Welcome I am delighted to welcome you to the second Scottish Government Ministerial Summit on Employability 2017. It has been almost a year since our last Summit and significant progress has been made in the development of new employment support services which many of you here today were involved in shaping and developing. The contracts to deliver Fair Start Scotland were awarded in October 2017, marking an important milestone. Our ambition is clear we want to make Scotland s employment services work more effectively for the people who need them. Fair Start Scotland is based upon the values of dignity and respect, fairness and equality and continuous improvement; with a drive towards real and sustainable jobs and an opportunity to deliver inclusive growth and tackle the inequalities that can often prevent people from achieving their potential. We cannot achieve this ambition in isolation and recognise that through collaboration and partnership we can make a positive difference to the lives of people in Scotland. Today is an opportunity to discuss the practicalities of delivery in a local context, identify and share best practice and develop those strong and resilient partnerships which will support successful delivery of the service. I d like to thank you in advance for sharing your skills and expertise with us today and I know that by working together we will deliver the flexible, tailored and person centred-services that we all agree, people in Scotland deserve. Biographies Jamie Hepburn MSP Minister for Employability and Training Jamie Hepburn was educated at Hyndland Secondary and the University of Glasgow, graduating with a degree in Politics and History. He served as National Convener of the SNP s student and youth wings. Jamie Hepburn was MSP for Central Scotland between 2007 and 2011 and has been MSP for Cumbernauld & Kilsyth since 2011. Jamie was appointed as Minister for Sport, Health Improvement & Mental Health on November 21, 2014 and appointed as Minister for Employability and Training in May 2016. Jamie lives in his constituency with his wife, Julie, and two children SUMMIT CHAIR Alan McGregor (Director) Alan McGregor is Professor of Economic Development in the Adam Smith Business School at the University of Glasgow. A labour economist by background, over a period of 40 years he has worked in the broad areas of economic development. Alan s principal areas of expertise include labour markets, worklessness, neighbourhood regeneration, economic participation, social inclusion, skills demand and supply in key sectors, business development, social enterprise, economic development strategy and partnership impacts and processes. In addition to his academic work, he has been heavily involved in skills planning and strategies and in policy development. Alan has always maintained strong policy and practice connections in relation to employment and skills development across Scotland, the UK and the EU. Expert Adviser to European Commission s Directorate General on Employment, Social Affairs and Inclusion for the Ex Post Evaluation of ESF 2007-2013, across all 28 member states (2013-2016). 4

Specialist Advisor to Work & Pensions Committee of House of Commons for Inquiries into: Commissioning of Flexible New Deal (2008/9) and Youth Unemployment and Future Jobs Fund (2010/11). Chair of Advisory Group for Scotland s Devolved Employment Services (2015-2017). Member of Scottish Employability Forum (2007 to date). Chair of the National Delivery Group (NDG) which draws together all Scotland s local employability partnerships together with Scottish and UK agencies (2006 to date). Board Member of Skills Development Scotland, Scotland s National Skills Agency (2008-2012). Member of Glasgow City Region Economic Commission (2016 to date). Member of Board of Ayrshire College (2013 to date). Vice Chair of North Ayrshire Economic Development and Regeneration Board (2010 to date). Alan is also very proud to be a member of the Board of the Ayr United Football Academy since 2006. As well as providing pathways for boys and girls wanting to become professional footballers, we deliver a wide range of sport-related activities in pursuit of our charitable objectives. 5

CLOSING REMARKS Dominic Munro Director for Fair Work, Employability and Skills, Scottish Government Dominic is the Director for Fair Work, Employability and Skills in the Scottish Government. The directorate leads on a wide range of labour market issues including employability, apprenticeships, skills development, youth employment, fair work and the living wage. Dominic is the senior official responsible for the employability programme, Fair Start Scotland, to deliver newly devolved employment support services. Before taking up the Director role in June 2016, Dominic s career spanned a range of policy areas. He was formerly the head of various divisions in the Scottish Government: Better Homes Division, Sustainable Housing & Innovative Finance; Communities Analytical Services; and Justice Analytical Services Division. In the latter role he led the development of Scotland s first over-arching justice strategy. He has also led the Scottish Government s central economic team, covering macroeconomic and fiscal analysis, and has worked on the development of Scotland s international strategy. Dominic has also worked in various UK Government departments on areas including: international economics, finance and globalisation for HM Treasury; as a specialist in Middle East and African risk in the UK s export finance agency; and on oil and regional policy in the Department for Trade & Industry. 6
