November 17, 2015 Civil Aviation Bureau, MLIT Summary of Results of the First Briefing Sessions and Holding of the Second Briefing Sessions for Local Residents on the Haneda Airport Expansion Program In order to gain better understanding of as many local residents as possible, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has decided to hold briefing sessions for local residents in two steps to implement the measures for pursuing the Haneda Airport Expansion Program which includes changes in flight paths. Thus, it has held the first briefing sessions for the period July to September 2015, with the assistance of the local municipalities concerned (Please see the attached document 1 for how MLIT would proceed with the briefing sessions). This is to inform you of the summary of results of the first briefing sessions and the dates and venues for the second sessions, which were agreed upon between MLIT and the local municipalities concerned. 1. First Briefing Sessions: Summary of Results Roughly 6,000 local residents have listened to the first open house style briefing sessions at 16 venues across a range of 15 areas including Tokyo, Kanagawa and Saitama from the 21st of July to the 15 th of September, a total of 48 days. (At the same time, MLIT has offered pertinent information to the public and solicited the opinions on a broad scale through various approaches, including the permanently-installed billboards at Haneda Airport, MLIT s official website, call center, newsletters, etc.) MLIT has mainly explained the need for increasing the capacity at the airport and the measures to be taken to the local public while hearing their concerns/feedbacks or taking questions. By the 15 of October 2015, MLIT has received about 5,900 diverse opinions and sorted them into categories according to the subject areas or purposes, which was then summarized as 1
per the attached document 1. *Open house style: It is a briefing session in which staff assigned to it offer explanations to the visitors referring to the descriptive panels and hear their feedback. Second Briefing Sessions: Dates and Venues At the second briefing sessions, MLIT will carry on many forms of interactive dialogues with local residents to discuss major issues on the airport capacity expansion in more depth based on the opinions collected from the first briefing sessions. The dates and venues for the second briefing sessions are listed as below. Also, the contents and developments of interactive dialogues shall be continuously posted on its official website, newsletters, etc., so that such information can be accessed by as many local residents as possible.
