DECLARATIONS OF INTEREST No Declaration of interest 7:32pm Cllr Riggall and Cllr Corney arrived 80 MINUTES OF THE PREVIOUS MEETING AND MATTERS ARISING FROM MINUTES The minutes of the 7 th September 2016 approved and signed. 81 PUBLIC PARTICIPATION It was agreed to move Mrs Hortons request for funding forward for discussion. Suspension of standing Orders Mrs Horton and a group of friends would like to put on a 3 course Christmas meal for 50 elderly people within Lambourn. They would also like to present them with a goody bag to take home with them. This would be run by volunteers and the costs at present is 8 per head. Cllr Chalk asked what the selection criteria would be. Mrs Horton stated it would be for over 70 s who are alone (local knowledge/advise would be sought). Cllr chalk confirmed that it would be as inclusive as possible. The date has been set for the 12 December. Cllr Penfold proposed 250 donation. Cllr Nims and Corney proposed a 400 donation. It was confirmed by Mrs Horton that if this was successful, in future years she would be fundraising to cover the costs. Cllr Penfold withdrew his proposal. She was horrified at the rubbish in the river and overgrown weeds. She confirmed that Mr. James Potter is willing to help clean out the river, but he has a suggested list of equipment needs including waders (which will need to be purchased and stored). Cllr Riggall has confirmed that Stable lads are strapped for time and unable to assist, but she will ask the local Fire department for assistance. She has also been informed that the British Army have returned and are willing to get involved in local community projects. The Clerk suggested getting Action River Kennet involved as the do work on the River Lambourn (closer to Newbury) and are willing to help with advise and possible volunteer groups. Cllr Corney suggested that the Allotment Society might be willing to get involved as the river weed makes brilliant compost. It was agreed that Cllr Riggall, Cllr Chalk and Cllr N. Spence (in his absence) would take advice and feed back to the council. 84 PLANNING APPLICATIONS 16/02593/LBC2 + 16/02592/HOUSE Riverside Cottage, Goose Green, Lambourn Demolition of existing conservatory to rear. Erection of new replacement conservatory on the same footprint. Replacement of 4 No windows. Action TN. No Objection. 85 PLANNING CORRESPONDENCE To note: Weekly lists of planning applications and decisions. 16/02007/FULD Croft Bungalow, Upper Lambourn Siting of 3 Caravans for use as staff accommodation. Objection Not in keeping with the street scene and visual impact within the AONB. LPC are aware of the need for sustainable single occupancy accommodation for stable staff. APPROVED 16/01889/HOUSE 33 Baydon Road, Lambourn Extension and alterations including relocation of the front entrance and detached garage with covered refuse, recycling area. No Objection. APPROVED. 7:52pm Mr. Capel arrived 86 COMMUNITY RADIO Request from Mr. Capel for funding towards a community radio station LEGS. Suspension of Standing Orders Mr. Capel explained his concept of a local Internet Radio station which will start off at 1 day per week (possibly a Friday) or 2 half days a week. If it became more popular, then a steering committee would need to be formed. Currently he is looking for premised where the equipment can be secured. It was agreed to support this with a donation of 250. This lead to a discussion on whether a payment could be made to an individual. It was decided that a review of the financial regulations should be undertaken at the next Full Council meeting.
87 YOUTH CLUB Cllr Bulbeck Reynolds to provide feedback. Cllr Bulbeck Reynolds and Mrs. Wilson met with Mr. David Seward (CEO of Berkshire Youth) today. It was suggested that a charity be formed to run the Youth Club, which could then become an affiliate to Berkshire Youth at a cost of 135. Then Berkshire Youth would be able to assist with the service provided and possible access funding. Cllr Bulbeck Reynolds is happy to take on the Chairmanship of the charity and get others engaged. She has already got confirmation that the Sports Club is willing to allow their premises to be used. Cllr Bulbeck Reynolds will provide more information at next month s meeting. 88 PUBLIC TOILET Cllr Bracey proposed discussing opening/closing times for the public toilets. After much discussion, it was agreed that the current hours are suitable but on Event Days the public toilets will be open for longer period to be advised by the Council. At present this is Carnival Day and Open Day. 89 SPEEDING IN EASTBURY Cllr Bulbeck Reynolds to feedback on reducing the speed limit in Eastbury. Cllr Bulbeck Reynolds has confirmed that Eastbury has an additional 12 volunteers to be SID trained. Only Cllr Bulbeck Reynolds and Cllr Penfold are currently trained. Speeding hotspots need to be identified and risk assessment completed. The SID creates a log of the number of cars and the speed (not individual cars). This provides a possible site for speed cameras to be used. More volunteers need to be trained within Lambourn. 90 LAMBOURN HIGH STREET Cllr N. Spence proposal to discuss conversion of Lambourn High Street to One Way system Cllr Billinge-Jones has spoken to the District Councilor Jones regarding this and has been informed that WBC feel that no action is necessary. The Clerk read out the response received from WBC: I would advise against a one way system in the High Street. I know at the moment it can get a bit busy specially around school drop off/pick up times. However the two way flow of traffic is very effective in controlling the speed of traffic with parked vehicles and opposing flow offering a very effective form of traffic calming. Making it one way will remove the opposing flow and provide a clear passage for vehicles. This will certainly result in higher speeds along the high Street which will present a safety issue particularly for pedestrians, we currently have no recorded injury accidents in the High Street during the past five years I would have concern that this good record would not be maintained with a one way system in operation. Cllr Nims proposes discussion regarding speeding tractors and cars up the High Street. The Clerk read out the response received from WBC: With reference to the speeding tractors I can believe that modern tractors are capable of travelling well beyond 30mph. Whilst I am sure that most are driven responsibly there will always be the odd irresponsible driver. We have no power to enforce speeding. I would suggest that if the farm/stable is known that you contact the owner to let them know what has happened and the Parish concern for this irresponsible behaviour. If the owner is unknown raise it with the local police team letting them know as many details as possible, registration, colour, day, time etc. If it is occurring at the same time each day please let me know and I may be able to get one of my road safety guys up there with a camera. After a discussion on the speed of tractors and breaking distance, it was agreed to set up the SID on High street when training has taken place.
91 RIVER LAMBOURN Mrs. Carter would like confirmation on what the LPC are proposing on doing regarding the rat problem along the River Lambourn. It was suggested that LPC should ascertain whether there is a rat problem. The Clerk was asked whether there had been any sightings in the Mill Lane Park or any evidence found. There have been none to date. It was decided to take no further action at the present time. 92 MARKET SQUARE Letter received from Mr. Lowman regarding the intimidating and abusive behavior of the youths at the Lynch gate. Including littering and broken glass. Proposal to discuss a resolution. Cllr Nims reported various incidents which have been brought to her attention: 1 assault on a Winebar patron 1 intimidation of a British Legion patron 2 dog walkers intimidated Egging of the Lynch gate Cllr Penfold has also had a report of egging of the Alms houses the PCSCO have been out to that reported incident. Cllr Bulbeck Reynolds asked the age range and it was confirmed between 14 23. It was decided that the best course of action was to inform parishioners to call 101 to report all incidents. Cllr Bulbeck Reynolds informed everyone that Ms. Stokes has attended the meeting as she is keen to set up a Neighborhood Watch. Cllr Billinge-Jones offered the use of the hall for free. The clerk suggested that this hall bookings would need to be taken in to account. She handed over details of setting up a Neighborhood Watch with the contact details of Sargent Paul Morgan (Neighborhood Policing) and PCSCO Gibson s details. 8:55pm Ms. Stokes left. 93 MEMORIAL Proposal to discuss memorial in Upper Lambourn Cemetery. It was decided that memorials could only be accepted if requested by the legal owner of the plot. In the case of Mr. Harris (where payment was not received), then payment of Right to Burial and Interment = 420 would need to be received before a memorial could be erected. It was decided that an email would be sent to the family stating the Council s position. Cllr Chalk will proof read the email prior to it being sent. 94 WINTER SALTING WBC has sent out the winter salting program for this year. Proposal to discuss any alterations required. It was decided to remove Close End from the additional Roads salting list. Cllr Riggall queried the refilling of the salt bins costings. The Clerk informed the Council that WBC have quoted 67 per bin refill but Mr. Cressell (subcontractor) to WBC has quoted at 40 per refill. It was agreed to accept Mr. Creswell s quote. 95 PROJECTOR Request received from the Camera club to help fund the purchasing of a projector at a cost of 330.83. The Clerk has confirmed that the projector would be solely used by the Camera Club and not available to other hall users. In light of this the Parish Council has decided that it will not be funding the purchase of the projector. 96 CHRISTMAS Proposal to discuss the office opening hours and public loo opening hours during the Festive season. The decision was made that the public loo would be open on Boxing Day and New Year s Day but with reduced hours. It would only be shut on Christmas Day.
The Office will be shut between Christmas and New Year. Cllr Corney offered to post this on Lambourn Facebook page. Proposal from Councilor Billinge-Jones to discuss the staff and members Christmas events. All in agreement to postpone this discussion until the menus have been received. 97 YOUR WELCOME WEDNESDAY Proposal to discuss continued support for Mrs. Mooney s Your Welcome Wednesday The trial period 6 months is now complete and Mrs. Mooney has had at least 15 people every week through the door.
