The Chairman welcomed those present and invited questions from the public. Guy Roberts, Chair of Walmley Residents Association spoke with reference to the Taylor- Wimpey and YMCA development in Signal Hayes Road. Mr Roberts asked how the Town Council could help residents of Walmley get Taylor- Wimpey to abide by the planning conditions set by Birmingham City Council Planning Department and to meet their section 106 commitments. Mr Roberts also requested clarification from the YMCA as to their intentions for the Signal Hayes site. 24 Apologies for Absence The Town Clerk received apologies from Cllr Christopher Ives. Resolved to accept the apologies received. 25 Declarations of Interest Cllrs Long & Puri declared a non-pecuniary interest in item 29 Notice of Motion. 26 Minutes of the Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Tuesday 25 th October 2016 (previously circulated) be signed as a true record of the meeting with one amendment, item 22(i) Four Oaks number 5 (11-15 Sherifoot Lane) changed from No Objection to Deferred. 27 Matters Arising None to report. 28 Budget Proposals The Town Clerk advised Committee that F&GP Committee had considered the budget requirements put forward by Planning and Highways and that no amendments were made. 29 Notice of Motion Submitted by Cllr Clare Horrocks on 21 October 2016 Following the decision made at the September planning committee meeting and upon completion of the training programme with Birmingham City Council (BCC) this Committee will set up a small working party to further investigate Neighbourhood Planning. The working party will establish the financial viability of Neighbourhood Planning, identify any non-financial advantages of having a Neighbourhood Plan and identify the costs and resources needed to produce such a plan. The working party will report initially to the Planning and Highways Committee who will make recommendations to Full Council. The working party to consist of members of this committee with BCC Councillors and appropriate Royal Sutton Coldfield Town Council and BCC Officers. Cllr Horrocks presented her motion and requested that the Committee agreed to set up a small working party to further investigate Neighbourhood Planning. Cllr Long expressed his support of this and suggested an amendment to the motion that the working party should consist of Royal Sutton Coldfield Town Council, Birmingham City Council Officers and local experts of the community. Cllr Mackey suggested that the use of local experts should come with time and to begin with we should focus on training. Resolved that a working group be established to include Cllrs Allan, Horrocks, Ives, Long & Perks, together with officers of the Town Council and Birmingham City Council to further investigate the financial viability of Neighbourhood Planning. 30 Notice of Motion Submitted by Cllr Christopher Ives on 11 November 2016 Following the question from the public gallery at the full Council meeting of 08 November regarding car parking, this committee will investigate the car parking charging strategy within Birmingham to establish whether or not Sutton is being discriminated against as was alleged by the questioner. To this end the Town Clerk will liaise with appropriate BCC Officers to allow further discussion at this Committee. This Committee will, if necessary, identify an alternative car parking charging strategy to operate in the best interests of Royal Sutton Coldfield residents and businesses and make recommendations to full Council. Cllr Perks presented the motion on behalf of Cllr Ives. Cllr Long suggested that the Town Council should look at a bigger strategy of parking in general. Cllr Mackey clarified that two of the most used private car parks in Sutton Coldfield do offer an element of free parking.
