Public Meeting for Zoning By-law Amendment: Zoning By-law Amendment Monica Shin and Michael Butcher The Township of Havelock-Belmont-Methuen is in receipt of an application for a Zoning By-law Amendment to change the zoning of certain lands being described as Part Lot 26, Concession 11, Lot 12 of Registered Plan 12 and Part of Road Allowance between Concession 10 and 11 in the Methuen Ward (Jack Lake), and having municipal address 28 Fire Route 89F. The purpose of this application is to rezone the subject property while also introducing certain site specific regulations to permit the redevelopment of the lot. As proposed the redevelopment will consist of the replacement of an existing cottage with a new single detached dwelling, relocating/redevelopment of an existing oversized sleeping cabin and attached deck; together with the construction of both a new detached garage and attached boathouse deck and expansion of existing septic field. Regular Meeting Resumes: By-law regarding the Zoning By-law Amendment may be considered at this time or later in the meeting under By-laws. Committee of Adjustment (Minor Variance Applications): A-11/17, Minor Variance, Roderick MacIvor and Gaye McDonald, Jack Lake Island 4, with municipal address Jack Lake-Island 27 Methuen Ward (Jack Lake) The purpose of this application is to seek minor variance approval to construct a 178 ft2 addition to the northwest side of the existing seasonal residential dwelling together with

Page 2 of 7 an entrance landing, which will have the effect of increasing the maximum allowable lot coverage from 4% as per Section 12.2.1(g) to 9.5% (8.5% existing) and reducing the minimum front yard setback from 70 feet as per Section 12.2.1 (c) to 41 feet on the north side (41 feet existing) and 28 feet on the south side (28 feet existing); together with reducing the minimum required water yard setback from 100 feet as per Section 4.35 to 41 feet on the north side (41 feet existing) and 28 feet on the south side (28 feet existing). A-12/17, Minor Variance, Linda Tripp and Karen Burleigh-Kerr, Part Lot 27, Concession 8, Lot 1 of Plan 28, Part 1 of Registered Plan 45R-8952 Methuen The purpose of this application is as follows: 1. To seek minor variance approval for the replacement of the cottage foundation and the construction of a basement, having the following effect: i. increasing the maximum allowable height of the existing dwelling from 30 feet as per Section 11.1.1(f) to 30 feet (15 feet existing); ii. reducing the minimum required water and front yard setbacks of the cottage from 100 feet as per Section 4.35 and 70 feet as per Section 11.1.1(c), respectively to 65 feet (65 feet existing); and iii. reducing the minimum required water and front yard setbacks of the westerly deck from 100 feet as per Section 4.35 and 70 feet as per Section 11.1.1(c), respectively to 69 feet (69 feet existing). 2. To seek minor variance approval for the reconstruction of an upper-level deck as attached to an existing sleeping cabin with the following effect: i. notwithstanding the provisions of Section 2 and Section 4.38 (b), for the purposes of the subject lands a Sleeping Cabin shall mean the secondstorey of a detached boathouse building together with an attached deck accessory and subordinate to the main or principle dwelling which is designed for sleeping together with permitting cooking facilities; and shall not contain sanitary facilities. In no case shall the definition of sleeping cabin be deemed to include premises for the permanent or temporary accommodation of members of the public for a fee. ii. notwithstanding the provisions of Section 4.38 (a) and Section 4.1 (d)(ii) the sleeping cabin and attached deck will be permitted in the front yard as existing;

Page 3 of 7 iii. increasing the maximum allowable floor area for the sleeping cabin from 320 square feet as per the definition of Sleeping Cabin of Section 2 and Section 4.38 (c), to 827 square feet (827 square feet existing) inclusive of the attached deck; iv. increasing the maximum allowable ground floor area of the attached deck from 161 square feet as per Section 4.38(c) to 298 square feet (298 square feet existing); v. reducing the front yard setback of the sleeping cabin from 70 feet as per Section 4.38(d) and Section 11.1.1(c) to 3.05 feet (3.05 feet existing); vi. reducing the side yard setback of the sleeping cabin from 20 feet as per Section 4.38(d) and Section 11.1.1(d) to 12.11 feet (12.11 feet existing) vii. viii. increasing the maximum allowable height of the building inclusive of the boathouse and sleeping cabin together with the attached deck from 15 feet as per Section 4.1(c) to 20 feet (20 feet existing); and reducing the minimum required water and front yard setbacks of the attached deck from 100 feet as per Section 4.35 and 70 feet as per Sections 4.1(e)(i) and 11.1.1(c), respectively to 0 feet (0 feet existing) and having a maximum depth of 7 feet for the waterfront facing portion of the attached deck, as existing. A-13/17, Minor Variance, William Robert Milne, Part Lot 12, Concession 8, being Part Lot 4 and Part Lot 5A of Registered Plan 8 and having municipal address 60 Fire Route 96 - Methuen Ward (Kasshabog Lake) The purpose of this application is to seek minor variance approval to construct an attached deck, which will have the effect of reducing the minimum required water yard setback from 100 feet as per Section 4.35 to 39 feet (38 feet previously existing) and reducing the minimum front yard setback from 70 feet as per Section 11.2.1(c) to 39 feet (38 feet previously existing). A-14/17, Minor Variance, William Steinkrauss, Island 13, Opposite Lot 9, Concession 8, Kasshabog Lake - Methuen The property subject of this application was previously granted relief from the maximum allowable lot coverage of 4% as per Section 12.1.1(g) to 7% by minor variance application A-11/11. The purpose of this application is to seek minor variance approval to construct a detached boathouse with a ground floor area of 783.6 square feet with
