NORTHLAND/AUCKLAND Regional results 0 Wat is KiwiRAP? KiwiRAP analyses te road safety ratings of New Zealand s (80+km/) rural state igway network. KiwiRAP is part of an international family of Road Assessment Programmes (RAP) under te umbrella of te International Road Assessment Programme (irap). irap now works in partnersip wit government and non-government organisations in 70 countries. From its findings, irap recommends design improvements tat need to be implemented in order to save lives and reduce te number of serious injuries on te world s roads. Te objectives of KiwiRAP are: To reduce deats and injuries on New Zealand s roads by systematically assessing risk and identifying safety sortcomings tat can be addressed wit practical road improvement measures To ave risk assessment as a key factor in strategic decisions on road improvements, cras protection and standards of road management To provide meaningful information on were te greatest levels of risk are faced, and in turn, to influence driver and rider beaviour How does a road assessment programme work? KiwiRAP consists of tree protocols : Risk pping - uses istorical traffic and cras data to produce colour-coded maps illustrating te relative level of risk on sections of te road network Performance Tracking involves a comparison of cras rates over time to establis weter fewer or more people are being killed or seriously injured; and to determine if countermeasures ave been effective Star Rating road inspections look at te engineering features of a road (suc as lane and soulder widt or presence of safety barriers). Between - and 5-Stars are awarded to road links, depending on te level of safety built-in to te road (te iger te star, te better te road). Te first KiwiRAP Risk ps were produced in 008, followed by Star Ratings in 00. Tis brocure sows results for Risk pping and Performance Tracking, comparing cras data for 007-0 to tat from 00-006. Performance Tracking Performance tracking is te comparison of cras rates over time to establis weter fewer or more people are being killed or seriously injured on various road sections; and to determine ow effective any countermeasures ave been. Performance tracking in tis report compares 007-0 data to 00-006 data and is New Zealand s first opportunity to track te safety performance of te state igway network using KiwiRAP metods. For te purpose of comparing te level of risk of crases between different parts of te network, KiwiRAP as broken te 0,849km of te assessed state igway network into 68 road sections (known as links ). Te same links tat were developed and used for te first Risk ps (released in 008) ave been used, were possible, in tese results. 0 RISK MAPS For te purposes of displaying te safety risk of te state igway network, KiwiRAP looks at two different measures of risk: Collective Risk and Personal Risk. Te focus of bot is on crases were people ave been killed or seriously injured. Te cras statistics used for te calculations are for te five-year period between 007-0. Te roads igligted as being of iger risk tan oters are likely to ave specific reasons wy. Te road, te veicle, te speed and te driver/rider eac contribute to risk. Collective Risk (or Cras Density) Collective Risk is a measure of te total number of fatal and serious injury crases per kilometre over a section of road.
Because Collective Risk is measured in terms of te number of crases per kilometre of state igway, you would generally expect tat tose wit iger traffic volumes would ave a iger Collective Risk. Personal Risk Personal Risk is a measure of te risk to eac individual using te state igway being assessed. Unlike Collective Risk, Personal Risk takes into account te traffic volumes on eac section of state igway.
