REQUEST FOR INFORMATION FOR PROCUREMENT OF MULTI SPECTRAL PERSONNEL CAMOUFLAGE EQUIPMENT (MSPCE) BY MINISTRY OF DEFENCE, INDIA 1. Ministry of Defence (MoD), India is interested in procurement of MSPCE for Indian Army. Original Equipment Manufacturers interested in supplying the equipment may furnish information given in succeeding paragraphs. General 2. The proposed equipment will be used by troops so as to assist them in personal camouflage against detection equipment or sensors operating in visual, near infra-red and thermal infra-red region of electromagnetic (EM) spectrum. Broad Specifications of MSPCE 3. The equipment should meet broad specifications given below. (a) The MSPCE should comprise of three different items of equipment as under :- (i) (ii) (iii) Sniper Suit. Poncho. Personal Screen of size 5 x 5.5 metres and 8 x 5.5 metres. (b) The equipment should meet the specifications /parameters as listed at Appendix to this document. You are requested to provide specific replies to the queries at Appendix. 4. Please confirm that your firm manufactures such equipment and that you are willing to supply the equipment to MoD, India as per provisions given in Defence Procurement Procedure 2008 issued by MoD, Govt of India. 5. Trials of the equipment would need to be conducted at No Cost No Commitment basis in India. Please confirm your willingness for the same. 6. Please forward details of your company and products which are suitable for our requirement to include following :- (a) Name, address, telephone numbers, fax numbers, website and e mail address. (b) (c) Details of your office / representatives in India (if any). Areas of core competence of your company.

(d) Details of products manufactured by your firm which are likely to meet the requirement of MoD, India. (e) Broad specification with regard to characteristics as asked for at the questionnaire as Appendix. (f) Details of your past customers with special reference to the equipment required by MoD, India. (g) Tentative cost (cost intimated here is indicative and is not binding while making a commercial bid subsequently) and manufacturing capacity in Numbers every month / delivery schedule. 7. QUESTIONNAIRE FOR MSPCE Appendix (Refer to Para 3(b) of Request for information) Ser Question No 1. Is the MSPCE available in three different items as Sniper Suit, Poncho and Personal Screen? Reply 2. Are personal screens available in sizes of 5X5.5m and 8X5.5m. 3. Is the MSPCE effective against visual observation or sensors in the following EM spectrum? (a) Visual. Detection by human eye and binoculars during day. (b) Near Infra Red. Detection by active and passive Infra Red devices. (c) Thermal Infra Red. Detection by Thermal Imaging devices/ sights. 4. Is the MSPCE effective against all ground based observation modes and sensors? If yes, then pl specify. 5. What is the reduction in probability of detection of soldiers using your MSPCE in percentage terms, at ranges and means of detection given below :- (a) By naked eye during day at 500m, 1000m & 1500m (b) High resolution binoculars by day at 100m, 1500m & 2000m (c) By active & passive sensors/devices in Near Infra Red spectrum at 500m &750m (d) By Thermal Imagers (image intensifiers/other devices) at 1500m, 2000m & 2500m

6. Is the MSPCE effective against radars also and in what range of wavelength? 7. Is your sniper suit, poncho and screen reversible to be used in following contiguous terrains? (a) Semi desert and desert (one side for desert & other for semi deserts) (b) Plains/jungles (one side for plains & other for jungles) (c) Barren mountains and snow bound areas (one side for snow & other for barren mountains) 8. Does it merge well with the surrounding terrain for effective blending? Can the various colours generally present in the terrain be achieved in your equipment? If not, which colours cannot be achieved? Pl specify. 9. What is the temperature range in which the equipment is capable of sustained performance without adverse affect on the properties of the material? Give ranges for each terrain. (a) Plains/jungles /semi desert/mountain- From_ To _ degree Celsius. (b) High Altitude Area (above ft, barren mountains and snow bound areas- From_ To _ degree Celsius. (c) Storage temp.- From_ To _ degree Celsius. 10. Is it effective in adverse weather and extreme climatic conditions as prevailing in deserts, plains, mountains and high altitude areas in India without losing the camouflage properties? 11. Can the sniper suit and poncho be made available in three different sizes so that these fit comfortably on soldiers of short, medium and tall build when worn over combat load including, pouches, ruck sack and winter clothing? If yes, than which are the ranges available.

12. Does the MSPCE hinder movement of soldiers or use of personal weapon or crew served weapon in any manner? 13. Can patches of garnish be added on/attached to your equipment to vary the colour combination slightly as per terrain variations (for example desert and semi desert)? 14. Does it provide cooling through ventilation and prevent heat build-up after wearing? 15. Is the equipment robust, odourless, non-toxic, has fast colour and not fade during repeated use? 16. Does it have a mat finish or shining finish? 17. What is the weight of material per square metre? 18. What is the maximum increase in weight once the equipment gets wet due to rain and snow? 19. Is it fire retardant? (meaning, when exposed to a flame, burning of equipment should be limited to area of contact and fire should not spread to remaining parts) 20. Do the camouflage properties deteriorate with exposure to rust/oil/lubricants as used generally in the army? If yes, then which items effect it and which do not effect it? 21. Does the equipment attract insects to act/affect in any way? 22. What is the tensile strength of the material (for tearing)?

23. Is the equipment washable using commercial mild detergents without adverse affect on camouflage properties? 24. Is mounting equipment such as poles, rope etc provided with the screens? 25. Is a repair kit provided with each item of MSPCE for repair in field? 26. What is the nature of material used in the equipment i.e synthetic/jute/others? Is it pre woven/pre garnished? 27. What is the shelf life of your equipment in years? Also specify temperatures of storage.
