Trappers View Home Owners Association Newsletter : February 2016 Website : www.tvhoa.com email: admin@tvhoa.com Annual General Meeting The HOA Annual General Meeting (AGM) will be held: 7:30pm on MONDAY 22 nd FEBRUARY at 12259 W. Chenango Drive. Election of officers Elections will be held at the AGM to fill two positions. One is an open position, the other is for Tim O Gane, his 3 year tenure on the Board of Tim O Gane has epired. Tim is standing for re-election. Candidates are encouraged to stand for the Board, if you are interested please put your name forward, all TVHOA homeowners are eligible. Board positions are held for 3 years at a time, the average commitment for a person is about 5 hours per month. To stand in the election either notify an existing Board member, send an email to admin@tvhoa.com, or come in person to the AGM. As required by Colorado law a secret ballot to elect members to the Board will be held if requested by anyone at the AGM. If not requested the vote will be by a show of hands. In order to vote you must either be present at the meeting or appoint another HOA member who will be attending the meeting as a proxy to vote on your behalf. If you wish to appoint a proxy please write and sign a note explaining which person has been designated as your proxy then have that person present the note at the AGM. Letter from the President Shannon Anderson, President of Trappers View HOA, has written an end of year report to home owners, it is included with this mailing. Emergency Contact Information The HOA is compiling a list of homeowner emergency contact information: phone numbers and email addresses. This is entirely voluntary, if you would to give this to the HOA please fill in the attached form and mail back in the prepaid envelope. This information is for HOA use only, it will not be resold. e-newsletters In the past the policy of the HOA has been to publish newsletters to homeowners in email form only. That has changed, beginning in 2016 newsletters will be mailed. However, if you would prefer to receiver an email version instead please indicate so on the Emergency Contact form, remember to include your email address. Emailing newsletters saves the HOA the costs of printing and mailing, which can mount up over the years, it helps keep the dues down at a low level. But the Board recognizes that not everyone has an email account, or wants to use email, receiving an email only version is optional. Who s Who There have been a lot of home sales at Trappers View in the last year. So that we can get to know each other a list of who lives where has been printed on the back of the Presidents letter. Newsletters, and everything included with newsletters, are published on the HOA website, however, in order to respect privacy the list of names will not be included in the version of the letter that is published on the HOA website. Dues The HOA dues will remain $70/month as they were in 2015. Dues can be paid monthly or prepaid early. Payments can be mailed to the HOA PO Box (see HOA information for address), or delivered in person to the Treasurer drop box located at 12255. Payments are due on the 1st of each month, and will be considered late if not paid by 15th. No leniency will be given for payments made late, even if only a day. Homeowners that are late will be charged a $10 fee plus interest (at a rate of 21% per annum). Once a home has been assessed a late charge a further $10 late charge will be assessed every subsequent month until caught up.

You can get a blank form by going to www.tvhoa.com. On the home page look for the section titled ARC (Architectural Review Committee) request form and click on the link. Alternatively you can request a form from Andy Reed at secretary@tvhoa.com. Important: before repainting a house, you must submit an ARC Improvement Request form for approval, even if the new house color will be the same as it is today. Violators will be fined $1000.00. This large fine has been in place since January 2005 and was put in place at the request of the home owners. A. Reminder: Purpose of TVHOA For those homeowners new to the community or those who have not been active in the Association, we feel that it is important to inform them of the purpose of the Association. Colorado law requires that all housing developments (communities), over a certain size, have an Association. Moreover, Jefferson County will not take ownership of our streets since they are only 30 feet wide. Therefore, our Association owns the streets and must maintain them, which means repaving them every 12-20 years. We also have the common area grass strip on the south side of our development on the major "Chenango Drive" road. As such, our Association must collect dues from all Trappers View homeowners in order to maintain the common grass area and our streets. Currently the dues are $70 per month; $40 of that goes to pay common area lawn maintenance, insurance, trash pickup, water, electricity, legal fees, etc.; the remaining $30 per month is invested in an effort to fund street oil applications every 7 or so years and to have the cash available to pay for the street repaving, whenever that is needed. That is the prudent approach and avoids a special assessment of hundreds or even thousands of dollars to each homeowner at the time of repaving. The TVHOA Board is comprised of volunteers, elected by all homeowners, who willingly give their free time to meet and manage the affairs of the Association. Almost all of them have full time jobs and do this to the best of their ability, with no hidden agenda, other than to do what needs to be done for the Association - on the behalf of the homeowners. Current Year Progress Report: Trappers View Homeowner Association Post Office Box 620132 Littleton, Colorado 80162 End of Year Board Report to Homeowners December 31, 2015 1. Covenant language modifications and the status of our Official Development Plan Since our Mid-Year Board Report, much has happened. Homeowner complaints were filed with the Jefferson County Planning and Zoning Department over the boat and the trailer issue, which was not in compliance with our Official Development Plan (ODP). As a result of the complaints, the boat has been removed and the trailer owner is currently in their "compliance period" to remedy the cited violation. The trailer owner can decide to take the case to court against the Planning and Zoning commission if they so choose. Legal fees of $1,215 to the Association law firm were written off by the law firm after objections by the Board. The Board is reviewing the possible recovery of part, or all of the $2,000+ legal fees paid in the past, but facts need to be obtained before the Board can even begin discussing the feasibility of that action. Eventually, the Board will also have to deal with the issue of changing the covenants back to the 2009 covenants, in order to once again, align with the ODP filed with Jefferson County.

2. Common Area Lawn Maintenance As noted in the financial statements below, much money has been spent this past year in getting the common area(s) improved. Weed killer was applied, but more will be needed. The lawn has been fertilized, but reseeding will be needed in the spring. Thanks to volunteers Vivian Johnston and Kathy Van Liere, the flower gardens look much better. All the many leaves on the grass and in the gutter(s) have been raked and removed. One cottonwood tree was removed in late December at a cost of $1,100. It is expected that one or more trees will likewise need removal in 2016. In summary, the common area has greatly improved over 2014, but a lot of work still remains to be done. 3. Financial Statements as of December 31, 2015 Included with this report are pages that summarize the financial position of the Association as of December 31, 2015. The highlights of the Income and Expense Statements are that the Association had revenues above budgeted revenues of $424. Actual expenses were in excess of budgeted expenses for the same period by $1,851; therefore, our Net Income is under budget by $1,437. Even though the budget income of $2,839 was not attained, the Association showed actual revenues over expenses of $1,402. Almost all of the over budget expenses can be attributed to Landscaping, where much was spent in order to get the common area in good shape. The Statement of Financial Position shows the assets of the Association as of December 31, 2015, including the breakdown into Operating Funds and Road Replacement Funds. The The Operating Fund has $8,827 in cash of which $2,009 is invested in a certificate of deposit. The Road Replacement Fund has $27,782 in cash, of which $21,527 is invested in certificates of deposit. The Dues Receivable shows a negative $510, because several homeowners have prepaid their dues several months in advance. The third statement, Projected Cost Versus Cash 2016-2025, summarizes the projected future costs of repaving our road versus the projected cash available to finance it. Please note that the interest rate earnings assumptions are very low, ranging from 0.0075% to 2%, while the assumed road repaving inflation rate is assumed to be 3.0%, compounded each year. Even with these conservative assumptions, the good news is that the Association should have the accumulated funds to repave the road as early as 2022. Thereafter, the cash surplus greatly increases each year. Note that any oil applications on the road, prior to repaving, are not in the figures listed and that large surpluses would give the Association the possibility of lowering the monthly road paving fund allocation from $30 per month and increasing the $40 per month operating expense allocation, leaving the overall $70 per month dues the same. By the way, the Treasurer wishes to thank all homeowners who prepay or auto pay their monthly $70 dues. It sure makes the job a lot easier and earns the Association a bit more in annual interest.

4. Moving of mailbox Some of you may have noticed that the first mailbox, as you enter the neighborhood, has been moved. Robert Burkitt, one of our new homeowners, requested that the maibox be moved at least 40 feet from the street corner, in accordance with postal regulations. This was done to avoid awkward traffic situations as homeowners turn off of main West Chenango into the neighborhood, and to improve safety for Robert's children, as well as anyone else, when they are in or near his front yard. The Board agreed with Robert and authorized the expenditure to move the maibox. Robert moved the mailbox himself and it cost the Association only $240. Thank you Robert! 5. Vacant Board position In fall of last year, the Board achieved full strength when Andy Reed volunteered to once again join the Board as Vice President. As it turned out, Ben Drenth, our Secretary, moved out of the neighborhood and resigned his position on the Board, effective December 10, 2015. Andy then volunteered to be Secretary instead of Vice President, and the Board approved that action. Unfortunately, that still leaves the Board one person short. It is expected that a new Vice President will join the Board at the TVHOA annual meeting. 8. Annual picnic The community held its annual picnic in September 2015. With good weather, great food and door prizes, the attendance was around 15 people. Those in attendance had a fun afternoon! Hopefully, next year even more homeowners will attend. 9. New homeowners Since June 30, 2015, we have had three more new homeowners: a. Bill and Ashley Halversen at 12289 W. Chenango Drive; and b. Bill and Jeanne Downs at 12251 W. Chenango Drive; and c. Joe Brucklier and Ramona Sandoval at 12279 W. Chenango Drive. That makes a total of seven homes sold in 2015. We all wish a warm welcome to our new neighbors! 10. Trash and Recycling Schedule Also attached to this letter is a 2016 Trash and Recycling Schedule. With the schedule affixed somewhere visible in your home, hopefully none of you will have the awkward feeling of forgetting to put out the trash or recycle items. Inasmuch as many homeowners work long and sometimes irregular hours, and just cannot find the time to attend homeowners meetings, it is the Board's decision to prepare this semiannual report regarding the status of various Board issues, in addition to keeping the website as up-to-date as possible.
