He noted that Chair Erin Breen still held her Committee position until the end of the current meeting, but that the Committee should entertain nominations for a new Chairperson. **Mr. Vernell Paul McNeal entered the meeting at 3:06 p.m. Motion: Mr. Roger Buehrer made a motion to elect Ms. Erin Breen to the Chair position. RECEIVE A REPORT ON THE INSTALLATION OF GENERAL MARKET BUS SHELTERS, PHASE III AND PHASE IV Comments: Following a PowerPoint presentation [attached], Mr. Carl Scarbrough, Manager of Advertising & Transit Amenities for the Regional Transportation Commission of Southern Nevada (RTC), provided an update of the installation of General Market Bus Shelters, Phase III and Phase IV to the Bus Shelter and Bench Advisory Committee (Committee). Mr. Scarbrough updated the Committee regarding Phase III enhancements efforts. He said approximately 150 transit shelters were under construction and can be seen at various locations throughout the Las Vegas valley.

Mr. Scarbrough replied affirmatively then added once the RTC proceeds with Phase IV of its enhancements efforts the roof color will be modified to a deeper blue color. Chair Been noted a recent shelter enhancement she noticed and said she enjoyed the way it looked and how it fit into the neighborhood. Regarding Phase IV, Mr. Scarbrough said he expects approximately 150 transit shelters to be delivered to and reviewed by the RTC by June 2014. Soon thereafter, he said, the RTC will begin its installation permitting process and he expects installation to begin on Phase IV by the end of Summer 2014 and be completed by Fall 2014. Mr. Scarbrough further added that approximately half of transit shelters installed during Phase IV will be at locations that do not currently have a shelter installed and the other half will be installed at location that currently has shelters installed, but are located on sidewalks. He added that the Phase IV efforts will enhance safety, but also add seating capacity for transit riders at stops currently without amenities. Chair Breen asked how many transit locations will be moved further back from curbway. Mr. Scarbrough responded that all 150 transit shelters will be moved back, of those locations that currently have a transit shelter located on a sidewalk. Mr. Scarbrough also added that the RTC is working together with the city of Las Vegas to acquire easements which will assist the RTC to enhance safety at various transit stops. He said he expects to start seeing these efforts come to fruition within the next year. Mr. Roger Buehrer recalled a discussion during the last Committee meeting regarding proposed transit stops that had challenging right-of-way concerns. He asked about the status of those stops. Mr. Scarbrough replied that specific focus in not immediately on those stops, but instead currently on several high priority stops as well as stops to be developed along the Flamingo Bus Rapid Transit (BRT) route. He added the Flamingo BRT project has between 30-40 transit stops the RTC is investigating how to address right-of-way challenges as it would like to enhance transit stops along that area. Chair Breen asked if Mr. Scarbrough shared the news about the recent press conference with the Committee, noting it was a good event. She said the RTC did a great job in collaborating with partners to enhance transit stops in the Las Vegas valley. She said partners include Home Depot, The Siegel Group, and Wells Fargo Bank. Mr. Scarbrough noted that Nevada State Bank will become a partner and the U.S. Congresswoman Dina Titus has also been a partner in assisting the RTC in its effort to enhance transit stops in the area. Chair Breen encouraged the Committee to shared key contacts that the RTC may be able to partner will to continue the effort. Mr. Bill Redfairn asked what progress had been made on the transit stop near Spring Mountain Road and Decatur Boulevard. Mr. Scarbrough said the RTC had made contact with the proper owner and he is hopeful to have a conversation with the property owner soon and shared that discussion with the Committee. Mr. Leavitt reported recent incidents at transit shelters to the Committee. He said the first incident occurred on March 3, 2014 at northbound Las Vegas Boulevard, just South of McCarran Street. Mr. Leavitt said a vehicle drove into the transit shelter and that there were no reports of any persons waiting at the transit stop during the time of the accident. He noted that particular shelter was located further from the curbway and, as a result, sustained less damage than would have happened should it had been located closer to the road. Mr. Roger Buehrer asked what time the incident occurred. Mr. Leavitt responded he was uncertain as the driver was not present at the time the incident was identified. He added that he also contacted nearby businesses to inquire about outdoor security camera footage to identify the driver and vehicle to no avail. **Mr. Carl Scarbrough, Regional Transportation Commission of Southern Nevada (RTC) left the meeting at 3:17 p.m. Mr. Leavitt shared the second incident, which occurred on March 25, 2014 on northbound Eastern Avenue, north of Washington Street. He stated there were no reports of persons being at the transit stop during the incident. Mr. Leavitt said the vehicle hit the transit shelter and then traveled through a block wall into a resident s backyard. He noted that particular shelter was one located further from the curbway and, as a result, sustained less damage than would could happened should it had been located closer to the road. He added that the RTC would like to reinstall a shelter at this location pending a pad can be constructed to bring the location up to RTC design and safety standards. Until that time, he said a bench will be installed at the location. Mr. Buehrer asked if the driver in the incident was under the influence of alcohol. Mr. Leavitt said the driver was either impaired or distracted. Motion: No motion was made. Vote/Summary: No vote was taken. Item: 5. RECEIVE A PRESENTATION ON IMPLEMENTATION OF THE RTC S UPDATED BUS STOP SAFETY STUDY AND PROVIDE INPUT TO STAFF ON POSSIBLE SAFETY IMPROVEMENTS (FOR POSSIBLE ACTION) Comments: Following a PowerPoint presentation [attached], Mr. Glenn Leavitt, Management Analyst for the Regional Transportation Commission of Southern Nevada (RTC), provided the Bus Shelter and Bench Advisory Committee (Committee) with an update on the implementation of the RTC s updated Bus Stop Safety Study and provided input to staff on possible safety improvements. Mr. Leavitt provided the Committee with an update on a transit stop located on northbound Nellis Avenue, just north of Tropicana Avenue. He said there is space to move the shelter further from the curb, however the RTC does not have the easement from the property owner to proceed at this time. Chair Breen inquired about utility easement opportunities as there is space behind the transit location where power transformers are currently located. Mr. Leavitt informed the Committee that not all utility easements can be used by the RTC as they are sometimes designated specifically for one purpose. In this case, he said, the power transformers are dedicated for power utility only. However, Mr. Leavitt added

Chair Erin Breen asked if the RTC knows who the land owner is adjacent to the stop. Mr. Leavitt said he does not yet know. Ms. Theresa Malone stated she fully supports the RTC in efforts it takes to acquire an easement to the transit stop due to the high transit ridership reported at the stop. Mr. Leavitt added the transit stop is among the top 20 percent of the RTC s busiest transit stops. Mr. Leavitt then shared an update on a transit stop located at northbound Maryland Parkway, south of Sierra Vista Drive. He said the transit stop is located on The Boulevard Mall s property. He said the RTC met with The Boulevard Mall (Mall) and as a result the Mall is providing easement to the RTC to enhance the stop. Mr. Leavitt added that Clark County Commissioner Chris Guinchigliani was helpful in guiding the discussion. Ms. Malone noted the transit location is another that reports high transit ridership numbers. Mr. Leavitt agreed adding the RTC is trying to address several transit shelters around the Mall and along Maryland Parkway due to high transit ridership. Mr. Roger Buehrer voiced his concern about enhancing transit shelters along Maryland Parkway in the event they may be torn down and rebuilt as a result of the RTC s Maryland Parkway Corridor project. Mr. Leavitt responded that the expense of moving a transit shelter further from the curbway is minimal over the course of several years in comparison to risking safety. He also added that existing shelters, if needed at the completion of the Maryland Parkway Corridor project, could be re-used to save on expenses. Chair Breen asked if Sunrise Hospital is willing to provide the RTC easement for a transit shelter. Mr. Leavitt said a public utility easement is present at the location, however, the challenge is a fence currently located behind the transit shelter. Chair Breen said the head executive of Sunrise Hospital also participates in the Maryland Parkway Coalition and it may be an opportunity for the RTC to approach him regarding the fence challenge. In his final update, Mr. Leavitt updated the Committee regarding a transit shelter located at southbound Eastern Avenue, south of Tropicana Avenue near the University of Nevada, Las Vegas (UNLV). He reported that easement is available to move the shelter further from the curb and could be added to the RTC s Phase IV enhancement effort plan should the Committee find the location important to address. Mr. Leavitt also added that if the Committee wished to proceed, the RTC would need to discuss easement with the property owner as well as, if granted, the shelter would encroach on the property owner s existing parking stalls. Chair Breen said drivers rarely park near the transit shelter and would like to see the transit shelter enhanced if possible. Mr. James Cordova asked if the RTC has encountered any issues with property owners and utilities when installing transit shelters. Mr. Leavitt said it has not. Regarding the transit shelter at Desert Inn Road and Maryland Parkway mentioned by Mr. Leavitt, Mr. Jeffrey Bangle suggested relocating the transit stop to the north side of the pedestrian bridge adding that doing so would add a physical safety barrier, by the bridge, to pedestrians waiting at the transit shelter. Mr. Leavitt said he would explore that option. Chair Breen expressed concern about having enough space to install a transit shelter near the intersection. Mr. Leavitt stated the RTC ideally locates transit stops between 60-90 feet from an intersection. Mr. Leavitt said the intersection is being examined closely considering upcoming developments involving the Maryland Parkway Corridor project. Motion: No motion was necessary. Chair Breen added that Safe Community Partnership will introduce a Crosswalk Crusader program, which will launch May 21, 2014, in downtown Las Vegas. She said the launch will consist of a flash mob event to bring awareness to pedestrian fatalities. She said Safe Community Partnership is seeking 109 volunteers for the event and encouraged the Committee to participate. Motion: No motion was necessary. Vote/Summary: No vote was taken. However, there are many locations where neither rights-of-way nor easements exist. The RTC is partnering with private property owners to acquire easements specifically for installation of bus shelters. Staff will outline the process of easement acquisition for the BSBAC. An updated version of that study was presented to the Commission in Feburary 2013. While moving bus stops back away from travel lanes remains a high priority, a number of other recommendations were included in the study, particularly for stops where there is insufficient right-ofway or easements to move the stops back. The BSBAC will review individual stops and provide recommendations to staff on possible safety improvements. Respectfully submitted, M.J. The shelters are designed to have security lighting and advertising panels that are illuminated for several hours through the night, even in winter. Changes in technology will allow the RTC to replace the existing lights with more efficient bulbs that will provide more illumination and use less power.
