Cooperative Traffic Management Target times Initial procedures for TTO - istream trials 2016 Enhanced procedures for TTO - Further demo s in 2017-2019 - Increasing link with tactical operations

3

For Paris Flight Crew TT Adherence Management On ground, before departure : Flight Crew receive TT via ACARs from OCC Flight Crew may adapt its departure Strategy: Off Block Departure Time, Cost Index (with the respect of the changing rules of FPL) Determine its target for TOT and inform ATC In Flight : Adhere as much as possible to the filed Flight Plan (FL, Mach, routeing) Adjustments possible on the initiative of ATC or flight Crew : avoidances, direct, level changes

5

For Zurich, Flight Crew TT Adherence Management On ground, before departure : Flight Crew adapts its departure strategy based on Strategic TTO received via ACARs: Adjust Take-off time according to FMS calculated flight time in order to not arrive during the night ban in Zurich (Delay Code IR88) In Flight : At Top of Climb, send ETO from FMS calculation to OCC Receiving TTO from OCC (after coordination with Skyguide) and manage flight time accordingly

Assumed that MCP procedure would be regularly used AND would regularly select istream s participating airlines 7

Qualitative Results Airspace Users No TT safety incidents reported during the trial No impact on working methods or standard operating procedures for OCC Reports from flight crew show TT information can be easily taken into account without impact on workload. Management of taxiing may have an impact on TTOT.

Quantitative Results - ANSP Zurich : 1 year trial involving 4,577 flights Predictability: ~70% flight arriving within [-4;+4] minutes Flexibility: TT calculation took into account AUs preferences Environment: 72% reduction of flights arriving before opening of the airport 15% reduction of flown distance within TMA

Quantitative Results Airspace Users Zurich : Flight Efficiency/ Environment/ Predictability/ Flexibilty: Up to 96% reduction in holdings (compared to 2008 baseline) Up to 30% less arrival distance flown per flight (2008 baseline) Flight Crews are more often able to fly an optimized descent profile Less fuel burn, less CO2 emissions and less noise below holding areas More passenger connections are ensured and rotation delays are reduced

Quantitative Results - ANSP CDG : 5 months trial, 2,000 flights involved Predictability 75% within [-3;+3] minutes (improved adherence to TT implies improved predictability of entry time into Paris-ACC sectors and shows improved use of capacity for LFFF/LFPG) Quantitative Results Airspace Users CDG : Flight Efficiency additional time decreased by 30 seconds in ASMA, some flights could depart earlier which improve punctuality Flexibility : AUs preference are able to be taken into account

Conclusions on TT Management TTs have been safely trialled on complete arrival flows istream procedure was easy for actors Predictability : improves the adherence to TT for participating flights. Flight Efficiency Smoother arrivals, less holdings, reduction in add. time in ASMA TT information allowed to better manage the flight before departure and improve the (pre-departure) ATC delay. Flexibility : AUs preferences are taken into account TT usage can allow to advance flights to solve hotspots

NEXT STEPS 1/2 TT Procedure in Zurich to enter into operation: Enhanced with NM Involvement (SESAR Project PJ-025) Include short haul-flights TTA Procedure for Paris/CDG (PJ-025 / XStream): System automation with NM ATFCM and ATC Integration (iaman / XMAN consolidation)

NEXT STEPS 2/2 SESAR 2020: working towards improvements to planning and communication of target times (PJ-024) + more AU participation SESAR 2020: PJ-024: Local TT Procedures with other airports: Heathrow, Madrid, Barelona, Alicante, Palma Split AU involvement in these SESAR2020 Projects will be through the EU H2020 Open Call mechanism.
