baby Swim and they would be taking more drastic measures to stop parents parking illegally and inconsiderately on Wood Lane. BS stated that if parking problems were not addressed by mid Feb, local residents would be asking for the business to be closed down. 11. Confidential Items (in closed session) 12.
