About - DIAL Delhi International Airport Pvt. Ltd. (DIAL) is a Joint Venture Consortium led by GMR with a 54% stake. Airports Authority of India (26%), Fraport (10%), Malaysia Airport (10%). Signed OMDA (Operation, Maintenance & Development Agreement )with AAI on 4 th April 2006. Airport handed over to JVC on 3 rd May 2006. As per OMDA, DIAL is responsible for operations, maintenance, development, design, construction, up gradation, modernization, finance and management of the airport. Important Control Functions like ATC, Security, Customs, Immigration, Quarantine and Meteorological services are with the respective Government agencies. Concession period of IGI Airport is 30 + 30 years 4

Development Considerations An existing airport with saturated terminals ( Terminals Capacity -12m, Traffic in 2006 16m which kept on increasing ) Immediate airfield and terminal capacity expansion required whilst minimizing impact on operations To meet requirements of OMDA Develop a new runway by Feb 2009 (completed 6 months ahead of schedule in Aug 08) Integrated Passenger terminal of international standard by 2010(T3 completed well in time, also ready for Commonwealth Games) Maximise capacity to handle long-term traffic growth, whilst meeting required service standards Develop modular Master Plan expandable to cater to traffic growth 6
Challenges during IGI modernization Capacity enhancement with minimum interruption to the existing operations. Maximise capacity to handle long-term traffic growth, whilst meeting required service standards set out by OMDA. Working in a public domain attracts lot of Media attention. Operating facilities (T1B building) built in 1940. Making IGI Airport Encroachment Free: There were nearly 2500 encroachments spread in IGI Airport since last 5 decades. Non existence of As-built drawings (for utilities like Electrical/Telephone/IT). Relocation of offices of airlines and other statutory agencies. 7
