SITUATION REPORT # 11 NEW JERSEY STATE EMERGENCY OPERATIONS CENTER October 31, 2012, 8:00 a.m. A. CURRENT SYNOPSIS: The NJ ROIC and NJOEM are responding to the effects from Hurricane Sandy. The NJ ROIC and NJOEM operational level is currently at a Level 4 as of 6:00 p.m. October 28, 2012. NJOEM will provide situational awareness reports to the State, County, Local and allied agencies throughout the event. The Governor declared a statewide State of Emergency at 11:30 A.M., October 27, 2012. Governor Chris Christie authorized the closure of all State Offices for Monday, October 29, Tuesday, October 30 and Wednesday, October 31, 2012 due to the impact of Hurricane Sandy. Federal Emergency Management Agency (FEMA) has announced the State of New Jersey has received a Pre-Landfall federal emergency declaration (EM- 3354) to supplement state and local response efforts due to the emergency conditions resulting from Hurricane Sandy. The President of the United States has approved a Major Disaster Declaration (FEMA-4086-DR-NJ) for the State of New Jersey for Hurricane Sandy on October 30, 2012. The President of the United States approved Individual and Public Assistance for debris removal and emergency protective measures (Categories A and B) including direct federal assistance for Atlantic, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean and Union counties. All counties in the State of New Jersey are eligible to apply for assistance under the Hazard Mitigation Grant Program(HMGP). The Federal Coordinating Officer has been designated as Mr. Michael J. Hall. New Jersey State Police OEM, forwarded a request to the Governor s Office from Cape May County OEM to consider rescinding the emergency protective measures of the evacuation of the listed barrier islands within Cape May County; Wildwood, Wildwood Crest, North Wildwood, West Wildwood, Avalon, and Stone Harbor. This request is based on the windshield survey conducted and a feasible re-entry plan presented by each of the municipalities to the County OEM. B. INCIDENTS President Obama will be visiting New Jersey today to survey damage with Governor Christie. Water Systems Subject to a Boil Water Advisory (3) Independence MUA - Highland System, [Advisory Issued]
Atlantic City MUA - [Advisory Issued] New Brunswick Water Department - [Advisory issued] The Town of Moonachie experienced a levee break that has flooded the town. Rescue efforts are underway and there have been approximately 650 rescues. The water is at high tide again. CART staff is on scene with Hazmat teams as well. Bergen OEM is on scene in Moonachie. As of 6:00 p.m. this evening all rescue efforts were stopped due to dangerous conditions. Rescue operations will resume at 8:00 a.m. tomorrow. 911 calls will be answered in the interim. The US Coast Guard reports that due to post tropical storm Sandy, the Port of New York and New Jersey is closed to all incoming and outgoing vessel traffic. It is not immediately known how long the port will remain closed. ROAD CLOSURES: New Jersey Department of Transportation reports 33 Active Road Closures throughout the State. Garden State Parkway The Garden State Parkway is open for the entire length of the roadway. Tolls have been re-instated. NJ Turnpike Speed restrictions and trailer ban lifted from the New Jersey Turnpike both directions the entire length. Tolls resumed today at 6:00 a.m. Southbound Eastern Spur ramp to Interchange 15-W ramp closed for ongoing repairs from sinkhole. Newark Bay Extension interchange 14-C toll plaza ramp closed to Columbus Drive in Jersey City. SJTA - Atlantic City Expressway ACE is currently closed east of the Pleasantville Tolls and it is scheduled to remain closed until. Emergency vehicles will be granted access. Outerbridge Crossing: Open Bayonne Bridge: Open Goethals Bridge: Open Verrazano Bridge: Open MARINE Ferry System NY Waterway: All ferry service is suspended between New York and New Jersey (both directions) until 7:00 a.m., October 31, 2012. Ferries will run from Port Imperial, Newport and Lincoln Harbor to midtown and from Port Imperial and Paulus Hook to the World Financial Center. Service will run until 6:30 pm with bus service continuing until 10:00 pm. Sea-Streak Ferry: All ferry service suspended both directions Highlands Ferry Route: Service suspended into and out of Atlantic Highlands until further notice. Mass Transit All PATH trains ceased rail service at Midnight on October 29, 012. Restoration of service will be announced at a later date. NJ Transit: All rail, light rail, Access Link and the vast majority of bus services remain suspended until further notice. On Tuesday afternoon, October 30, 2012, subway, bus and travel service was restored. On Wednesday morning October 31, 2012, regional rail services will resume on regular scheduling. Amtrak is reporting the Northeast Regional train service will resume on October 31, 2012, on the Northeast Corridor lines between Washington, DC and Newark, NJ as well as between Boston, MA and Portland, ME. However, due to flooding conditions in the New York City area, all Northeast Corridor service will remain suspended between Newark Penn Station, NJ and Boston, MA. Acela Express services will remain completely suspended for the duration of the Northeast Corridor through Wednesday, October 31, 2012. The US Coast Guard reports that the Port of New York and New Jersey has been closed to all incoming and outgoing vessel traffic. It was not immediately known how long the port will remain closed. The USCG, Sector Delaware Bay, has determined that Hurricane Sandy has diminished and poses no further threat to the port. State/Allied Agencies: NJ DOC, NJDEP, NJ DHS, NJDHSS, NJBPU, NJDOT, NJDMVA, NJDFS, Agriculture, NJ OHSP,OAG, DCA, Treasury, US Coast Guard, NJ Transit, US ACE, ARC, Salvation Army, Community Food Bank of NJ and FEMA are currently staffing the SEOC. ESF leads and allied agencies are engaged in response to Hurricane Sandy. ESFs: During the current operational period, the SEOC staff met with the ESF representatives in the SEOC support room. The ESF representatives advised there were no concerns, needs or requests at this time.
