Consolidation Order no. 543 of 13 June 2001, the Civil Aviation Administration - Denmark hereby stipulates on the authority of the Ministry of Public Works, cf. Order no. 795 of 3 September 2001 on delegation of authorities to the Civil Aviation Administration - Denmark and on publication of the regulations issued by the Administration: 1. Applicability This BL lays down general regulations on the issue of licence as pilot on aeroplane, helicopter, glider, free balloon, ultralight aeroplane or ultralight gyroplane, and on the issue of licence as flight engineer, cabin crew member, aircraft maintenance mechanic, flight dispatcher, air traffic controller, student air traffic controller, FIS operator and student FIS operator, regulations on certain duties for licence and certificate holders and regulations on the issue and scope of the individual licences. 3. General 3.1 A person performing duty on board a Danish registered aircraft in position as a. aircraft pilot, BL 6-03 / Edition 6 / 9.11.2004 / 1

b. flight engineer, c. cabin crew member, or performing duty in position as d. aircraft maintenance mechanic, e. flight dispatcher, f. air traffic controller and student air traffic controller or g. FIS operator and student FIS operator, as well as a person performing duty as aircraft pilot on Danish ultralight aeroplane, cf. BL 9-6, or gyroplane, cf. BL 9-12, shall hold a licence or certificate issued or approved by the Civil Aviation Administration - Denmark or issued by a JAA Member State in accordance with JAR-FCL, cf. BL 6-09. 3.2 Theoretical and/or practical training shall be given at a training organisation approved - or as regards training for private pilot licence (PPL) registered - by the Civil Aviation Administration - Denmark for the kind of training in question. 3.3 Application for issue, revalidation, renewal or approval of a licence and/or certificate shall be forwarded to the Civil Aviation Administration - Denmark on an authorised form accompanied by the documentation prescribed for the licensing in question, as well as charge in accordance with the Scheme of Charges for the Civil Aviation Administration - Denmark. 3.4 The Civil Aviation Administration - Denmark may refuse to issue a licence to a person who in the Administration's judgement cannot be regarded as sober-minded. Note: Before the licence or certificate is issued, the Civil Aviation Administration - Denmark examines whether the applicant has held a licence or certificate that has been suspended administratively or has been disqualified unconditionally in pursuance of 150 of the Air Navigation Act. Further it is examined by obtaining a declaration from the police or in any other way whether the person in question has held a driving licence to an engine-driven vehicle that has been suspended administratively, whether the right to drive such a vehicle has been suspended in pursuance of 125 of the Road Traffic Act, and whether there is information indicating that the person in question does not meet the conditions to obtain a licence or certificate due to lacking physical or psychical ability or due to lacking sobriety. 4. Invalidity causes 4.1 A licence or certificate shall be invalid if a. the period of validity has expired, b. there is no medical approval to the extent such approval is necessary, c. any conditions regarding Danish residence or employment with a Danish air operator stipulated for the individual types of licences are no longer met and no exemption has been granted, d. the holder has not met the requirements for continued exercise of the privilege in question for a period of time stated by the Civil Aviation Administration - Denmark for the licence or certificate in question, or e. the privilege to perform the duty of the licence or certificate has been withdrawn administratively, cf. subsections (5) and (8) of 150 of the Air Navigation Act, or has been suspended unconditionally by sentence, cf. 150 of the Air Navigation Act and 79 of the Criminal Code. 4.2 The Civil Aviation Administration - Denmark shall invalidate a licence or certificate if the Administration is informed that a. the holder can no longer be regarded as sober-minded, BL 6-03 / Edition 6 / 9.11.2004 / 2

b. the holder no longer meets the medical requirements laid down in the licence or certificate, c. the holder no longer meets the theoretical and practical skill requirements valid for the licence or certificate, or d. incorrect or misleading information has been given in connection with issue, renewal, revalidation or approval of the licence or certificate which the Civil Aviation Administration - Denmark estimates to be of essential importance for holding the licence or certificate. 4.3 An invalid licence or certificate shall be submitted to the Civil Aviation Administration - Denmark upon request. 4.4 When declaring a licence or certificate invalid in accordance with paragraph 4.2 b., and c., the Civil Aviation Administration - Denmark may limit the invalidity exclusively to cover part of the licensing. 4.5 The Civil Aviation Administration - Denmark may invalidate a licence or certificate until further notice if there is justified presumption that the licence or certificate shall be invalidated in accordance with paragraph 4.2. 4.6 A holder of a licence or certificate shall be under the obligation to notify upon request such information and to submit to such tests and examinations as the Civil Aviation Administration - Denmark may find necessary to be able to decide whether there is a reason for invalidity. 5. Obligations of licence and certificate holders 5.1 Holders of a licence or certificate with a validity conditional on a medical approval shall be under the obligation to notify the Civil Aviation Administration - Denmark in writing of the following: a. Any illness making the holder unfit to exercise the privileges of the licence for more than 21 days. b. Any important personal injury making the holder unfit to exercise the privileges of the licence. c. Pregnancy. 5.1.1 Holders of student air traffic controller, air traffic controller, student FIS or FIS licences/certificates shall inform the air traffic services unit if medical approval of the holder is no longer valid. 5.2 Holders of a licence or certificate with a validity conditional on a medical approval shall seek advise from the Civil Aviation Administration - Denmark or an authorised medical examiner, if the person in question a. has been in hospital or clinic for more than 12 hours, b. has been subjected to invasive, including operative treatment, c. initiates regular medicamental treatment, or d. gets into a condition that necessitates use of optical, mechanical or acoustic aids. Note: Invasive treatment includes any medical treatment where the surface of the body is penetrated, i.e. in addition to operations e.g. injections and minor local operation. 5.3 When exercising the privileges of a licence/certificate with required colour sense, the holders may only use sun glasses or other glasses with absorbing glass in daylight and then only if the glasses are non-polarising and have the same colour softening qualities as clear glass, i.e. only nuances of grey can be permitted. 5.4 It shall be possible for the holder to present a licence and/or certificate issued or approved by the Civil Aviation Administration - Denmark when exercising the privileges, and at any time when exercising the privileges the holder shall be able to document to the aviation authorities that the fixed conditions for exercising the privileges of the licence are met. Note: Holders of a licence or a certificate issued by the Civil Aviation Administration - Denmark in pursuance of this BL shall keep themselves informed of the regulations valid at any time and of importance to the duty which the licence/certificate in question entitles. 5.5 Holders of licence or certificate the validity of which is subject to a medical approval shall be under the obligation to observe the conditions attached to the approval in pursuance of paragraph 3.7.1 of BL 6-05, Regulations on medical requirements. 6. Aircraft grouping 6.1 Aircraft categories a. Aeroplane. b. Helicopter. c. Glider. d. Free balloon. e. Ultralight aeroplane. f. Ultralight gyroplane. 6.2 Aeroplane classes Single-pilot aeroplanes not requiring a type rating according to JAR-FCL 1 are divided into the following classes: a. All single-engine piston aeroplanes (land). b. All single-engine piston aeroplanes (sea). c. All touring motor gliders. d. All single-engine turbo-prop aeroplanes (land) of the same manufacture. f. All multi-engine piston aeroplanes (land). g. All multi-engine piston aeroplanes (sea). 7. Aircraft pilot 7.1 Aeroplane Licence as aircraft pilot/aeroplane shall be issued valid for one or more class(es) and/or type(s) of aeroplane(s). 7.2 Helicopter Licence as aircraft pilot/helicopter shall be issued valid for one or more type(s) of helicopter(s). 7.3 Gliders Licence as aircraft pilot/glider shall be issued valid for glider with standard certificate of airworthiness and/or for a specific glider without standard certificate of airworthiness. 7.4 Free balloon Licence as aircraft pilot/free balloon shall be issued valid for gas and/or hot air balloon. 7.5 Ultralight aeroplane Licence as aircraft pilot/ultralight aeroplane shall be issued valid for one or more class(es) of ultralight aeroplane(s) (A or B), cf. BL 9-6. 7.6 Ultralight gyroplane Licence as aircraft pilot shall be issued valid for ultralight gyroplane, cf. BL 9-12. e. All single-engine turbo-prop aeroplanes (sea) of the same manufacture. 7.7 Revalidation Revalidation of a licence for other classes or types may be made for duty in one or more of the following functions: a. Pilot-in-command or b. co-pilot. 8. Flight engineer and aircraft maintenance mechanic Licence as flight engineer or aircraft maintenance mechanic shall be issued valid for one or more aircraft type(s), for flight engineers also with statement of engine types. 9. Air traffic controller and student air traffic controller 9.1 Licence as air traffic controller or student air traffic controller shall be issued for one or more of the following ratings: a. Aerodrome control visual (ADV). b. Aerodrome control instrument (ADI). c. Approach control procedural (APP). d. Approach control surveillance (APS). e. Area control procedural (ACP). f. Area control surveillance (ACS). 9.2 The privileges of the licence include service at the air traffic service unit where, by endorsements in the licence, the holder can document having received training in accordance with the relevant regulations. 10. FIS operator and student FIS operator 10.1 FIS operator and student FIS operator licence shall be issued valid for exercising one or more of the following ratings: a. Aerodrome flight information visual (AFV). b. Aerodrome flight information instrument (AFI). c. FIR flight information service VFR (FFV). d. FIR flight information service procedural (FFP). e. FIR flight information service surveillance (FFS). 10.2 The privileges of the licence include service at the FIS unit where, by endorsements in the licence, holder can document having received training in accordance with the relevant regulations. 11. Cabin crew member Licence as cabin crew member shall be issued valid for duty on board aircraft of the type on which the holder can document, by a certificate attached to the licence, having received training in accordance with the relevant regulations. 12. Exemption The Civil Aviation Administration - Denmark may in particularly exceptional cases grant exemption from the regulations in this BL if it is deemed compatible with the considerations on which the regulations in question are based. 13. Complaints Complaints of the decisions taken by the Civil Aviation Administration - Denmark in pursuance of this BL may be presented to the Ministry of Transport. 14. Punishment Violation of the regulations in paragraphs 3.1, 4.3, 4.6 and Part 5 will be punished by fine. BL 6-03 / Edition 6 / 9.11.2004 / 5
