Los Angeles County Operational Area 2014 Communications Functional Exercise Overview and Participant s Exercise Timeline The 2014 Los Angeles County Operational Area Wide Functional Exercise is scheduled for Wednesday, October 22, 2014 from 8:00 am to 3:00 pm. Due to the critical role communications plays in a disaster, the Operational Area Exercise and Training Steering Committee (OATESC) have selected the following communication systems and procedures to test the OA s alternate means of disaster reporting as part of the final review of the OA s Communications Plan: o CWIRS (County-Wide Integrated Radio System) o DCS (Disaster Communication Services) o Local Amateur Radio groups City EOC staffing o Satellite Telephones o Messenger to LASD Contact Sheriff Station To help ensure greater participation in this important exercise, we are providing several ways you can be involved in the exercise. SCENARIO It is Wednesday and at approximately 8:00 a.m. a catastrophic earthquake along the San Andreas Fault occurs, affecting the entire operational area equally. All primary methods of communication are down: landline telephones, cell phones and the internet. OARRS (Operational Area Response and Recovery System) is not available. The exercise will begin at 9:00 am with the earthquake having occurred approximately 1 hour prior to the start of the exercise (StartEx +1). Cities, county departments and various agencies and community partners have already begun assessing the impact of the earthquake to LA County. Jurisdictional (Cities) Emergency Operations Centers EOCs, County Department Department Operations Centers (DOCs) and agency EOCS throughout the OA have been activated including the OA County Emergency Operations Center (CEOC). EXERCISE OVERVIEW AND TIMELINE 8:00 9:00 am Earthquake occurs. First responders begin assessing their area of responsibility per their Standard Operating Procedures (SOPs). Cities begin assessing their situation and realize that they are affected (to some greater or lesser degree). Based on initial assessments, cities may have to open up their EOCs to collect situational information and in support of response efforts. The cities may proclaim a local emergency 2

immediately or sometime after as information starts flowing into their EOCs. The CEOC begins its activation procedures. Cities discover that all primary means of communications are down; cities now turn on CWIRS to EOC-ALL and start listening for instructions. 9:00 am 11:00 pm The CEOC will activate and will begin making announcements. Cities will be given instructions on CWIRS EOC-ALL and by DCS. The first announcement via CWIRS and DCS will provide a brief comment on what has occurred as well as instructions for communicating with the CEOC. The message may be something vague a very large earthquake has occurred in Los Angeles County. Primary communication methods are down and Cities are asked that CWIRS, Amateur Radio/DCS, Satellite Phones or Messengers to LASD Stations be used for reporting. As soon as you are able, please report into the CEOC your jurisdiction s status (cities) by one of those means. From your Jurisdiction SitRep and/or Resource Request - You will need to provide the following information: a. Immediate status (i.e. Black/Major Assistance, Red/Assistance Needed, Yellow/Problems but under control, Green/Normal Operations b. Is your EOC activated? c. Did your city declare a local state of emergency? d. Does your city have a Resource Request? Please make a request using one of the following categories: Food/Water, Equipment, Shelter/Sheltering Needs, Staffing/Personnel, Transportation If your city is going to communicate via CWIRS, you will turn to EOC-All where you may be directed to another CWIRS channel to give your report. Due to traffic volume, the CEOC will have multiple CWIRS channels available and will direct cities to different channels to give their status report as the CEOC cannot tie up EOC-ALL with report taking. If you are going to report your status via your EOC Amateur Radio Operator(s) to LASD DCS, they will communicate on the appropriate DCS frequency as per the ICS-205 and follow directions. If you are going to test your satellite phone see ICS-205 for call in CEOC land lines. If you decide to report via messenger, you will send a person to your local LASD contact station with your report. LASD has generated a transmittal letter that your messenger will also take with them and provide to the desk when they arrive. If you get all alternative methods completed within the first two hours, the reports will be tracked through the P/I process within the CEOC and should be transmitted in the CEOC comprehensive situation report that will be broadcast out between 2:00 2:30 pm. The CEOC 3

will transmit the actual broadcast using CWIRS EOC-ALL and DCS frequencies used during the exercise. 11:00 am 12:00 noon CEOC will acknowledge receipt of information submitted by cities. 12:00 noon 1:00 pm CEOC will request detailed information or verification of information if necessary. 1:00 pm - 2:00 pm CEOC will develop and finalize the OA SitRep for broadcast. The broadcast content will also be available in hard copy format at contact Sheriff Stations. 2:00 pm 2:30 pm OA SitRep broadcast via CWIRS EOC-All and DCS frequencies. 2:30 pm -3:00 pm CEOC Exercise Hotwash. Please note: Cities will be sent an Exercise Evaluation form following the exercise. 4

INSTRUCTIONS FOR CITIES USING CWIRS TO COMMUNICATE WITH THE CEOC Call County EOC on EM MGT system (zone) using EOC-ALL talk group (channel). EM MGT EOC ALL 1. After answering your call, County EOC may ask you to change to another talk group to take your situation report, resource request, update or message. 2. Use or button on front panel to change to assigned system, then rotate top knob to find assigned talk group. Please practice finding system and talk group before the exercise or event. 3. FOR THIS EXERCISE ONLY, cities may be assigned to the CITIES system. Press button once to find CITIES system. Then rotate top knob to find your talk group: Areas A, B, C, F, H Use CITY ALL Area D Use City D Area E Use City E Area G Use City G CITIES CITY ALL CITIES CITY (x) 4.
