Hostel life at IFT depends on cooperation and mutual respect for the rights of others. Rules and Regulations of IFT Hostel 1. Scope a. The present regulations apply to all residents of IFT s East Asia Hall (EAH) Hostel. All concerned should familiarise themselves with these present regulations and their modifications. b. Residents are all those individuals lodged in the EAH Hostel. c. A copy of these regulations will be available on the hostel webpage. d. Residents who do not comply with the regulations will be held responsible by IFT. e. Hostel Management Team has the right to enter into any room within the hostel building whenever necessary. f. IFT reserves the right to alter these present rules and regulations when necessary without prior notice. 2. Important information for Residents (applicable to IFT students only) a. New students hostel applications are arranged by Technical and Academic Support Division prior to arrival. Returning students who intend to continue their residence are required to confirm their stay through Moodle towards the end of each semester. b. All students should check-in on/after the specific date before the commencement of each academic semester and check-out on/before the specific date after the end of each academic semester. Students who need to stay during June, July and August due to valid reasons (such as practicum or internship) have to move to the designated room, which will be arranged by the Hostel Management Team. Extra hostels fee for summer stay must be settled before the residency. c. Individuals who will not stay during June, July and August are responsible to clear their belongings and clean their bedrooms before they leave. Students can have their properties kept at the designated storeroom and have them collected upon their return to Macao. Moreover, proper check-out procedure should be done before departure. d. Residents will have to pay the hostel fees via remittance (if outside Macao), or through banks (e-banking) / the IFT Cashier and Enquiry Counter of IFT s Administrative and Financial Support Division within the designated period before the commencement of each academic semester. Debit note will be issued with payment instructions. Resident students are responsible to settle the hostel fee on time; failure to settle or on before the deadline may result in extra administration charge or possible disciplinary action. The hostel fees may be revised annually. e. Placements are allocated subject to availability. The room assignment is based on room availability at the discretion of IFT.
f. Hostel meetings will be held 2-3 times per semester to ensure students are well aware of hostel related issues. Attendance to these meetings is compulsory; students who fail to attend with valid reasons will lose their hostel placements in the following semester. 3. Residence Regulation at EAH Hostel Applicable to IFT students only: a. Each resident will be provided with the items listed in Student Hostel Check-in Checklist. An e-version inspection checklist is to be filled in and submitted by the resident, designating of his or her acceptance of the listed equipment during check-in. Meanwhile, the completed checklist also covers occupant s responsibility on preservation and maintenance of the facilities. b. Upon check-out, residents must complete a checkout form and the list of all items provided to them by IFT as stated in 3a, which must be returned in good condition. The Hostel Management Team will undertake a check-out inspection according to the checklist. c. Residents shall arrange their own toiletries, bed linens, towels, cleaning materials and utensils for cleaning their bedrooms, bathroom and cooking/dining area. d. Residents who need to return to hostel later than 12 midnight or stay overnight elsewhere must lodge a written application with valid reasons at the security counter on 9/F of EAH Hostel before leaving the property. Those who fail to lodge application in advance should notify the security colleagues on duty via telephone, and re-submit the written application immediately after returning to the hostel. During revision and exam periods as specified in the IFT Academic Calendar, the returning time to hostel is extended to 2am. e. If the residents time of staying outside exceed one-fifth of the total accommodation period (i.e. 30 days) only staying outside on school days (Mon to Thu) will be counted, IFT has the right to withdraw his/her hostel placement and reallocate it to other students. The respective situation will be reported to parents/legal guardians wherever necessary. f. It is residents own responsibility to ensure proper access to gateways, lifts and rooms by always bringing one s Student ID card/temporary access cards. If in any case residents fail to access frequency exceeds the quota within a certain period of time, s/he will need to wait for the designated time slots for the granting of access. Applicable to all residents: g. Smoking is strictly prohibited within the hostel building (except the designated smoking area). h. All residents should be responsible for the cleanliness of the bedrooms they live in. On a daily basis, the residents have to be responsible for the cleanliness of the living quarters; if the residents cannot resume the cleanliness of the rooms upon check-out, s/he might need to bear the cost of cleaning. i. Residents will be liable for any damages to the furniture, utensils and equipment provided for their use during their stay. Any accidental damage should be reported immediately to the security colleagues on duty at 9/F of EAH Hostel.
j. In the case of wilful damage, the Hostel Management Team will require the related resident to pay for the damage. Payment of such charges must be settled before the designated deadline. k. Furniture and all equipment provided in bedrooms, kitchen, bathroom and living room, cannot be moved from their designated position and locations. l. List of acceptable electrical equipment in the hostel: i. Fan ii. Hair dryer iii. Iron iv. Kettle v. Electronic devices Residents who need to use his/her own high power electrical equipment should submit written application to the hostel management team for approval prior to usage. m. The Hostel Management Team will regularly inspect all bedrooms and public areas. n. All residents must return to the hostel before 12 midnight, and must maintain a quiet environment after 10pm. o. Residents should ensure that all windows and doors are closed, and light, air-con, stoves and all electrical appliances are turned off before leaving the room (in keeping with IFT s environmental commitments to be a greener campus). p. Residents should always ensure that the doors to their bedrooms are secured when going out and are strongly advised not to leave large amount of cash or valuables in their bedrooms. q. The Institute will not be held responsible or liable for any loss or theft of personal belongings. 4. Visitors a. Only parents and legal guardians of residents are allowed room visits. Other visitors of the same sex are confined to the common areas only. It is strictly prohibited for residents or their visitors to visit floors of the opposite sex, to allow others to stay overnight in one s room or to stay overnight in another resident s room. b. All visitors are required to register at the security counter at 9/F of EAH Hostel, and shall conduct themselves so as not to cause disturbance to other residents. Visits to all areas of the hostel are only allowed from 0800 until 2200. 5. Emergency Procedures a. In the event of an emergency, residents can call the security colleagues on duty at 9/F of EAH Hostel for assistance. For emergency case that involves victims, residents should dial 999 for help. b. Residents should ensure that they are familiar with the evacuation procedures, different fire exits and follow the instruction of the Important Safety Information in later article 8. c. It is strictly prohibited for any resident to meddle or tamper with any fire equipment, gas and electrical fittings and installations. Residents should report to the Hostel Management
Team immediately once any fire equipment is used so that replacement or inspection may be made. d. In the event of natural disturbances/catastrophes, e.g. storms or typhoons, residents should ensure that all windows and doors are fastened within their bedrooms. Further advice on this will be provided if such events are predicted. 6. Discipline a. Any resident, who has breached any of the regulations, shall receive written warning from the Hostel Management Team and where necessary, possible disciplinary action may follow. All records of violations will be kept in respective student s personal files (applicable to IFT students only). i. When hygiene is not acceptable (bedrooms or public space in the residential areas). ii. Making excessive noise that affects other residents. iii. iv. Allowing visitors to access the living quarters disregarding the regulations. Failing to lodge written application for returning to hostel late or staying overnight elsewhere. b. IFT will take disciplinary action against any resident who breaches any of the following. Resident who has violated will be asked to find accommodation elsewhere and s/he have to move out within a specified period. Hostel fees being paid will not be refunded. i. Consuming or possessing illegal drugs or excessive alcohol. ii. Displaying unhealthy personal habits on the premises, which may affect the wellbeing of other resident students. iii. Wilfully causing a disturbance or being a nuisance to other residents; creating excessive noise in any manner that may intrude on the quietude of the hostel and other residents. iv. Assaulting any other resident or member of staff; demonstrating aggressive behaviour towards any persons on the premises. v. Participating in any form of indecent or illicit behaviour or act. vi. vii. Smoking beyond the designated smoking area within the hostel building. Exercising dangerous acts that may deem to be harmful to other residents, such as cooking in the bedrooms, leaving switched-on electrical appliances unattended, overloading wiring and sockets, etc. viii. Being in possession of any article, which may be identified as weapons, or dangerous or inflammable goods. ix. Keeping animals within hostel building. x. Allowing visitors to stay in the hostel between 2200-0800. xi. Disregarding the arrangement from the Hostel Management Team which causes inconvenience to IFT. xii. Having other misbehaviour in the hostel. 7. Expulsion (applicable to IFT students only) a. Written warning as stated in 6a could be accumulated throughout the period of stay at the hostel; student will be expelled immediately from the hostel when breaching any of the rules and regulations for the third time. b. Resident who violates any of the rules and regulations stated in 6b will face immediate expulsion. c. The expulsion period will last for the duration of the immediate semester as well as the semester that follows.
d. The expelled resident will be eligible to re-apply for a hostel placement if s/he wishes to after the penalty period. e. There is only ONE re-application allowed for each candidate. Allotment will be FIRST made to applicants with no expulsion record, remaining places will then be considered for re-application cases. f. If the number of expelled students is more than the available placements, drawing lots will be applied for fair distribution. 8. Important Safety Information a. Preparation i. Locate fire exits, which are nearest to your rooms. ii. Familiarise yourself with the location of the environment and get to know how to evacuate. iii. Know where the Emergency Assembly Points are. b. Action i. If you suspect there is a fire, notify the security on duty immediately. ii. Feel the door s temperature. If it is HOT, do not open. iii. If the door is not hot, leave the room immediately. Take your room key, a wet towel and mobile phone, but DO NOT attempt to pack belongings. iv. Use the nearest fire exit. If there is smoke, stay close to the ground; crawl to escape, as air nearer the floor is cleaner. v. Upon leaving the room, immediately go to the designated Emergency Assembly Points (9/F or R/C {G/F}). Report to the security at the assembly point if any loss of roommates is identified. c. Survival If under unavoidable circumstances that you return to or decide to stay in your room, contact the security on duty and inform your location and wait for help. Turn off airconditioning. Block vents that are emitting smoke. Wedge wet towels or sheets under the door to prevent smoke from entering the room. Cover nose and mouth with wet towel. If door and walls are hot, pour water on them with a bucket. d. In other areas Whenever you are in a public area, observe the location of fire exits. In case of fire, stay calm, leave by the nearest exit. Do not use elevators and always stay beneath the smoke.
