EU TIMBER REGULATION Illegally harvested timber is prohibited on the EU market as of 3 March 2013. The responsible party (referred to as the operator) is the importer for all timber sourced outside of the EU (For timber products sourced within the EU the operator is the entity which distributes or uses the timber after harvest). Operators must ensure due diligence (including a risk assessment) for any timber products placed on the market for the first time. Operators can make use of their own Due Diligence System or make use of one set up by a monitoring organisation. 5
HOW CAN BEPI SUPPORT? Better Understanding of the EU Timber Regulation Guidance and support for members and producers on the EU Timber Regulation and the requirements for due diligence. Increased visibility Enhancing the questions asked during the Self-Assessment Questionnaire (SAQ) to cover sustainable supply and procurement of raw materials. Access to information Providing a dedicated space on the BEPI Platform where producers can upload and share documentation related to the sustainability of their raw material inputs. 6
HOW DOES IT WORK? SELF ASSESSMENT (SAQ) PRODUCERS INVITED TO BEPI PLATFORM Understanding how well your supply chain is managing environmental issues is key to defining what risks need to be addressed where. The BEPI Self-Assessment is the mandatory, first step for any producer in BEPI. The self-assessment covers eleven environmental areas, and will: Capture comprehensive information on environmental management Capture environmental data Analyse strengths and weaknesses in a Gap Analysis Shortlist the most relevant environmental hot spots *In development Provide insight into the type of raw materials sourced and details about how and from where they were sourced. This will allow BEPI members to know which producers are already sourcing sustainable raw materials and which are not helping to know which producers might be relevant for further follow up on this topic. The BEPI Self- Assessment is based on the GSCP Environmental Reference Tools, and is suitable for any sector, manufacturing location or coutry. HOW DOES IT WORK? PRODUCER SELECTION SELF ASSESSMENT (SAQ) PRODUCERS INVITED TO BEPI PLATFORM PROGRAMME ASSIGNMENT While the self-assessment will provide an initial overview of the Raw Material sourced, select producers can be assigned to the Raw Material Documentation (RMD) Module in order to collect more detailed information on a specific input. DATA COLLECTION DATA SHARING FOLLOW UP AND VERIFICATION Producers assigned to the Raw Material Documentation (RMD) module will have access to a dedicated page where they can store and manage their certifications and other documentation related to sustainable raw material inputs. BEPI members will have access to the documentation that has been uploaded in an organized and structured way. Producers can opt to share their information with all linked participants or only certain participants (for product level certifications). BEPI members will be able to easily keep track of documents that have been submitted together with important information on the origin and species of timber, making it easy to know which producers may require additional follow up and verification. HOW DOES IT WORK? TRAINING BEPI PARTICIPANTS BEPI PRODUCERS Training and guidance for BEPI members: A guidance document to educate members on the EUTR due dilligence requirements A webinar to update members on the current state of the EUTR REPORTING Training and guidance for BEPI producers: In person workshops in producing countries (China, India) to build capacity on EUTR due dilligence requirements and the importance of sourcing legally harvested timber All information collected through the self-assessment and Raw Material Documentation module will be available in the BEPI Platform and the FTA Sustainability Dashboards, making it easy to track and report on progress.
