Homeless Homeless persons who are living in a place not designed or ordinarily used as a regular sleeping accommodation for humans must be counted as unsheltered homeless persons. Persons living in emergency shelters and transitional housing projects must be counted as sheltered homeless persons. 5
Purpose of the Homeless Counts Point-in-Time count and survey of sheltered and unsheltered homeless persons in. Volunteers gathered before conducting the count. 6
Homeless Counts The homeless count methodology has two components based on sleeping location: unsheltered count and sheltered count. Sheltered homeless people occupy emergency shelters, transitional housing, treatment programs, and motels if motel vouchers are provided by service agencies or federal, state, or local government programs for low-income individuals. Unsheltered homeless people reside in places not meant for human habitation, such as on the streets, in vehicles, parks, abandoned buildings, makeshift shelters, and airports. *The app was used in collecting data for the unsheltered count. 7
History. In 2002, the Metro Atlanta Tri-Jurisdictional (Tri-J) Collaborative on Homelessness decided that an actual systematic and comprehensive count of homeless people needed to occur for the City of Atlanta, Fulton Co. and Co. The first actual homeless count conducted by the Tri-J was in 2003. The 2003 Tri-J homeless census established the baseline data with the subsequent counts providing useful tracking for the changes in the homeless population over time. 8
Homeless Counts The Count The of Housing and Urban Development (HUD) mandates that the homeless counts occur every odd year. As part of the Tri-J, has conducted homeless counts in 2003, 2005, 2007, 2009, 2011, and 2013. In 2013, split form the Tri-J. The 2015 homeless count was the first count that completed on their own. 9
Homeless Counts Homeless Census Geoform Application GeoForm is a configurable template for form based data editing of a Feature Service. This application allows users to enter data through a form instead of a map's pop-up while leveraging the power of the Web Map and editable Feature Services.
