AGENDA ITEM The Chair opened the meeting at 10:05am and welcomed invited guest Mr Scott Stone, General Manager, Aviation Environment Branch from the Department of Infrastructure, Transport, Regional Development and Local Government (DITRDLG); and acknowledged the participation via telephone dial-in by Mr David White, Virgin Blue Airlines. ACTION / DECISION 1. APOLOGIES Ms Sharryn Jackson, Federal Member for Hasluck. Mr Nick Heidl, Bellevue Action Group. 2. MINUTES OF PREVIOUS MEETING The minutes of the meeting of 24 March 2010 were accepted by the Committee as an accurate record of the meeting. Decision: minutes accepted. 3. CORRESPONDENCE Dr Cock noted the following correspondence had been received: WARRP documentation from Airservices Australia (ASA); the documents would not be discussed today as the Committee had not had adequate time to review the material. Correspondence regarding the draft Community Aviation Consultation Group guidelines issued by DITRDLG. Mr Stone addressed this matter in his subsequent presentation. Dr Cock advised that the letter from the Committee to the Hon John Day, Minister for Planning, had been sent and a copy provided for reference. 4. AVIATION WHITE PAPER (PRESENTATION BY DITRDLG) 4.1 Role of DITRDLG and the management of aircraft noise Mr Stone gave a presentation outlining: the airport privatisation process; the Airport Act and other regulatory requirements; aircraft noise regulations; airport curfews; and other noise abatement measures. 4.2 Noise Insulation Schemes Mr Stone gave a presentation outlining the history and application of noise insulation schemes in other cities in Australia. Mr Stone undertook to provide the Committee with links to existing information about different methods used to describe noise exposure and ways to help the community understand these different descriptors. Dr Cock invited DITRDLG to address the Committee on this issue again at a future meeting. 4.3 Community Aviation Consultation Groups Mr Stone noted the Aviation Policy White Paper requires the establishment of Community Aviation Consultation Groups (CACG). Committee members discussed views regarding the establishment of a new consultation group and the role of the ANMCC. Dr Cock noted that WAC had not yet finalised its view on how the Perth Airport CACG should be constituted. WAC would continue to hear opinions and keep members informed of its proposed model. Secretariat to upload presentation to ANMCC Extranet site. Secretariat to circulate website links to ANMCC members. 5. MATTERS ARISING FROM PREVIOUS MEETINGS 5.1 Herring & Storer Report Mr Petersen advised that Herring & Storer had been engaged to conduct monitoring on EGR (engine ground run) location 2. The monitoring equipment would be in place for one month. 5.2 Implementation of SPP 5.1 Dr Cock advised that the letter to the Minister for Planning had been sent, highlighting the Committee s concerns that development should not occur in areas prone to aircraft noise. 5.3 WARRP Dr Cock acknowledged that Committee members had not had sufficient time to consider the documentation provided by Airservices Australia. He proposed a special meeting be held to discuss the reports. The Committee discussed participation at the special meeting and confirmed that attendance should be in accordance with previous ANMCC decisions, i.e. Committee member plus observer. Written submissions by technical advisors would be accepted. Secretariat to organise special meeting to discuss WARRP documents. ASA Consultation Guidelines Mr Dale provided the Committee with copies of ASA s new consultation guidelines. Noise Monitor Locations - draft terms of reference for review of location Mr Dale provided the Committee with the draft terms of reference for review of the location of the permanent noise monitors (Environmental Monitoring Units). Comments were invited to be submitted to ASA by 30 June 2010. 6. UPDATE TO PERTH AIRPORT WEBSITE Ms Walker gave a presentation on the update of Perth Airport s website and invited feedback from the Committee on the Aircraft Noise section. 7. NOISE COMPLAINTS SURVEY Dr Cock proposed to hold this item over to the next meeting, due to time constraints Decision: to be included on the agenda of the next ANMCC meeting. 8. NOISE AND FLIGHT PATH MONITORING REPORT The Committee noted the report for the period October to December 2009. 9. MONTHLY AIRCRAFT NOISE COMPLAINTS DATA The Committee noted the data for the period March to April 2010. 10. ENGINE GROUND RUN REPORT 10.1 EGR Report The Committee noted the reports for the period January to March 2010. 10.2 Proposed relocation of EGR location No. 2 Mr Petersen gave a presentation on the proposed relocation of EGR location 2. Mr Petersen and Mr Macpherson discussed the likely noise impact on the nearby community. They agreed to discuss this further and contact the Shire of Kalamunda for its views. Action: Mr Petersen and Mr Macpherson to discuss the likely noise impact on the community of relocating EGR location 2. Mr Petersen to seek the views of Shire of Kalamunda. 11. STRATEGY IMPLEMENTATION PLAN The Committee noted the plan. 12. OTHER BUSINESS Ms Dundas raised the issue of forming a noise insulation sub-committee. Mr Stone invited comments from the Committee on noise amelioration to help inform the Department. Mayor Delle Donne asked about the frequency of calibrating noise monitors. Dr Cock undertook to request ASA to provide further information on this matter. Mr Sellick advised that Qantas had recently updated its website to include aircraft noise information and encouraged Committee feedback. Dr Cock advised that the runway grooving process had been delayed. Whilst the noise impact on the community would be substantially less that the overlay works, Perth Airport would keep the ANMCC and Belmont informed, in line with its established communication strategy. Action: Chair to request from ASA information on noise monitor calibration and circulate the response to Committee members. The Chair closed the meeting at 12:15pm.
