Standards and Recommended Practices ICAO Standard Any specification for physical characteristics, configuration, material, performance, personnel, or procedure, the uniform application of which is recognized as necessary for the safety or regularity of international air navigation and to which Contracting States will conform in accordance with the Convention; in the event of impossibility of compliance, notification to the Council is compulsory under Article 38. The Five Phases of Certification 17
Pre-Application Phase The applicant seeking an air operator certificate makes the initial inquiry for application. Usually, a meeting is held and the applicant is supplied with information needed to complete the application. 18
Formal Application Phase At this point, the prospective operator s application is reviewed by inspectors and a formal application meeting is conducted with the prospective operator or applicant. 19
Document Evaluation Phase The inspector performs an in-depth review of the application and all required attachments. This is to ensure that the applicant s documents and manuals meet all CAA standards and requirements. 20
Demonstration/Inspection Phase In this phase the applicant demonstrates its operation to the inspector in accordance with applicable regulations as defined in the applicant s inspected documents and manuals. 21
Certification Phase This is the final phase of the certification process. The inspector reviews all the certification findings and the certificate and operation specifications (OpSpecs) are issued to the operator. 22
