909 ARDLEIGH PARISH COUNCIL MINUTES OF THE MEETING OF THE COUNCIL HELD ON 11 th August 2014 AT THE VILLAGE HALL AT 7.30PM PRESENT: Cllr Barrott (Chairman) Cllrs Talbot, Sinclair, Chase-Gardner, Thompson, Josselyn, Scott-Barrett, Whitfield and Andrews. In attendance: Clerk Mrs L Edwards 37 Chairman welcomed the Councillors Action 38 Apologies for absence Cllr Halsey, Cllr Smith 39 Declaration of Interests None 40 Public participation 20 residents attended public participation, 19 over concerns of the sudden closure of Ardleigh Squash club and 1 to discuss planning application 14/00928/FUL. Although she did declare an interest with the squash club Residents attended over concerns of Ardleigh Squash Club s sudden closure and were seeking advice from the Parish Council to see if anything could be done to save the asset for the community. Cllr Barrott declared he was a current member of Ardleigh Squash Club. The Chairman told the residents he had been in contact with District Councillor Neil Stock and County Councillor Carlo Guglielmi for further advice and was waiting for responses. The Chairman said he had looked at the previous years accounts of the Club. The Chairman passed conversations to Jill Hamblin, the Village Archivist in connection with the possible Listing of the building. She said her investigations had been looking into listed building status from English Heritage. TDC had been contacted regarding registering as an asset of community value as this would then defer any plans for the site. To enable this option the village must appoint a body to represent. A resident spoke to say that rumours of this planned closure had been going around for sometime and the Squash Club Owners were not the landowners. The land was confirmed as being owned by builders Vaughan & Blythe. Jill Hamblin gave a brief history to the site in that the Coach House was built in 1883 but was hit by fire in April 1979. In 1971/72 plans were made to preserve the area and squash courts were built to preserve character. Although this is a conservation area, it is unlikely listed status would be granted by English Heritage. The Coach House is the only part that could be protected not the site or facility as this has already been overturned once by TDC as green open space. A resident asked if the press should be involved. It was noted that the press had already attended the site, but it was felt unnecessary to take this any further at this stage. Residents generally concerned for the members who have lost the facility and membership fees and for the jobs that have been lost. The Chairman concluded he will await feedback from TDC and contact the landowners to make them aware of the village feeling towards the site. It was agreed in the meantime for 2-3 residents to work with the Council. Any interested parties were advised to email into the Clerk who will notify as required any information that arises. A resident came to discuss their planning application 14/00928/FUL. She invited any
910 questions from the Council and said TDC did not anticipate any problems. She also mentioned the amount of litter in the village and in particular on the footpath around the Chase, mentioned a bin would be beneficial. District and County Councillors Neither District Councillor Neil Stock nor County Councillor Carlo Guglielmi was present. Neither had submitted a report. Police No police representative was present. The Chairman read out the Police report submitted. The Chairman also reported that a Cannabis Farm had been found by Police at a farm in the village and caravans owned by travellers had been sited on Foxash Social Club but had since been moved on after the club had been trashed. 41 Minutes of the last meeting Minutes of the meeting 14 th July 2014 were approved by the Council as a true record and signed by the Chairman. Minutes of the additional planning meeting on 6 th June 2014 were approved as a true record and signed by the Chairman. Cllr Chase-Gardner commented that her comment regarding support for the farmers was omitted and the Parish Council was rejecting only to policy. It was noted by Councillors that such a comment was not recollected or recorded in the notes from the meeting and that anyway, the Parish Council supported all local residents 42 Clerk s report on the last Minutes The Clerk reported that item 1/13, loose kerbstone outside the lichgate, was still an open case and communication had been received to say it will be on the 12 month programme with Essex Highways. The Chairman reported the valuation had been received for the reduced area of land proposed for the cemetery extension had come in at 24k. It was agreed to approach the landowner for further negotiations. The Clerk reported the erosion of verges in the village that had been reported have been placed on a programme of works but were not considered priority by Essex Highways at this stage. The Clerk reported the village had been appointed community agent and had been approached to ask for suggestions as to the best way of communicating this service throughout the village. It was agreed that once it had been established who employed the agent, information could be placed on the website and parish notice boards. The agent herself was going to advertise in the village magazine and in the doctors surgery and post office. It was requested for the Clerk to chase TDC enforcement regarding the fact that there was a permanent vehicle at Glebe Corner, used as a café, despite the fact that such a property had been refused planning permission by TDC. The Clerk reported the Parish Council had been contacted by Essex Police to request suggestions as to how best to communicate police information since the cut backs of the PCSO s. In addition to this the Council has been asked if they will make a contribution towards the maintenance of the PCSO vehicle based at Mistley Police Station. It was agreed the Council was happy with the current feedback received from Cllr Halsey and that further information would be sought for the vehicle funding to make a decision at the next meeting.
911 The Chairman read through a polling place review letter received from TDC and it was agreed the Parish was happy with the current arrangements and the form could be completed and returned by the Clerk. It was reported that the defibrillator demonstration was attended by Cllr Talbot and 4 other residents. It was noted that such attendance was disappointing with the amount of time spent on the advertising. It was agreed that for the users of the hall, it was essential that their representatives should attend a demonstration of the defibrillator ads part of their terms for using the hall 43 Planning 14/00688/FUL 14/00910/FUL 14/00928/FUL 14/00972/OUT 14/00980/FUL 14/00999/FUL Hillhouse Farm Lodge Lane Installation of a ground mounted solar PV system. Ardleigh Parish Council has no objections to this application as it is of small scale with no impact on views. Wick Farm Lodge Lane Relocation of existing agricultural reservoir to enable implementation of mineral extraction on adjoining site. Ardleigh Parish Council neither opposes nor objects to the application, it has been requested that no separate access is made to the site. It has been noted that the justification for the need has not been fully demonstrated. Lima 1 Station Road First floor extension Ardleigh Parish Council supports this application. Land at Ingrams Piece Residential development of up to 16 dwellings, including affordable homes. Ardleigh Parish Council supports this application. It has been requested that Community Infrastructure Levy is placed appropriate to the site. The Bungalow Station Road Erection of a 3 bedroom detached house with attached garage following the demolition of existing 2 bedroom detached bungalow. Ardleigh Parish Council objects to this application on the same grounds as the previous application. The planned build is too large for the plot and not in keeping with the other dwellings nearby. There is an insufficient amount of space between the roof height of the rear extension and the Forge Court properties. The Dingle Dead Lane Erection of single storey rear conservatory extension. Ardleigh Parish Council supports this application.

As the jobs for the playground were increasing and as the school fence had not been attended as promised by the appointed contractor, it was agreed to find an alternative contactor if this situation couldn t be resolved. Environment and Maintenance It was reported that that footpath was heavily overgrown between The Old Bakery and the Wooden Fender. Clerk to contact Highways LE The Clerk reported that Jack Fryer had been contacted regarding the forthcoming tree planting grant application and it was noted that the Council has suggestions for next month s meeting. 44.4 Public Rights of Way No reported issues. 45 45.1 Financial Report Village Hall The Village Hall accounts as at the 31 st July 2014 had been circulated prior to the meeting. There were no questions and the accounts were reviewed and accepted. The Clerk reported floral donations to date totalled 1,150.00 45.2 45.3 Ardleigh Parish Council The Parish Council accounts as at the 31 st July 2014 had been circulated prior to the meeting.
