There were none. 139/2017 COMMUNITY REPORT AND PUBLIC QUESTION TIME Members of the public raised concerns in respect of the Vehicle Activated signs in the Parish. The Ruyton Road. Sign was still now working and neither was the Walford sign. The Chairman stated that Walford College were looking into providing some assistance to overcome the sign at their location as electricity was needed to power it. Cllr Bardsley would take concerns to the Baschurch Road Safety Liaison group. Cllr J Carr had been in contact with West Mercia police in response to a letter which had been received by the Parish Council from the Police in respect of speed in the village. The Road Safety Partnership was to site their vehicle in the village at some future date. The Police were also to carry out speed checks in the village. 140/2017 REPORT FROM SHROPSHIRE COUNCIL Cllr N Bardsley reported that he was disappointed that the Vodafone mobile phone Mast in Baschurch still had not been completed or in working order. Broadband had now been awarded to another firm Airband from Worcester. He stated that the concerns regarding the Vehicle Activated signs would be discussed by the Liaison Group which was meeting in the near future. Cllr Bardsley confirmed that Shropshire Council had decided that the build out on Shrewsbury Road would be permanent. 1
141/2017 MINUTES OF THE PARISH COUNCIL MEETING HELD ON 3rd JULY 2017 Cllr J H Lloyd proposed and Cllr T Feltus seconded that the minutes of the Parish Council meeting held on 3 rd July 2017 be confirmed as a true and correct record. This proposition was passed and the Chairman signed the Minutes. There were two abstentions 142/2017 MATTERS ARISING FROM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 3 rd JULY 2017, NOT ITEMISED ON THE AGENDA There were none. 143/2017 MINUTES OF THE ADDITIONAL PLANNING MEETING HELD ON 7 th AUGUST 2017 Cllr J H Lloyd proposed and Cllr Mrs G Tomlins seconded that the minutes of the Parish Council meeting held on 7 th August 2017 be confirmed as a true and correct record. This proposition was passed and the Chairman signed the Minutes. There were two abstentions 144/2017 MATTERS ARISING FROM THE MINUTES OF THE ADDITIONAL PLANNING MEETING HELD ON 7 th AUGUST 2017, NOT ITEMISED ON THE AGENDA There were none. 145/2017 PLANNING At 8.30pm Cllr Mrs S Richards proposed to suspend Standing Orders to enable members of the public to speak on the application. Cllr J Carr seconded the proposal which was agreed by all. Cllr E R Roberts abstained from voting on Planning applications to be dealt with. (a) Planning Applications to be considered 17/03587/OUT- Outline application for the erection of two dwellings (to include access) (amended scheme) at Proposed development adjacent to Stone House, Walford Heath, Shrewsbury, Shropshire At 8.35pm Standing Orders were then re-instated and Councillors discussed the application. This application was outlined by Cllr Mrs S Richards after which she proposed to object the application. This was seconded by Cllr T Feltus and was passed with one abstention. Shropshire Council to be informed Baschurch Parish Council notes that this is a revised submission and that the number of dwellings has been reduced to two. That aside, nothing has changed and Baschurch Parish Council continues to object to the development and would like the following material reasons to be taken into consideration, together with the additional notes provided: Walford Heath is part of a Community Cluster within SAMDev, expected to deliver 16 residential properties within the current plan, shared across the hamlets of Walford Heath, Merrington and Old Woods. Existing permissions granted/build at Walford Heath alone have met this obligation; the addition of another two dwellings cannot be justified and are not supported under the current plan. As 2
145a/2017 (Cont d) the parcel of land was not promoted or supported in SAMDev, it is therefore in open countryside and is contrary to CS5 (please refer to officer committee report for 13/00847/OUT for evidence and clarification of this point). As part of the refusal for 15/02411/FUL for a single dwelling at Walford Heath, it was recognised in the officer report that although there is a 40mph speed limit, the speed limit is rarely adhered to. There has been little work to improve highway safety and reduce speed through Walford Heath and the speed limit imposed is not enforced. Baschurch Parish Council believe that the addition of any further dwellings with egress onto the highway is inappropriate and could cause further compromise to the dwellings already experiencing issues with highway access and visibility. Walford Heath is a hamlet with no local services or amenities, except for a post box. The Design and Access Statement suggests the development is sustainable, citing reliance on and close links with Baschurch and surrounding settlements, but then admits that these would need to be accessed by a car journey. The development is too far outside of any settlement to be sustainable. When assessing the impact of this development, consideration must be given to the cumulative effect that further development will have on this small hamlet. Baschurch Parish Council considers that the harm significantly outweighs any perceived benefits and request that this application be refused. Baschurch Parish Council fully support the officer comments and conclusions in the refusal of application ref 17/01055 and believe the officer report to be material and still pertinent, despite the reduction in the number of dwellings in this application. As the application would impact so greatly on the Walford Heath Community Cluster, Bomere Heath Parish Council must be allowed to have their views taken into consideration as part of the consultation process and should be treated as a statutory consultee. (ii) 17/03318/FUL- Erection of a detached, single storey building for use as an annexe accommodation in association with the main dwelling at The Bungalow, Stanwardine in the Fields, Baschurch, Shrewsbury Shropshire This application was outlined by Cllr Mrs S Richards and she proposed to object the application. This was seconded by Cllr T Feltus and was passed with one abstention. Shropshire Council to be informed Baschurch Parish Council object to the development for the following material reasons: The Bungalow is a modest sized dwelling and the proposed annex is very large and the scale is not in proportion with the existing dwelling. The annex does not demonstrate any dependence whatsoever on the main dwelling the inclusion of a kitchen, a utility room and two bedrooms effectively makes it a completely self-contained residential dwelling. The property is not within any identified hub, cluster or other plan area, so is therefore in open countryside. The addition of a residential dwelling in this context is contrary to the currently adopted plan. The Bungalow is in a rural and isolated position and is outside of the main settlement area of the village. The addition of the annex is not sympathetic to the surrounding area and is not considered to be sustainable. Should officers be minded to grant permission, Baschurch Parish Council would like the following points to be considered: 3
145a/2017 (Cont) The design and access statement describes the annex as a temporary structure. Consideration should be given to only granting temporary permission of five years for the development, which can then be reviewed and extended if the requirement for the annex still exists at that time. The annex is excessive in size and should be reduced to a more modest scale. This would include the removal of some of the accommodation, including the kitchen and utility room, to make the annex ancillary to and therefore reliant on the main dwelling. There should be a condition preventing the annex from being utilised for any form of letting, including as a holiday let or as a separate residential dwelling. There should be a condition preventing the annex being sold as a separate unit. 8.30pm The Chairman handed the Meeting over to Cllr B Leeden to deal with planning applications. (iii) 17/03855/FUL- Erection of a single storey rear extension; creation of link between garage and house, roof works at 32 Bassa Road, Baschurch, Shrewsbury, Shropshire. Cllr B Leeden outlined the applications which Councillors discussed. After some discussion Cllr B Leeden proposed to support the application and Cllr J H Lloyd seconded the proposal. This was passed with one abstention. Shropshire Council to be informed (iv) 17/03954/FUL- Erection of two retail outlets for College products, with training facilities at Walford and North Shropshire College, Walford Heath, Shrewsbury, Shropshire. After some discussion Cllr Mrs S Richards proposed to support the application stating that the Parish Council were extremely enthusiastic in their support for the application. They wished it to be noted that they thought the proposals were exciting and innovative and that the design for the two buildings was very imaginative. This was seconded by Cllr B Leeden and passed by Parish Council with one abstention. Shropshire Council to be informed Planning Appeal -Dismissed Ref.No:16/02549/REF Erection of triple garage block with apartment over (16/01889/FUL) at Land to rear of Water Nook, Walford Barns, Walford, Shrewsbury, Shropshire (b) Any planning applications received since 28 th August 2017 There was none. (c) 8.45pm Planning Permission Granted 17/02394/FUL- Formation of dormers to front elevation: alterations to existing roomsin- the- roof alterations and improvements to existing layout at Romery Prescott Road, Prescott Baschurch, Shrewsbury, Shropshire. 17/02301/FUL- Erection of single storey extension and insertion of new window at Plum Tree Cottage, Stanwardine In The Fields, Baschurch, Shrewsbury, Shropshire. 17/03064/FUL- Erection of extensions including associated internal and external alterations (re submission) at Hilbre, Stanwardine in the Fields, Baschurch, Shrewsbury, Shropshire. Cllr B Leeden handed the Meeting back to the Chairman. 4
(d) Planning Correspondence The Chairman informed Councillors that a letter had been received from Louise Dwyer, Senior Technical Coordinator, Galliers Homes asking the Parish Council to consider adopting suds at their new housing estate within the village. After some discussion Councillors were in full agreement that they did not wish to adopt them. Resolved: Clerk to inform Galliers Homes of decision. 146/2017 NEIGHBOURHOOD PLANNING The Chairman stated she was in the process of setting up a group and was contacting Corrie Davies, Shropshire Council to assist with the process which needed to be undertaken. 147/2017 HIGHWAYS AND STREET LIGHTING (a) (b) Temporary road closure from Weston Road end to Weston Lullingfields junction/white House Farm junction to Weston Villa junction for one day on Wednesday 13 th September 2017 for BT Open Reach Works- Access to underground structures. Post Box Station Road area. The Clerk stated she had made enquiries with the Royal Mail in respect of placing a new post box in Station Road/ Marton Road area. After some considerable time she had received a reply that the Post Office engineers were looking into this and it was now under consideration. 148/2017 RIGHTS OF WAY Proposed Diversion : The Coffin Path, North of Milford Road The Chairman informed Councillors that a letter had been received from Kate Nore, Land Charges & Planning Support Officer, Shropshire Council who stated that the Planning application had been submitted to Shropshire Council to build on land north of Milford Road (14/01123 & 17/02954/REM). Within this process the developers had put forward to divert the footpath (The Coffin Path) that runs north to south through the site. She was seeking the views of the Parish Council to determine whether or not Shropshire Council accepted the proposal. After some discussion Councillors decided that under no circumstances was the Coffin Path to be diverted. Resolved: Clerk to inform Kate Nore. 149/2017 REPORTS FROM COUNCILLORS Councillors raised concerns that the land at the rear of Stoney Yard was still in a mess and had not been returned to agricultural land as stated in the planning application. The Chairman has stated we had reported this to Shropshire Council in the past but she would follow this up. 150/2017 BADGER WAY PLAYGROUND Cllr Mrs Tomlins stated all was in order. 151/2017 AMENITY GREEN SPACES Sponsorship of the Roundabout After some discussion it was agreed to approach Walford and North Shropshire College to look into sponsorship. 5
152/2017 CEMETERY Cemetery Gates - Cllr J H Lloyd had sent out asking for tenders for the work but had not received any to date. This was then deferred until the next meeting. Cllrs Mrs A P R Budgen and E R Roberts complained that the Cemetery needed a good tidying up and weeding. Work which needed to be done in the contract was not being fulfilled. Holes in Cemetery driveway had not been filled in and the paths had not been sprayed. The beech hedge should have been higher at the half moon. Cremation plots at the end of the Cemetery were in a mess and had not been weeded. Other items of expenditure for consideration There was none. (c) APPROVAL OF THE ACCOUNTS FOR THE YEAR ENDING 31 st MARCH 2017 The Clerk stated she had received notification from the external auditors, Mazars Ltd that the accounts and Statement of Assurance were all in order. Details would be placed on the noticeboard and website. 154/2017 CORRESPONDENCE (a) Road restrictions Nobold. An e mail had been received from Mr. Bill Smith, Church Road, Garage, Church Road, Baschurch, Shrewsbury raising concerns as to the traffic situation. Resolved: E mail forwarded to Mr David Gradwell, Area Traffic Engineer, Shropshire Council to respond.. 155/2017 DATE OF NEXT MEETING The next regular Parish Council Meeting to be held at 7.30pm on Monday 2 nd October 2017 at Baschurch Village Hall.
