Norris Bridge Replacement Smart Scale Project Application to the Whereas, highway transportation is vitally important to the Northern Neck region, and specifically Virginia Primary Route 3 corridor improvements are essential; and Whereas, Route 3 serves as the access road to current businesses and industries, to all of the industrial sites and buildings, and to tourist attractions; and Whereas, for many, Route 3 is the transportation link to jobs outside the region; and Whereas, the Northern Neck counties have a long standing general objective to work toward making Route 3 improvements from U.S. Route 301 in King George County to Virginia Route 33 in Middlesex County; and Whereas, the RobertO. Norris Bridge is an important and essential link to the Route 3 Corridor; and Whereas, the Robert 0. Norris Bridge was originally built in 1957, substantially repaired in 1994 and currently in need of additional substantial repairs; and Whereas, the Northern Neck region localities feel that the RobertO. Norris Bridge. which connects Route 3 from Lancaster County to Middlesex County across the Rappahannock River. The bridge, completed in 1957. is continuously subject to patchwork and emergency repairs and is certainly due to be replaced in the near future. As well as serving as the main thoroughfare for citizens and visitors to and from the Northern Neck and Middle Peninsula, it is very important to note that the bridge is essential to the economic success of the area. Our region s infrastructure, the roadways specifically. are a determining factor in many businesses decision to ultimately f orgo on relocating to the region. The Norris Bridge has sparked considerable concerns from commercial and non-commercial drivers who must travel across the bridge due to the continuous patchwork and emergency repairs. The bridge is ofien subject to very costly repairs which are intended to extend the bridge s life. While these maintenance and rehabilitation efforts may be necessary to ensure the safety of motorists crossing the bridge, we firmly believe that replacement of this bridge should be a 1)t10tttY of the Commonwealth. We respectfully request that the Virginia Department of Transportation and the Commonwealth Transportation Board immediately begin the process of appropriating funds for the design of a new bridge to replace the antiquated Norris Bridge through the house Bill 2 process. further, we request additional research be completed for federal and state funds which may be used to expedite this process.
