Skamania County SMP Update Public Outreach Plan Skamania County is undertaking an effort to update its Shoreline Master Program (SMP). The County received a grant from the Washington State Department of Ecology and hired BergerABAM to complete the two-year update process. The program will consider state requirements and local preferences, including the uses envisioned and regulations governing Shorelines of the State, including shorelines, shorelines of statewide significance, and shorelands (Columbia River, Swift Lake, Swift Reservoir their tributaries, and other water bodies in Skamania County), except for lands under the exclusive jurisdiction of Native American tribes or the US Federal government. To guide the public process of this SMP update, this public participation memo has been created to identify public outreach objectives, a strategy for maximizing public participation and input, stakeholders to engage, and methods and techniques to be used. A tentative schedule for public outreach is also a part of this memo. OUTREACH OBJECTIVES The goal of the public participation aspect of the Skamania County SMP is to inform and involve all stakeholders in the SMP update process. That goal will be achieved by accomplishing the objectives below: Comply with state law. Educate the public in regards to the Skamania County SMP. Encourage shoreline stewardship with as many stakeholders as possible. Capture the community s unique characteristics. Capture the knowledge and insight important to a successful SMP update from a diverse audience of stakeholders, including not only the local level, but also across federal, state and tribal governments and agencies. OUTREACH STRATEGY, METHODS AND TECHNIQUES BergerABAM recommends the following strategy, methods and techniques for public outreach. Shoreline Advisory Committee Meetings BergerABAM will facilitate and participate in up to four 90-minute Shoreline Advisory Committee (SAC) meetings to review the work program and schedule, the jurisdictional map, and the public involvement memorandum. BergerABAM will assist County staff in the preparation of meeting materials and an electronic presentation for SAC meetings. The Skamania County Planning Commission, together with up to six additional members to be determined by the County, will act as the SAC for the project. The County will arrange the venues and any associated costs, and provide refreshments as needed for a series of vision workshops to be completed within a two-month period in order to capture the collective public vision for Skamania County shorelines: o West End/Washougal o North End/Swift Reservoir o East End/Mill A o Central/Stevenson (vision workshop and wrap-up) The County will notify stakeholders, and BergerABAM will conduct up to four workshops after Phase 1 is completed in June 2015. These 90-minute workshops will likely be scheduled in late summer or fall 2015. Community Vision Workshops Content BergerABAM will: o Prepare and present an electronic summary of the SMP process. o Include an overview of the work scope, SAC schedule, and public outreach memo. o Provide an electronic or board presentation of the Preliminary Shoreline Jurisdiction. o Summary/ overview of the findings and conclusions from the Inventory and Characterization. o Facilitate and record local shoreline vision input to help answer the questions: What do you want to see on your shorelines, and what do you consider inappropriate for your shorelines? o Graphic mapping will be derived from the County GIS products being prepared for the project. A draft and final workshop summary memo will be drafted by BergerABAM and finalized working in conjunction with County staff. Electronic Media The County will maintain a project website, or page on the County s existing website, that is dedicated specifically to the SMP update process. This site should be regularly updated and provide digital documents and opportunities for input from the public. The County will provide news releases to be issued regularly throughout the SMP update process, as appropriate. These news releases should be distributed through the County s normal channels, but also would be placed on the project website. The SAC will conduct the official SAC Meeting 2 at the Community Visioning Workshop in Stevenson.
