H-3-1 PART H SECTION 3 GENERAL REQUIREMENTS AND PROCEDURES GOVERNING THE EXECUTION OF WORKS ON OR ADJACENT TO AIRSIDE OPERATIONAL AREAS 1. Regulations 1.1 These requirements are intended to ensure that work activities comply with the airport regulations as well as the International Civil Aviation Organization (ICAO) Standards and Recommended Practices for the safe and efficient operation of the airport. 1.2 All works are to be conducted with strict adherence to the requirements of relevant statutory enactment and the airport regulations. In particular the following shall apply: (a) (b) (c) Airport Authority Ordinance and Airport Authority Bylaws. Airport Airside Vehicle Safety Regulations for Vehicles Operating in the Airport Restricted Areas. Airport Restricted Area Permit System Manual. 1.3 Except with the approval of Civil Aviation Department, no new fixed objects are allowed to protrude above any of the obstacle limitation surface that have been established for the airport. 2. General Safety and Operational Requirements 2.1 Airside Operational Area 2.1.1 In matters of operational safety and security within the Airside Operational Area the Contractor shall immediately conform without question to any requirements or instructions which are issued by the Airport Management Director or his staff. 2.1.2 The activities of the Contractor in the Airside Operational Area shall remain at all times under the direction of the Assistant General Manager, Airfield or the Assistant Manager, Airfield. 2.1.3 The Assistant General Manager, Airfield is responsible for the safe operation of aircraft and other airport functions in the Airside Operational Area and the Contractor shall not commence any work in the Airside Operational Area without his prior approval, or that of the Assistant Manager, Airfield.

H-3-2 2.1.4 The Works Officer shall maintain a close liaison with the Assistant General Manager, Infrastructure Management & Coordination or the Assistant Manager, Airfield during the full duration of any work in or access across the Airside Operational Area. 2.1.5 Contractor shall thoroughly brief and update all personnel and others under his control on the restrictions imposed on their access and conduct in the Airport Restricted Areas, and shall issue written instructions which should be prominently displayed. 2.2 Pre-night Works Meeting 2.2.1 All works parties requiring to work on the Airside Operational Area during the overnight period shall attend the Pre-night Works Meeting with the representatives of the responsible AA Departments (i.e. TSD, CWD and TRD) (normally at 2300 hours) chaired by the Assistant Manager, Airfield at the Airfield Operations Centre. 2.2.2 Each party shall provide details of their proposed works and related safety procedures to all other works parties during the meeting. The Assistant Manager, Airfield shall give approval after reviewing each works request. 2.2.3 A map detailing all approved airfield works will be prepared by the Assistant Manager, Airfield after approval and the map will be signed by representatives of works parties acknowledgement. 2.3 Time Limited Works 2.3.1 In the event of special operational requirements, the works on the Aircraft Movement Area must be suspended and the affected area has to be restored within a specified period of prior notification (normally 15 to 30 minutes depending on the scale of work). 2.3.2 The affected area shall be restored to a state conforming to the safety standards acceptable to the Assistant General Manager, Airfield or Assistant Manager, Airfield. 2.4 Works Officer 2.4.1 Contractors are required to appoint a Works Officer responsible on behalf of the Contractor for implementing the provisions of these requirements and procedures and taking direction from the Airport Management Director or his staff.

H-3-3 2.4.2 He will also be responsible for making applications for the Airport Restricted Area (ARA) Permits and to ensure that all personnel are fully aware of and in compliance with the conditions of issue and use of such ARA Permits. 2.5 Night Works Safety Requirements 2.5.1 Night operation is the time between half an hour after official sunset time and half an hour before official sunrise time. 2.5.2 All personnel engaged in night operations are required to wear reflective vests or cross belts and confine themselves to the immediate vicinity of the site. 2.5.3 Vehicles, mobile plant and other equipment operating on or adjacent to the Airside Operational Area shall use dimmed headlights and tail lights at night. The use of main-beam headlights shall NOT be permitted when driving in any location on the Aircraft Movement Area. 2.5.4 Lighting of the works at night shall incorporate a device to prevent light shining above the horizon. 2.6 Fire Preventive Measures 2.6.1 The Contractor shall ensure that his plant, equipment and installations comply with all requirements of the Fire Services Department (FSD) with regard to fire prevention and protection. 2.6.2 The use of oxyacetylene or electrical arc welding equipment must be undertaken in accordance with the safety precautions for such work detailed at Appendix 1 of this Part. 24 hours advanced notice of the use of such equipment is required to be given to the Assistant Manager, Airfield and further notice is to be given immediately prior to commencement and on completion of the use of this equipment. 2.6.3 Assistant Manager, Airfield will suspend welding activities if they cause interference to the aeronautical communication or constitute a safety hazard. 2.6.4 The site areas and equipment are liable to inspection by FSD at any time without prior notification. 2.6.5 Naked flame or smoking in the Airside Operational Area is strictly prohibited.

H-3-4 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 January 2011 2.7 Protection of Underground Services 2.7.1 Before the commencement of works in the Airside Operational Area, the Contractor shall ascertain as far as possible and mark on site the locations of underground utilities, e.g. the fuel hydrant system, power and control cables and other underground services. In this respect, permission to start work will not be given by the AA Project Manager until he is satisfied that a proper check has been done and that all necessary precautions have been taken to ensure damage is avoided. 2.7.2 Damage to any power or control cable, or any other underground services, or any incident affecting the operating or control of the Airport or the safety of aircraft must be reported immediately to the Assistant General Manager, Airfield or the Assistant Manager, Airfield, who will notify the Air Traffic Services Watch Supervisor, Airport Duty Manager, Project Manager and Assistant Manager, Technical of the Technical Services Department. 2.8 Cleanliness Standards 2.8.1 Site areas must be kept free from any loose material, spoil, waste and dust to prevent foreign object damage hazard to aircraft. 2.8.2 Every precaution must be taken by the Contractor to prevent any spillage or dropping of materials in transit, particularly while crossing the Aircraft Movement Area. Any contamination on the Aircraft Movement Area must be reported immediately by the Contractor to ATC and Assistant Manager, Airfield. 2.8.3 Should spillage occur on the active Aircraft Movement Areas, the Contractor shall obtain permission from ATC/Assistant Manager, Airfield to remove the contamination immediately. 2.8.4 Upon completion of any work, the Contractor must ensure that all plant, equipment and materials are removed and the site area is left in a clean and tidy state acceptable to the Assistant Manager, Airfield. 2.9 Typhoon and Emergency Standby Teams 2.9.1 During the approach of a tropical cyclone or when Tropical Cyclone Warning Signal No. 3 or above is in force, the Contractor shall make available at any time of the day and night a standby team, with adequate labour, plant and materials to carry out emergency repairs to the works within or adjacent to the Airside Operational Area.

H-3-5 2.9.2 Unless otherwise agreed by the Assistant General Manager, Infrastructure Management & Coordination, the Contractor shall maintain a standby team with an adequate manpower at the Airport in order to respond quickly to any emergency situation relating to the works. 2.10 Ban on Animal Keeping The Works Officer shall ensure that persons employed for the works do not bring into or keep within the ARA any pets or other animal. 2.11 Stockpiling of Materials Unless otherwise approved by the Assistant General Manager, Infrastructure Management & Coordination or his delegates, stockpiling of materials and spoil/debris in the Airside Operational Area is prohibited. 2.12 Vehicles Operation 2.12.1 All vehicles requiring access to the Airside Operational Area shall apply an Airside Vehicle Licence to certify compliance with the roadworthiness and the Airport Airside Vehicle Safety Regulations unless exemptions are granted by AA (refer to Part G). 2.12.2 No tracked vehicle, tracked plant or tracked equipment will be permitted to travel on any unprotected pavement within the Airside Operational Area. 2.12.3 The speed at which a vehicle is driven in the airside operational area must be in accordance with the conditions prevailing at the time but in no circumstances shall exceed 35km/hr unless indicated by the road signs. 2.12.4 All vehicles accessing the Airside Operational Area shall be licensed in accordance with the Airside Vehicle Licensing and Examination Handbook. The vehicle operating in the Airside Operational Area must also comply with the Airport Airside Vehicle Safety Regulations. Exemptions for temporary vehicles, which will enter the Airside Operational Area under approved escort arrangement should be obtained from the Assistant General Manager, Airfield or Assistant Manager, Airfield. 2.12.5 All vehicles required to operate within or cross the Airside Operational Area shall be mechanically and electrically modified to comply with the Airport Airside Vehicle Safety Regulations as specified in Para.1 of Part G, Section 3 and shall be subject to the vehicle inspections contained therein.

H-3-6 2.13 Height Restrictions 2.13.1 The Contractor shall comply with the height restrictions as laid down in the Hong Kong International Airport (Control of Obstructions) (No.2) Order 1997. 2.13.2 If the Contractor proposes to employ plant that exceeds the prescribed limit, he shall apply through AA Project Manager to the Director-General of Civil Aviation for the exemption and comply with any requirements for marking the obstruction. 2.14 Communications All mobile radios and telephones shall operate at frequencies that do not conflict with the Airport Communication Systems or navigational aids. 3. Segregation of Site Areas from Aircraft Movement Area 3.1 Where works are to be undertaken within the Aircraft Movement Area, suitable segregation and marking shall be provided. The details shall be defined and agreed on their individual requirements. 3.2 Where a physical separation is required, the site perimeter shall be delineated by boundary markers (marker boards) or works hoarding. The boundary marker or hoarding shall be set back adequately from any structure in order to capture falling objects from the structure and prevent these objects from falling onto the adjacent Aircraft Movement Area. The specification and position of boundary marker or hoarding within the Aircraft Movement Area shall be in accordance with the ICAO requirements. The Contractor shall submit drawings showing the proposed boundary marker or hoarding design to AA Project Manager for approval in consultation with the Assistant General Manager, Infrastructure Management & Coordination or his delegates. 3.3 Steady red omni-directional obstruction lights with a minimum effective intensity in a horizontal direction of not less than 10 but not more than 45 candelas shall be mounted on the boundary marker and hoarding. For boundary marker, at least one obstruction light shall be provided at each end. For hoarding, the obstruction light shall be provided at the highest point and at 7.5 metre intervals. The lights marking the unserviceable area shall be lit between the hours of half an hour before the official sunset time and half an hour after the official sunrise (as stated in the Hong Kong Observatory Almanac), and at any other time as required by the Assistant General Manager, Infrastructure Management & Coordination or his delegates upon 30 minutes notice being given to the Works Officer.

H-3-7 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 July 2017 3.4 The Contractor shall ensure that no structure or plant, whether temporary or permanent, is located within 3m of the security hoarding. All works within 3m of the security hoarding shall be submitted with a method statement and programme to the Assistant General Manager, Infrastructure Management & Coordination or his delegates for review at least 2 weeks prior to commencement. 3.5 The boundary marker and works hoarding shall not be fixed to the underlying pavement and shall be free standing on its own base. Works hoarding shall be designed to withstand wind speeds up to 74ms -1. The base shall be sealed at ground level to prevent the transmission of dust or debris onto the Aircraft Movement Area. Only vehicles and personnel for the pursuance of official duties are permitted to enter the marker board delineated zone. No trespassing is allowed. In case a trespassing is unavoidable such as giving way to an active aircraft to avoid collision, the trespasser must be extremely cautious when entering the area. The travelling speed within the marker board delineated area in general should not be more than 3km/hr. 4. Control of Crossing Aircraft Movement Area 4.1 Aircraft shall have priority over all vehicles in Aircraft Movement Area. 4.2 Access routes for the Contractor s vehicles and mobile equipment to the Airside Operational Areas shall at all time be subject to the approval of the Assistant General Manager, Infrastructure Management & Coordination or his delegates. 4.3 Access routes that are established across the Aircraft Movement Area shall be controlled by lights or under escort as directed by the Assistant General Manager, Infrastructure Management & Coordination or his delegates. For either arrangement, the following will be adhered to: 4.3.1 Cleaning and sweeping equipment shall be provided on site to immediately clear debris that drops onto the Aircraft Movement Area and the associated roadways. 4.3.2 No crossing during night time hours unless Assistant Manager, Airfield approves at pre-arranged times. 4.3.3 Truck beds shall be covered to preclude dust. 4.3.4 Grass areas which are trafficked shall be reinstated in a satisfactory manner.

H-3-8 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 October 2017 4.4 Taxiway crossings controlled by lights shall be marked with traffic type signal lights (red/green). The taxiway will normally be closed to vehicle movements and the traffic lights shall be set to red. When the Contractor s vehicles require crossing the taxiway, the Contractor shall obtain permission, on individual cases, by trunk mobile radio from the Apron Control Centre (ACC) who will coordinate with Air Traffic Control (ATC), or by VHF radio directly from ATC, to allow the use of the taxiway. Following ATC approval to use the crossing and after a visual confirmation that the taxiway is clear, the traffic lights shall be set to green to allow vehicular traffic to cross the taxiway. 4.5 Before reopening the taxiway for aircraft movements, the crossing shall be cleaned and swept to the satisfaction of Assistant General Manager, Airfield or Assistant Manager, Airfield. 4.6 Taxiway crossings not suitable for control by the traffic light system shall be escorted by a radio equipped vehicle operated by personnel competent in the use of radio transceivers to communicate with ACC or ATC for access instructions on the trunk mobile radio or VHF radio: 4.6.1 Prior to crossing, positive control permission shall be obtained from ACC by trunk mobile radio or from ATC by VHF radio and after visual confirmation that the taxiway is clear and safe for crossing, the driver escorting the convoy must ensure the convoy shall not cause obstruction to aircraft movement. 4.6.2 If required by the Assistant General Manager, Airfield or Assistant Manager, Airfield, flag men shall be provided on each side of the taxiway (clear of the taxiway strip area) to ensure aircraft is clear of the taxiway before getting ACC or ATC approval to instruct drivers to cross. 4.7 Contractor staff who is required to drive across the Airside Operational Area must attend a briefing on airport safety requirements relating to vehicle operations across the Aircraft Movement Area (In addition to the Airside Driving D Endorsement). 4.8 Pedestrian access across the Airside Operational Areas shall not be permitted with the exception of a prior approval on site area perimeter cleaning, hoarding erection and maintenance. 5. Airport Security 5.1 The Contractor shall comply with all instructions given by the Director, AMD in the interests of airport security. 5.2 All vehicles requiring access to ARA shall be required to hold the Airside Vehicle Licence. Details on application are provided in the Airport Restricted Area Permits System Manual.

H-3-9 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 January 2011 5.3 All the Contractor s labour and staff requiring access to the ARA shall hold an appropriate ARA Permit displayed on their external clothing prominently at all times. 6. Driving in the Airside Operational Area 6.1 Contractor staff who is required to drive any vehicle within the Airside Operational Area must possess a valid Hong Kong driving licence for the class of vehicle to be driven and an ARA Permit with D endorsement. Details are provided in the Airside Driving Handbook. 6.2 The Contractor s supervisor, foremen and drivers are required to attend a briefing on airside safety requirements relating to vehicle operations inside the Airside Operational Areas. 6.3 Since the site locations and environment for each individual contactor are different, their permitted vehicle access routes will vary accordingly. In this regards, the vehicle access routes for various contractors are to be defined separately in accordance with their specific operational requirements.
