OSV MARKET ROUND-UP WIDE SPREAD OF TONNAGE AVAILABLE FOR CHARTERS Vessel owners in the North Sea continue to have a tough time in the market, with conditions well and truly in the favour of charterers. The PSV sector has been the worst hit, with continual project delays coinciding with a significant increase in vessel supply; a considerable number of newbuild vessels have been joining a steadily weakening market over the last 12-18 months. With oil & gas companies striving to cut their costs, the opportunity to achieve this goal is now readily available in the PSV sector. A number of operators have been reducing the size of their term fleet because there is limited risk associated with exposure to the spot market; a wide selection of vessels are usually available at prices as low as GBP 3,000-5,000 per day. The increase in supply also means that a wide range of high-spec, modern vessels are available for very attractive rates for any term requirements. Vessel owners have fared slightly better in the AHTS market, where there has not been as much activity on the newbuild front. There have been periods of limited availability and higher rates, although the dented confidence of some owners may discourage them from applying too much pressure on rates. OIL PRICES MORE STABLE IN MARCH Having only just posted their first monthly gains since June 2014, oil prices retreated again in March. The barrel price of Brent Crude was standing at USD 62.58 at the end of February, but prices have since fallen around 12%, with a closing price of USD 55.11 at the end of March. Similarly, U.S. Crude prices dropped from USD 49.76 at the end of February to USD 47.60 at the end of March. However, there has at least been a bit more stability in the market recently, compared to the dramatic declines that were experienced in the second half of 2014 and early stages of 2015. There have been contrasting factors keeping oil prices in a tighter range recently. While the lower prices are stimulating demand growth, concerns on the supply side are dominated by the fact that the USA is running out of storage capacity, and by the potential for sanctions on Iranian oil exports to be lifted. UK CUTS TAXES TO BOOST OIL & GAS SECTOR George Osborne, the Chancellor of the Exchequer of the United Kingdom, has announced a range of measure in his latest Budget Report that are aimed at stimulating activity and boosting production in the oil & gas sector. The main initiatives that were announced by the Chancellor include: 1. The introduction of a single, simple and generous tax allowance to stimulate investment at all stages of the industry. This will simplify the complex system of ad hoc arrangements for different North Sea fields that can act as a detterent to new investment. 2. Government investment of GBP 20 million for new seismic surveys in underexplored areas of the UK Continental Shelf. 3. A reduction in the Petroleum Revenue Tax from 50% to 35% to support continued production in older fields. This tax is levied on oil and gas production profits for all fields that were granted development consent prior to 1993. 4. A reduction in the Supplementary Charge Tax from 30% to 20%. This tax is levied on companies ring fence profits. The Chancellor has indicated that the combined contribution from these initiatives will amount to GBP 1.3 billion of support to the UK North Sea industry. The UK s Office for Budget Responsibility has assessed that the new measures could boost expected North Sea oil production by 15% by the end of the decade. SEABREEZE 3

OSV MARKET ROUND-UP BIDS IN FOR PETROBRAS Petrobras has closed a range of tenders recently, with bids coming in from a variety of vessel owners. Petrobras had issued national tenders for its PSV 3000 and PSV 4500 categories. Two-year firm or four-year firm charters were on offer with mid-2015 commencement. This had requested the provision of Brazilian-flagged vessels, although PSVs from an owner s international fleet can qualify for inclusion if the owner is building new tonnage in Brazil that meets local content requirements. Bids were received from CBO, Deep Sea Supply, DOF, Edison Chouest, Farstad, Maersk, Oceanpact, Siem Offshore, Seacor, Starnav, Ultrapetrol and Wilson Sons. Petrobras had also issued international tenders in its PSV 1500 category, again with two or four-year firm charters available with mid-2015 commencement. Bids were received from a similar number of owners in this category. For the anchor handling market, Petrobras had issued tenders for its AHTS 18,000, AHTS 18,000 ROV and AHTS 21,000 categories. Two or four-year firm contracts were on offer, with commencement either later in 2015 or in 2016. Vessel owners that responded to the AHTS tenders included DOF, E.R. Offshore, Farstad, Finarge, GulfMark, Havila Shipping, Maersk, Olympic Shipping, Pacific Radiance, Sealion, Siem Offshore, Solstad Offshore and Swire Pacific Offshore. MURPHY RETAINS NORMAND IVAN Solstad Offshore ASA has received a Letter of Award from Murphy Sabah Oil Co. Ltd for the continued charter of its anchor handling vessel Normand Ivan. The new contract will be for a period of one-year firm plus a one-year option, with the new term already underway. Murphy Oil will utilise the Normand Ivan to support its deepwater operations offshore Malaysia, where the vessel has been operating for Murphy since 2004. EMAS EXTENDS PERISAI CONTRACTS Emas Offshore has extended its bareboat contracts with three OSVs that are owned by a subsidiary of Perisai Petroleum: Sarah Gold (pictured), Sarah Jade and Bayu Pearl. The high speed crew and cargo vessels are now committed on the bareboat charters until the end of August 2017. The Sarah Gold, Sarah Jade and Bayu Pearl were delivered in 2006, 2001 and 2003 respectively, and they each have accommodation space for between 50 and 80 persons. 4 SEABREEZE

OSV MARKET ROUND-UP TERM CHARTER FOR ICE-CLASS VIKING VESSEL Viking Supply Ships has entered into a contract with an unnamed oil major for its ice-classed AHTS vessel Brage Viking (pictured c/o D Dodds). The contract is due to commence in early April, with a firm duration of two years and eight months. This will keep Brage Viking occupied until at least late 2017, although there are further options available for the charter to be extended by an additional 18 months. The total potential contract value for Viking from this fixture (including the options) is around USD 100 million. Viking has indicated that the contract has necessitated certain investments in the region of USD 5-7 million, associated with a period of four weeks off hire for the vessel. CHEVRON CHARTER FOR SKANDI EMERALD Chevron has awarded DOF ASA a new contract to charter the AHTS vessel Skandi Emerald for a period of seven months plus 10 months of options offshore Australia. Work will take place offshore Dampier in western Australia, with operations scheduled to commence around April 20th. The Skandi Emerald was delivered in 2011. She was built to the STX AH 08 design, giving her an overall length of 75.0m and breadth of 17.4m. She has a bollard pull of 201t and an accommodation capacity for 27 persons. SHELL PREPARING FOR ALASKA OPERATIONS The US Interior Department has upheld a 2008 lease sale for the Chukchi Sea offshore Alaska, removing one of the potential stumbling blocks that may have prevented Shell from drilling off Alaska in 2015. The Interior Department has affirmed the licences following a thorough environment analysis, and has lifted the suspensions on exploration activity within the Chukchi Sea acreage. Pending further approvals from the U.S. Bureau of Ocean Energy Management, Shell is planning to undertake exploration drilling in the US Arctic territory later this year, utilising Transocean semisubmersible Polar Pioneer (pictured) and Noble Corporation drillship Noble Discoverer. FEATURE VESSEL NEXUS Van Oord s newbuild cable lay vessel Nexus was christened in Rotterdam, the Netherlands, on March 7. The vessel was built by Damen Shipyards in Galati, Romania, and was recently delivered at the end of 2014. Following her delivery, the vessel mobilised to Damen Shiprepair Vlissingen in the Netherlands, where additional cable laying equipment was installed. Nexus has a length of 122.68m and accommodation for 90 persons, and she has a cable carousel with a capacity of 5,000 tons for the installation of long export cables. The first project for Nexus will be at the Gemini wind park that will be built 85 kilometres off the coast of Groningen in the Netherlands. The wind park is scheduled to be fully operational in 2017. Van Oord will deploy several vessels for the project, including the specially developed offshore installation vessel Aeolus as well as the cable-laying vessel Nexus. OSV NEWBUILDINGS, S&P DUAL NAMING CEREMONY FOR SWIRE NEWBUILDS The Jiangsu Zhenjiang Shipyard in China has delivered Breaux Tide, the third of six newbuild units it is building for Tidewater to the VARD PSV 08 design. Coincidentally, the fifth vessel in the Tidewater series was also launched at Jiangsu Zhenjiang in March. Swire Pacific Offshore has held a dual naming ceremony at Loyang Offshore Supply Base in Singapore for Pacific Centurion and Pacific Goldfinch (pictured). Pacific Centurion is the second of two C class AHTS vessels built for Swire at Sekwang Heavy Industries in South Korea. Built to Rolls Royce s THIRD OF SIX VARD PSV 08 UNITS DELIVERED TO TIDEWATER The electric driven PSVs have a length of 83.8m, deadweight of more than 4,000 tonnes and a deck area of 870m². The vessels also come with DP2 and FiFi Class 1, and are equipped with Siemens Blue Drive Plus C power-supply system which offers a significant reduction in greenhouse gases. UT 786 CD design, the units have a bollard pull of 190 tonnes. Pacific Goldfinch, meanwhile, is the second of ten G-class PSVs that Japan Marine United Corporation is building for Swire to the IMT 984 design. These units have a deadweight of more than 4,000 tonnes and a deck area of 810m². FIRST HAVYARD 832 PSV DELIVERED IN CHINA The Fujian Mawei Shipyard has successfully delivered Kan Tan 312, the first PSV to be built to the Havyard 832 design in China. A naming ceremony was held for the Sinopec vessel on March 25th. Her first charter will take place in the South China Sea, where she will undertake supply work for CNOOC from the port of Shenzhen. Kan Tan 312 has a length of 80.6m, a breadth of 17.6m, a deadweight of 3,600 tonnes, and a deck area of 815m². She comes with a maximum speed of 14.8 knots, and an accommodation capacity for 26 persons. ONE PROMAR PSV DELIVERED; SECOND LAUNCHED Promar Shipping Services has christened Mamola Reliance, the first of two Damen PSV 3300 vessels that are being built at Damen Shipyards Galati in Romania. Damen also recently launched the second vessel in the series, Mamola Defender, which is scheduled for delivery in August 2015. Mamola Reliance (pictured c/o J Pretel) is targeted for operations in the West African oil and gas market. She has a length of 80.1m, deck area of 720m², and accommodation for 32 persons. Island will welcome newbuild PSV Island Clipper (pictured) as scheduled in April 2015. However, the deliveries of Following the recent delivery of Blue Queen to Blue Ship Invest, sister PSV Blue King is now on sea trials at Ulstein Verft in Norway. The vessels have been built to Ulstein s PX121 design. Elsewhere, Britoil Energy, the second PSV being built by Britoil Offshore Services to the PX121 ISLAND AND WINTERMAR DELAY DELIVERIES four other vessels being built at Vard Brevik in Norway (3 x PSV; 1 x DWIV) have been delayed by an average of six months each. Wintermar, meanwhile, has also indicated that it has postponed the deliveries of two out of three of its newbuild vessels until the second half of 2015. design, has been launched at Britoil s own yard in Indonesia. This follows the launch of Britoil Power in January. While the Britoil PSVs have the same hull lines as a standard PX121 vessel, they feature one extra accommodation deck, allowing for a total complement of 50 persons. VARD PSV CONTRACTS TERMINATED Vard Holdings Ltd has terminated the newbuild contracts for two VARD 1 08 PSVs it was building at its Vung Tau facility in Vietnam. The vessels had been ordered by single-ship companies Nordmoon Schiffahrts GmbH & Co KG, and Nordlight Schiffahrts GmbH & Co KG, two entities affliated with E.R. Offshore. However, due to both companies filing for insolvency, Vard has cancelled the newbuild contracts. Vard has received a 10% instalment for one of the vessels, and expects to be able to sell the units at a price that will cover the expected construction cost minus the prepayment received. SENTINEL ORDERS AHTS PAIR Sentinel Marine has ordered a pair of AHTS vessels that will be built at the Wuhu Xinlian Shipyard in China. The steel cutting for the hull of the first unit took place on March 10th. The DP2 vessels will be built to a Focal design, and they will have a length of 78m and a bollard pull of 150t. They will come with SPS notation, oil recovery capabilities and accommodation for 50 persons. In relation to this order, MacGregor (part of Cargotec) has won a contract from Wuhu Xinlian to supply complete deck equipment packages for both vessels. 10 SEABREEZE

OSV NEWBUILDINGS, S&P NAM CHEONG SELLS TWO VESSELS Nam Cheong Limited has sold two vessels for a total consideration of approximately USD 58 million. One 12,000 bhp AHTS vessel has been sold to Topaz Energy and Marine Limited, with delivery scheduled for 2016. The DP2 vessel will have a length of 78m and a bollard pull of 150 tonnes. Nam Cheong has also sold a DP2 Accommodation Work vessel to Marco Polo Marine Ltd. This unit will also have a length of 78m, and will have an accommodation capacity for 200 persons. Delivery is scheduled for the second quarter of 2015. STATOIL ERRV CONTRACT FOR SENTINEL As well as placing an order for two newbuild AHTS vessels (see p.10), Sentinel Marine has also won a contract to provide a newbuild Emergency Response & Rescue Vessel (ERRV) to support Statoil s operations at the Mariner field on the UK Continental Shelf. The ERRV, to be named Mariner Sentinel, will have a length of 65m, and she will be custom built for Statoil. The Mariner contract is for a firm period of five years, with five additional one-year options. Operations are due to commence in July 2016. The Mariner Sentinel is expected to be delivered early in 2017, with Sentinel providing a front-runner vessel prior to the arrival of the newbuild unit. FARSTAD AND ATLANTIC SELL TONNAGE Farstad Shipping and Atlantic Offshore both announced the sale of vessels in March, with Farstad selling AHTS unit Far Sky, and Atlantic Offshore selling Supply/ Rescue/Standby vessel Ocean Produce. The Far Sky was built to the ME 303 Mk II design, and she was delivered in 1991. Farstad has indicated that the sale of this vessel will give a booked loss of approximately NOK 4.5 million in the first quarter of 2015. Ocean Produce (pictured) was built in 1975, and she has been laid up since September 2014. Atlantic Offshore, which had a 39.5% stake in the vessel, has stated that she was sold for close to book value. SUBSEA SUBSEA MARKET ROUND-UP Boa Offshore subsidiary BOA IMR AS has taken advantage of the low exchange rate for the Norwegian Krone, and has entered into a shipbuilding contract with NorYards Fosen AS for a light construction/imr vessel, due to be delivered in Spring 2017. The vessel will be equipped with a 150t active heave compensated crane, and a smaller working crane, for operations in water depths of up to 3,000m. She will have accommodation for 125 persons, a deck area of 1,500m², and will have a moon pool and two work-class ROVs. The vessel will have a length of 108m, and will have ice-class 1A notation. BOA IMR AS will be majority owned by BOA Offshore, while yard owner Calexco S.a.r.l. will take ownership of around 35% of the shares. The vessel will operate under the management of BOA Offshore AS, and will be chartered to BOA Marine Services Inc. Elsewhere, Triyards has received an order to build two ice-class multi-purpose support vessels (MPSVs) for Ocean Energy Ventures, a subsidiary of MDL Marine. Triyards also received an order for a new turret fabrication project, with a combined total contract value in excess of USD 100 million. The MPSVs will be based on the V4830 design from naval architect Vik-Sandvik Design India. They will have a length of 89.3m, DP2 capabilities, and will be outfitted with a 150t active heave compensated crane. According to IHS-Petrodata, delivery of the first newbuild is expected after September 2016, while the second is due to follow after March 2017. ALLSEAS NAMES SECOND MEGA-LIFT VESSEL AMAZING GRACE Allseas has named its second mega-lift vessel, which will dwarf the Pioneering Spirit, as Amazing Grace. The second vessel will be able to lift 72,000t topsides, compared to the Pioneering Spirit s 48,000t capacity. Amazing Grace, expected to cost more than EUR 3 billion, is due to be delivered in 2021, but Allseas has yet to choose a fabrication yard. In other news, Statoil has signed a contract with Allseas for the installation of three platforms at its Johan Sverdrup development in single lifts utilising the derrick FMC & TECHNIP FORM FORSYS SUBSEA FMC Technologies and Technip have joined forces to form an exclusive alliance and launch Forsys Subsea. The 50/50 joint venture will focus on early involvement in the concept selection phase of front-end engineering and design. Forsys Subsea will have a workforce of 320 people and will be supported by the 58,000 employees of FMC Technologies and Technip. Forsys Subsea will be headquartered in London, with regional hubs in Oslo, Houston, Paris, Rio de Janeiro and Singapore. pipelay vessel Pioneering Spirit (pictured) in 2018 and 2019. The Johan Sverdrup field is one of the five largest oil fields ever discovered on the Norwegian continental shelf. The field is estimated to contain between 1.8-2.9 billion boe, with a full development cost estimated between USD 22.4-28.9 billion. First oil is anticipated by the end of 2019. 12 SEABREEZE

SUBSEA SHELIA BORDELON CHRISTENED Bordelon Marine has christened its ultra light intervention vessel Shelia Bordelon, in Houma, Louisiana. The 78m long vessel is equipped with a 50t crane and accommodation for 54 persons, and she has a maximum speed of 14 knots. Bordelon Marine has committed to a year-long campaign to fight breast cancer and will donate a portion of the ship s profits to the New Orleans affiliate of Susan G. Komen for the Cure. A pink stripe will be featured on the vessel along with the Susan G. Komen New Orleans logo. SUBSEA 7 MAY LOOK TO TRIM VESSELS During Subsea 7 s fourth quarter results commentary, the contractor suggested that it may look to trim its owned and chartered fleet as it contends with reduced E&P spending by the oil majors. Subsea 7 has identified opportunities to reduce its capacity by up to 10 vessels over a two-year period. The contractor has a fleet of 39 vessels, of which 27 are owned and the remaining 12 are chartered in. The downsizing may involve Subsea 7 s older assets as well as chartered-in vessels, although no firm plans for such divestment are in place. CHEVRON EXTENDS SKANDI SALVADOR CHARTER Chevron Brasil has extended its contract with the DOF-owned IMR support vessel Skandi Salvador for the remainder of 2015. The extension is in direct continuation of the current contract where the vessel is performing IMR services for the operator. Skandi Salvador has a length of 106m, a 140t maximum lift, and accommodation for 100 CAL DIVE FILES FOR BANKRUPTCY PROTECTION Cal Dive and its US subsidiaries have filed for voluntary relief under the provisions of Chapter 11 of the U.S. Bankruptcy Code. The company s international subsidiaries have not sought protection and will continue to operate. Cal Dive will continue to operate in the U.S. as debtors-in-possession under the jurisdiction of the Bankruptcy Court. Non-core assets will be sold, and Cal Dive will reorganise or sell its core subsea contracting business as a going concern. Cal Dive will continue to operate on previously contracted work, including the persons. The vessel has been operating for Chevron on the Frade field since her delivery in 2009. Meanwhile, DOF s 1999-built AHTS vessel Skandi Stord has been awarded a new 120-day firm plus 60 days options contract with Sigur Ros. This contract will begin in April. existing construction projects for Pemex in Mexico. The company has received a commitment for up to USD 120 million in debtor-in-possession financing from Bank of America, which will provide funds to continue operations through the Chapter 11 process. SUBSEA POLAR KING SECURES 100-DAY CHARTER DOF Subsea has chartered GC Rieber s IMR support vessel Polar King for a fixed period of 100 days, starting in April. DOF Subsea also has options to extend the vessel s charter by up to an additional five months. The Polar King has accommodation for 112 persons, a length of 111m and a max lift of 150 tonnes. DEEP ENDEAVOUR TO REMAIN WITH PETROBRAS Petrobras has awarded Deep- Ocean Brasil a one-year contract extension to provide flexible repair and IMR services utilising the 1999-built IMR support vessel Deep Endeavour. The vessel, which has a length of 130m, a 100t maximum lift and accommodation for 115 persons, has been providing IMR duties to the operator since late 2012. DOF SECURES CHEVRON IMR CAMPAIGN DOF Subsea has been awarded a three-year IMR contract by Chevron for work on projects on the Australian North West Shelf. DOF Subsea will utilise the 2007-built IMR support vessel Skandi Protector to undertake the work. The Aker ROV 6-designed vessel, which has a length of 106m, a 140t crane and accommodation for 100 persons, has been operating for the Australian Government for the past four years. FAR SLEIPNER DELIVERED Farstad s OCV Far Sleipner delivered from Vard Langsten on March 26. The Vard 3 07-designed vessel has a length of 142.6m, deck area of 1,800 m² and is equipped with two offshore cranes, of which the larger one has a lifting capacity of 350 tons. Technip has chartered the vessel for 11 months, split into two fixed periods. Including mobilisation and demobilisation, Technip can retain the vessel for up to 16 months. CONUNDRUM CORNER, DUTY PHONES TRANSOCEAN SCRAPPING 6 MORE In response to the oversupply that is currently being experienced in the offshore drilling market, Transocean has revealed that it will be scrapping six more of its floating drilling rigs. This means Transocean has now announced plans to scrap a total of 18 floaters. The latest six rigs to be removed from the market by Transocean are drillship Deepwater Expedition, and semisubmersibles GSF Aleutian Key, GSF Arctic III, Sedco 707, Transocean Legend and Transocean Rather. All six units were originally built in the 1970s or 1980s, although Deepwater Expedition was only upgraded to a fifth-generation drillship in 1999.
