Foreword Strathclyde Partnership for Transport (SPT) is the Regional Transport Partnership (RTP) for the west of Scotland, one of seven RTP s created in 2006. SPT has a statutory responsibility to improve strategic transport connections across the Strathclyde area, develop the transport network and change people s travelling habits to make them more sustainable. SPT s key partners are the twelve Councils that make up the Partnership, one of which is West Dunbartonshire. This report lays out our agreed priorities for delivering transport solutions for the travelling public of West Dunbartonshire in partnership with the Council and other key stakeholders. SPT is an active partner in the West Dunbartonshire Community Planning Partnership along with West Dunbartonshire Council, West Dunbartonshire Community Health Partnership, NHS Greater Glasgow and Clyde, Strathclyde Police, Strathclyde Fire and Rescue, Scottish Enterprise, Jobcentre Plus, West Dunbartonshire Council for Voluntary Service, Clydebank College, Dunbartonshire Chamber of Commerce and other Community Representatives. We have played our part working with these partners to deliver the final draft of the Partnership s Single Outcome Agreement for the approval of the Community Planning Partnership. This is the second report prepared by SPT that sets out its commitment to the West Dunbartonshire Single Outcome Agreement and it is a high-level summary of our transport plans for West Dunbartonshire over the coming years. It is intended to assist West Dunbartonshire Community Planning Partnership deliver its Single Outcome Agreement. It contains information on SPT s commitments to West Dunbartonshire in terms of projects and initiatives for 2009/10 and beyond. SPT s operations, plans, projects and activities are based on its long term Regional Transport Strategy. We have prepared the Regional Transport Strategy Delivery Plan for the period 2008/09-2012/13. SPT s Delivery Plan is fully aligned to achieving National Outcomes. SPT and West Dunbartonshire Council have a track record of partnership working, and we look forward to continuing to work towards West Dunbartonshire s Local Outcomes and the Government s National Outcomes. 1. Introduction Single Outcome Agreements (SOAs) aim to support the strategic objectives of the Scottish Government to achieve a Scotland that is wealthier and fairer, healthier, safer and stronger, smarter and greener. This report sets out how SPT will help support West Dunbartonshire Community Planning Partnership s (CPP) SOA with the Scottish Government. SPT and West Dunbartonshire Council (WDC) have identified transport priorities for the coming year that support Local Outcomes. Local Outcomes are listed in full in Appendix 2. Transport Priorities for West Dunbartonshire Continued roll out of SPT s Bus Action Plan (Meets Local Outcomes 16, 26) Promote the redevelopment of Clydebank Interchange (Meets Local Outcomes 3, 4,18) Support improvements to the A82 to relieve congestion (Meets Local Outcome 16) Develop the North Clydeside Development Route (Meets Local Outcomes 3, 16) Develop Clyde Corridor transport improvements (Fastlink) (Meets Local Outcomes 3,18) Support Sustainable Transport (Meets Local Outcome 26) More detail on these transport priorities is provided in Section 3 and 5. 1.1 Progress on transport priorities for 2008/09 Page 6 of 42

West Dunbartonshire s Transport Outcomes Report (TOR) for 2008/09 identified eight transport priorities. The progress made towards achieving these priorities is noted in the table below Project Progress Connections to Loch Lomond SPT is supporting access to the and Trossachs National Park National Park by providing new summer cycle trailer equipment on the Balloch to Tarbet bus service. This project spans future years and SPT is continuing to lobby the Scottish Government and Transport Scotland for funding to take forward implementation. 1.2 Working in partnership to deliver transport solutions SPT will continue to engage with WDC and other Community Planning Partners, at all levels, to achieve our shared outcomes. Case Study 1 School safety by the book SPT plays a key role in organising the biggest school run in Scotland - getting 46,000 children in the west of Scotland to school and back every day. SPT administers 1,000 school transport contracts and each contract has an average of five different pick-up and drop-off points. That means across the west of Scotland there are potentially 5,000 site assessments to be done to ensure safety on the school run by checking that each pick-up and drop-off point is safe. With the increasing volume of traffic using the roads, a systematic, professional assessment for each pick-up and drop-off point is vital. SPT has produced a unique package of material designed to meet this assessment need and help ensure safe school runs for children. West Dunbartonshire Council led the way by carrying out a pilot study into site assessments, funded jointly with SPT. The results of the pilot proved extremely valuable and SPT has subsequently invested 50,000 in evolving the pilot into practical guidance for all member Councils and producing specialist training materials. The training material, for use by member Councils road safety staff, has been devised to support a consistent approach to assessing the safety of pick-up and drop-off points and contains work books and CD Rom material. This has been made available to all Councils within the SPT area. In addition, all Councils in Scotland have been made aware of the work and senior Government Officers are showing a keen interest in it. Page 8 of 42

2. Policy Context 2.1 SPT s contribution to West Dunbartonshire s SOA This report identifies SPT s key contributions to improving transport in West Dunbartonshire. It sets out the links between SPT s activities and the Scottish Government s transport related National Outcomes, West Dunbartonshire s Local Outcomes and the Council s Local Transport Strategy objectives. 2.2 National Outcomes The Scottish Government has identified fifteen National Outcomes. These describe what the Government wants to achieve over the next ten years. They help to sharpen focus to enable the Government s priorities to be clearly understood and to provide a clear structure for delivery. Of the fifteen National Outcomes, nine are of direct relevance to SPT and transport in general. These are listed in Appendix 1. 2.3 Local Outcomes The West Dunbartonshire Single Outcome Agreement identifies forty-three Local Outcomes. SPT considers that its activities can help achieve ten of these. West Dunbartonshire CPP has made clear linkages between the National and Local Outcomes in their SOA. The linkages between the National and Local Outcome that have a direct impact on transport are shown in Appendix 2. 2.4 Regional and Local Transport Strategy Objectives The SOA, the Council s Community Plan and the strategic plans of each of the CPP members are all expected to align with the National and Local Outcomes. In addition, SPT has developed a Regional Transport Strategy (RTS) and the Council has developed a Local Transport Strategy (LTS). SPT s activities support the objectives set out in the LTS. We will seek to implement a number of initiatives to deliver projects that make a positive difference for the travelling public in West Dunbartonshire. A key aim of the RTS is to reduce reliance on the private car and increase the use of public transport and active travel. This has important cross-cutting benefits in terms of reducing congestion, traffic growth, inequalities, pollution and improving health, safety and the environment. The relationship between the LTS and RTS objectives is shown in Appendix 3. 2.5 SPT s transport initiatives and projects in West Dunbartonshire Chapter 5 of this report links the transport related National Outcomes and the West Dunbartonshire Local Outcomes to the transport priorities identified by SPT in consultation with WDC. Case Study 2 Park and Ride SPT has a key role in encouraging modal shift from car to public transport. While it is accepted that not all journeys can be made wholly by bus or rail, there is a great opportunity to reduce congestion close to our major urban centres if at least part of the journey can utilise public transport. The importance of park and ride facilities cannot be underestimated, not only to commuters but to the communities around our main transport nodes. West Dunbartonshire Council recognises that they have very good commuter links to Glasgow by rail and bus and a large, growing commuting population. However, efforts to encourage use of the rail network are making the lives of residents around stations very difficult as on-street parking increases. WDC has therefore embarked on a programme of development of park and ride facilities at key transportation nodes to date, all at rail stations. In the past three years, using SPT funding, the Council has provided some 250 commuter parking spaces at Dalmuir, Dumbarton Central and Dumbarton East. A further 80 spaces are under construction at Dalreoch and a scheme for 40 more spaces is being drawn up near Dumbarton Central. A study of park and ride activity and opportunity in the Vale of Leven rail corridor has also been undertaken and a scheme is being considered for Alexandria station to cater for the considerable demand from commuters travelling from areas north and west of Loch Lomond. This year, the Council will construct one of the first bus-based Park and Ride facilities in the SPT area at Kilbowie, Clydebank. The investment at Kilbowie will help to encourage modal shift on the busy A82 corridor and for Clydebank town centre and will also incorporate a school bus drop off/pick up area for the adjacent major new secondary school which will greatly improve the safety of many children going to school. 3. Transport priorities for West Dunbartonshire 3.1 SPT top 6 regional priorities SPT s A Catalyst for Change The Regional Transport Strategy for the west of Scotland 2008-2021 - was approved by Scottish Ministers on 15 June 2008. This sets out a vision for transport, the goals we share with partner organisations, our transport objectives, our strategic priorities for transport and the indicators we will use to measure delivery for the first five years of the Strategy s implementation. The Partnership then decided that the focus for the first five years of the RTS s Delivery Plan will be the following strategic priorities (the Top 6 ): Plan and provide a step change for bus services, standards, and infrastructure Revitalising the Subway network Improving cross-city and cross-region links on strategic corridors Improving access to services including healthcare and education Planning and providing transport for the Commonwealth Games 2014, tourism and major events Improving sustainable connectivity for business and freight. SPT plans to direct around 70% of its budget to these six strategic regional priorities that will result in projects and initiatives to deliver transport solutions for West Dunbartonshire. 3.2 Transport priorities Following consultation with WDC and a review of the RTS, LTS and emerging SOA, six transport priorities have been identified. These are set out below (Note: The priorities are not ranked). 3.3 Continued roll out of SPT s Bus Action Plan Project Description: Planning and providing a Step change for bus services, standards and infrastructure is one of SPT s Top 6 Strategic Priorities. SPT, in partnership with member Councils and bus operators, is working to: Create an optimum bus network across the SPT area. Develop Quality Partnerships and Contracts and improved standards for new and existing bus infrastructure. Our approach for achieving this Step change for bus is the Bus Action Plan approved by the Partnership in January 2008. Page 11 of 42

Through the Bus Action Plan, SPT is also: Rolling out and reporting on its programme of bus service monitoring through the Bus Warden scheme, and Working with WDC to encourage efficient transport movements through bus priority, including on Quality Bus Corridors (QBCs). SPT capital funding has been approved for a number of bus infrastructure improvements, including: The re-development of Clydebank Bus Station and improvements to bus infrastructure at Chalmers Street Expansion of Faifley bus terminus Bus shelter improvements on the A814 through Clydebank Bus stop improvements on the A813, and The improvement of bus facilities on Barns Street and East Barns Street in Clydebank Partners: SPT, WDC and Bus Operators Timescales: Ongoing Progress to date: SPT has established the Bus Warden scheme. An outline business case has been prepared and detailed scoping is underway for bus infrastructure improvements. The year ahead: SPT will continue with the forward programme of bus monitoring through the Bus Warden Scheme and SPT and WDC will take forward bus infrastructure improvements, funded by SPT. 3.4 Promote the redevelopment of Clydebank interchange Project Description: Provision of an improved bus interchange at Clydebank to increase safety, promote passenger facilities and increase operational capacity. Partners: SPT, WDC, Clydebank Re-built Timescales: Completion by 2011 Progress to date: Strategic and Outline Business Case prepared The year ahead: Develop a delivery strategy, commence design and procurement and obtain necessary approvals including Traffic Regulation Orders. 3.5 Support improvements to the A82 to relieve congestion Project Description: In 2008/09 SPT funded WDC to examine the problems of congestion and delay at the Hardgate and Kilbowie roundabouts. Traffic at the roundabouts is heavily influenced by trips between Glasgow (and further east) and Dumbarton (and further west) and trips between Bearsden/Milngavie and Clydebank/Erskine Bridge. The provision of a new school to the south-east of Kilbowie Roundabout, and the proposed new park-and-ride site on adjacent land could also impact on traffic and pedestrian paths at the roundabout in the future. A wide range of possible solutions will now be considered, including better walking and cycling paths; relatively minor changes to the layout of the roundabouts; more extensive works to the roundabout; grade separation at the roundabouts; and possible new roads to divert traffic away from the roundabouts. Partners: WDC, SPT, Transport Scotland Timescales: Due for completion by 2012, subject to the scale of works, approvals and funding. Progress to date: Data to inform the study, including queue lengths, vehicle origin and destination information, and land-use planning background has been collected and, in accordance with the Scottish Transport Appraisal Guidance, a stakeholders workshop has been held. The year ahead: Possible interventions will be reviewed and preferred solution(s) will be identified. 3.6 North Clydeside development route Project Description: WDC is working in partnership with Glasgow City Council to develop the detailed design, ground investigations and tender preparation for the North Clydeside Development Route (NCDR) Phase 1 proposal, which extends from the west end of South Street to the boundary with Clydebank in West Dunbartonshire at Dock Street/Glasgow Road. Glasgow City Council is developing the design and construction of the North Clydeside Development Route Phase 2, which extends from the west end of South St to Sawmill roundabout, at the interchange of the Clydeside Expressway and Balshagray Avenue The NCDR will improve connectivity along the north bank of the River Clyde between Glasgow City Centre and Clydebank and will also facilitate Phase 3 of the Clyde Fastlink proposal to Clydebank. The Scottish Executive s Cities Growth Fund awarded funding in April 2006 for the preparation of a draft Planning Application for the route (in Page 13 of 42

In 2008/09 SPT awarded funding to begin development of the Detailed Design for this phase of the route. The drafted Planning Application is yet to be formally submitted, as further clarification of funding is awaited to progress to physical construction of the route. The year ahead: Further clarification of funding required to progress the work. 3.7 Develop Clyde Corridor transport improvements (Fastlink) Project Description: The vision for Fastlink is a step change for public transport in the west of Scotland. It will provide a metro system centred on Glasgow and extending to the wider conurbation. Fastlink will be an attractive, high-quality, affordable rapid bus service which will be a credible alternative to continued use of the car for daily travel. Partners: SPT is the project sponsor of Fastlink, with Glasgow City Council acting as project manager, and Renfrewshire Council, WDC and NHS Greater Glasgow and Clyde being key stakeholders. Timescales: Current - 2013 Progress to date: In 2006 planning permission for the Fastlink route from the city centre to Partick/Glasgow Harbour was granted and a Business Case was prepared for Fastlink. High level feasibility work has been undertaken on the following phases: Phase 1 - Glasgow Central Station to the SECC Phase 2 - Extension beyond this to Glasgow Harbour Total cost of Phases 1 and 2 was estimated as 42m In 2008/09 SPT provided 450,000 of grant funding to Glasgow City Council to carry out further detailed feasibility work. Initial feasibility work has also begun on 2 additional route options: To Renfrew, via the Southern General Hospital on the south side of the Clyde. To Clydebank, via Glasgow Harbour on the north side of the Clyde. The year ahead: A bid for SPT capital funding has been submitted to develop studies further. In addition to continuing the feasibility work outlined above there will also be an examination of the potential for a route to Glasgow s East End, serving Commonwealth Games sites. 3.8 Support Sustainable Transport Project Description: This covers a range of sustainable transport projects and initiatives including Park and Ride, Travel Plans and journey-sharing. Park and Ride: SPT is working with WDC to promote improvements to Park and Ride across West Dunbartonshire. Kilbowie - SPT is funding WDC s project to develop bus-based Park and Ride at Kilbowie for the A82 Corridor and Clydebank. This would provide one of the first bus based Park and Rides in the SPT area and be a potential forerunner for a larger regional bus-based Park and Ride on the A82 corridor. Dalreoch This SPT funded project will involve construction of a 70 space park and ride facility on Council land adjacent to Dalreoch rail station. It is scheduled for completion during 2009. Future Proposals - Studies are currently being funded by SPT into improved Park and Ride provision at Dumbarton East and Dumbarton Central rail stations. WDC has also completed a study into Park and Ride improvements at Alexandria rail station and is seeking SPT funding for a Page 15 of 42

study into expanded Park and Ride at Drumry Rail Station WDC and SPT will also consider the potential for expanded Park and Ride at Alexandria. Travel Planning: SPT will continue to support WDC in implementing the Council s Westbound Travel Plan. Journey Share: SPT has also contributed funding to promote its Journey Share scheme newly launched in West Dunbartonshire. The scheme enables Council staff to match their journeys with other Council employees who are also travelling on the same journey and so minimise the negative environmental impacts and encourage more sustainable travel. Journeys can be matched by car, taxi, cycling or walking. Partners: WDC, SPT Timescales: 2009 onwards Progress to date: Planning permission and funding has been approved for Kilbowie Bus Park and Ride. SPT funding has approved funding for studies into expanded rail Park and Ride at Dumbarton Central and Dumbarton East rail stations. JourneyShare scheme launched in WDC in June 2009. SPT is continuing to work with WDC to promote travel planning across West Dunbartonshire. The year ahead: Commence construction of Kilbowie Bus-based Park and Ride, complete expansion of Dalreoch rail station Park and Ride, take forward Park and Ride studies for Dumbarton East and Dumbarton Central rail stations, consider the potential for expanded Park and Ride at Alexandria and Dalmuir rail stations and the potential to formalise current parking arrangements at Drumry rail station. SPT in West Dunbartonshire: SPT s Delivery Plan 4.1 SPT s Delivery Plan Framework SPT s Delivery Plan sets out transport Project Intervention Areas to guide the development of the SPT Capital Programme and Business Plan. The diagram in Appendix 4 shows how this West Dunbartonshire Transport Outcomes Report 2009/10 relates to the RTS and its Delivery Plan. 4.2 SPT s Core Activities SPT carries out core activities that contribute to the delivery of the RTS outcomes and objectives. Since SPT is a regional body, not all of its core activities take place within West Dunbartonshire, although SPT infrastructure and services are available to residents of West Dunbartonshire as they travel around the west of Scotland. SPT s core activities are: Planning the regional transport network - analysing and planning the transport network across all modes to ensure it meets the region's needs. Delivering regional projects - the project management and delivery of projects across the transport network. Operating the Subway network - operation, maintenance and future development of this key network link. Providing ferry services - provision of existing services. Delivering school transport - acting as an agent for member Councils. Promoting developments on the rail network - promotion and development of rail projects, in conjunction with Transport Scotland. Developing integrated ticketing initiatives - administering and developing a range of integrated tickets. Addressing transport affordability - through working with Transport Scotland in administering free transport for people with disabilities and people over 60, through the Strathclyde Concessionary Travel Scheme, through supporting the implementation of other national concessionary travel schemes for specific users, and through developing regional initiatives. Making journeys safer - planning and providing safety and security initiatives on the transport network. Providing bus infrastructure - operating, managing and developing bus stations and managing and maintaining the network of bus shelters and stops. Giving travel information to the public - through marketing and education, through providing travel information points, timetables, and through using innovative technology. Page 17 of 42

Supporting bus services - provision and management of services where these are deemed socially necessary. Providing Demand Responsive Transport - for those with mobility problems (including Dial-a-Bus) and those in rural areas (including Ring'n'Ride). Promoting equality - developing transport initiatives to assist those who experience difficulties more than most when using the transport network. Developing walking and cycling initiatives - working with member Councils and partners to increase walking and cycling. Connecting freight - through the Freight Quality Partnership, encouraging more sustainable transfer of freight. 5. SPT s commitments to West Dunbartonshire Council to meet Regional Transport Strategy Outcomes The tables on the following pages detail SPT s commitments to WDC in 2009/10. They set out projects and initiatives that will affect West Dunbartonshire, grouped under the four RTS outcomes. Each commitment is aligned with the Scottish Government s National Outcomes, the RTS strategic priorities and objectives and West Dunbartonshire s Local Outcomes. Many of these activities are ongoing commitments reflecting SPT s core activities. The Capital projects referenced in the following tables are those that are categorised as Category 1 within the SPT Capital Programme and includes projects being promoted by SPT and WDC. Following approval by the Partnership, Category 1 projects are committed spend in 2009/10. 1 Other bids have been received that are categorised as Category 2 and Category 3. These are not committed spend for the year ahead. They may still be brought forward, should finance become available, since they have been approved as part of the SPT Capital Programme, although funding is not committed. 6. Working in Partnership A key element of working in partnership is effective communications and there are regular meetings between SPT and West Dunbartonshire. The following meeting structures are in place: Annual or biannual meetings between the SPT Chair and the Leader of the Council. An annual meeting between the respective Chief Executives of SPT and West Dunbartonshire. WDC s participation at the six weekly SPT / Council Liaison Group meetings. SPT is a member of the Community Planning Partnership Board. CPP Board meetings are attended by SPT s Director of Projects, Charlie Hoskins, who is SPT s Ambassador to West Dunbartonshire. Charlie Hoskins is assisted in this role by Michael McGlinchey, SPT Web Manager. On a day-to-day basis, SPT s Policy and Strategy Department provides regional transport planning, project and policy support in liaison with Angus Bodie, the Council s Manager of Roads, Waste and Transport. Our Communications Department (Community Planning team), represented by John Walls, Senior Community Planning Officer, supports West Dunbartonshire s Community Planning Partnership. Day-to-day contact is supplemented by regular meetings between SPT staff (principally the Bus Operations, Projects and Finance departments) and their West Dunbartonshire colleagues. Appendix 5 lists the range of regular meetings that take place. 7. Conclusion The programme of projects, initiatives and meetings set out in this report makes a contribution towards delivering the Single Outcome Agreement between West Dunbartonshire CPP and the Scottish Government. Delivery requires commitment from all partners. We believe this programme will make a positive contribution over the short, medium and long term for those who work in, visit or are residents of West Dunbartonshire. Appendix 4: SPT s Delivery Plan Framework The RTS Delivery Plan Guidance Framework (2008/09-2012/13) comprises SPT s Capital Programme and Business Plan and includes projects and intervention areas that support member Councils SOAs and are identified in SPT s 2009/10 Transport Outcomes Report for each Council.
