LPRI Workshop, Vienna, 21 February 2012 9 GASP and GASR updates LPRI Workshop, Vienna, 21 February 2012 10 5

Historical Context 1997 First version of GASP introduced Based on conclusions and recommendations reached during an informal meeting of the ANC and industry GASP to be used to guide and prioritize ICAO s technical work programme 2005 ANC and industry identified the need for a common frame of reference for all aviation iti stakeholders tkhld to support a more proactive approach to reduce accident rates GASP to be used to guide and prioritize worldwide safety policies and initiatives ICAO and the Industry Safety Strategy Group (ISSG) to work together to develop the common approach for safety LPRI Workshop, Vienna, 21 February 2012 11 A37 Resolution on Global Planning A37 4: ICAO global planning for safety Whereas, ICAO strives to achieve the goal of a safe and orderly development of civil aviation through cooperation among Contracting States and other stakeholders. The Assembly: Stresses the need for continuous improvement in aviation safety The Assembly: Urges Contracting States, the industry and financing institutions to provide the needed support LPRI Workshop, Vienna, 21 February 2012 12 6

GASP Future Evolution Based on the principles articulated within the A37 Resolution Linked to the Global Air Navigation Plan (GANP) to effectively coordinate safety and efficiency improvements LPRI Workshop, Vienna, 21 February 2012 13 Evolution Strategy Ensuring Effective Implementation GASP must provide strategic solutions for all ICAO Member States recognizing varying levels of State safety oversight maturity GSI implementation should be accomplished according to a progressive approach, providing a sound foundation for the State Safety Programme Global Safety Initiatives must be complementary to the Global Aviation Safety Roadmap and aligned with the GASR Focus Areas LPRI Workshop, Vienna, 21 February 2012 14 7

Global Aviation Safety Plan Evolution 2012 Doc 99XX Leveraging the benefits of collaboration GASP targets intended to address the high risk accident categories Supporting a two pronged approach Leading to new safety monitoring and analysis capabilities LPRI Workshop, Vienna, 21 February 2012 15 Proposed Targets in revised GASP Targets Significantly reduce the rate of runway safety related accidents and serious incidents; Significantly reduce the rate of loss of control in flight related accidents and serious incidents; Continue to lower the rate of controlled flight into terrain (CFIT) related accidents and serious incidents; and Significantly reduce the rate of accidents and serious incidents associated with system component failures LPRI Workshop, Vienna, 21 February 2012 16 8

ICAO Council decision to establish RASGs Assembly Resolution A36 7: ICAO Global planning for safety and efficiency ICAO Global Air Navigation and Global Aviation Safety Plans: framework in which regional, subregional and national implementation ti plans will be developed dand implemented, thus ensuring harmonization and coordination of efforts aimed at improving safety and efficiency. Current regional mechanisms (such as EANPG, Regional Safety Oversight Organisations, DGCA meetings): not sufficient to fully address and coordinate regional aviation safety issues Need for Regional Aviation Safety Groups RASGs to support the implementation of the Global Aviation Safety Plan (GASP) and the associated Global Aviation Safety Roadmap (GASR). LPRI Workshop, Vienna, 21 February 2012 23 ICAO Council decision to establish RASGs On 25 May 2010, the 190th Session of the ICAO Council having reviewed C WP/13558 presented by the ANC on the establishment of the RASGs: approved the establishment of the following RASGs: RASG PA for the Caribbean, South American, and North American regions (including Central America); RASG EUR for the European region; RASG APAC for the Asia Pacific regions; RASG AFI for the African region and RASG MID for the Middle East region, with the aim of supporting a regional performance framework for the management of safety; agreed to draft terms of reference for the RASGs; and agreed that the reports of RASG meetings, similar to reports of PIRGs, would be reviewed by the ANC on a regular basis and by the Council as deemed necessary. RASG EUR work programme RASG EUR to support GASP&GASR implementation by: enhancing the coordination of safety activities at the regional and sub regional level lto avoid duplication of efforts; facilitating the sharing of, and discussion on safety information, safety related matters and experiences among all stakeholders; conducting d follow up activities iti related ltdto the GASP and GASR as required; and providing feedback to ICAO to continuously improve and ensure an up to date global safety framework. LPRI Workshop, Vienna, 21 February 2012 37 RASG EUR Decision 01/01 Priorities for the RASG EUR work programme In the short term: a) Assess the activities and mechanisms already in place in the region to address the three top killers identified by ICAO at global level (runway excursions/incursions, loss of control in flight (LOC I)and controlled flight into terrain (CFIT)) and, after performing a gap analysis, report back to the RASG EUR regarding areas which would need to be addressed by the RASG EUR; and b) Support the development of a Russian language version of the software and database developed by the European Co ordination Centre for Aviation Incident Reporting Systems (ECCAIRS). In the longer term: In order to have the necessary safety data to thoroughly assess safety risks throughout the region, support States lacking effective safety occurrence reporting, collecting and analysissystems systems to implement/strengthen these systems through: a)improved legislative and regulatory frameworks; b) The establishment and maintenance, in each State, of an aircraft accident and incident database using a taxonomy compatible with that of the ICAO accident and incident reporting system (ADREP), such as the ECCAIRS database; and c)the establishment, training and maintenance of qualified teams of safety analysts LPRI Workshop, Vienna, 21 February 2012 38 19
