Mahipalpur Bypass to NH-8 to connect with Dwarka Link Roads. 6 Direct Link from Airport to Lutyens Delhi: Along Najafgarh drain will connect West Delhi, Dwarka to Central Delhi, Connaught Place and North-East Delhi. From Noida to South Delhi towards Gurgaon and includes a bridge over River Yamuna which will be taken up by Noida Authorities. From Anand Vihar Passenger Terminal to NH-10 via New Delhi Railway Station and Punjabi Bagh. From NH24 directly to Mathura road- Lodhi Road jn bypassing Bhairon Marg. Mahipalpur Bypass Road to Dwarka Link road Across NH-8. Critical link for connectivity between Lutyens and Airport. Savings in Construction Costs with New Technology (For Elevated Road Corridors) Old Segmental Technology (Single Segment -Single Pier for each 3 lane carriageway) ~ Rs. 60,000 per sq. m New Technology (Separate Spine & Wing Segments for 6 lanes on Single Pier on Central Verge) ~ Rs. 43,000 per sq. m Savings in Structure Costs ~ 25% (Rs. 600 Crores) Savings in Land Costs ~ Rs. 210 Crores 22

Govt. of Delhi Initiatives - 1 PWD C&D waste plants proposed at two locations - Libaspur & Tikri Border - 500 TPD capacity each. Mandatory for all Delhi Government agencies to use minimum 2% processed/recycled products from C&D waste in building works and 10% in road works. Advisory issued to All ULBs in Delhi to mandate 5% use of recycled products for non-structural applications while approving building plans. 24

Govt. of Delhi Initiatives - 2 GNCTD Committee on C&D Waste Products - Recommendations : Use Recycled Products for kerb stone, paver tiles in footpath, silt/earth for filling in plinth, embankments, bricks in non-load bearing partition walls, boundary walls, toe walls, recycled aggregates in RCC of kitchen shelf, almirah shelf etc. Milling and reusing the bituminous material recovered by milling of existing bituminous pavement layers. For Redevelopment Projects costing more than Rs. 500 crores, installation of a C&D Waste processing plant. 25

Govt. of Delhi Initiatives - 3 Approval of the Swiss Challenge Method for New Infrastructure & Services in - Transportation, Communication, Housing, Redevelopment, Roads, Water, Social Waste Management, Tourism, Environment and Security. New Initiatives in PPP for Alternate Funding Routes in - Public Conveniences, FoBs, Roads, Flyovers and in Creation of new assets. 26

(Unsolicited Proposal (UNP) Through PPP) Fields Applicable: Development of Infrastructure and services in the fields of : Transportation Communication Housing Re-Development Roads Water Social Waste Management Tourism Environment Security 31

Stages for Swiss Challenge Method- PWD Stage 1- Preliminary Report Submission of Preliminary Project Report & Techno Economic Credentials to PPP Cell. Stage 2- Comments from Concerned Depts PPP Cell will obtain comments from concerned departments. Stage 3- Technical Inputs After Technical Inputs from E-in-C UNP is placed before the Committee for In Principle approval. Stage 4- Council of Ministers Approval Before In Principle approval the committee shall obtain approval from Council of Ministers of GNCTD. Stage 5 Submission of DPR by project proponent Upon approval from Council of Ministers PPP Cell shall advise project proponent to submit DPR. Stage 6- DPR Examination DPR examined by E-in-C for technical inputs and submitted to committee for approval. Stage 7- Proposal Bidding Proposal called for bidding, if competing bidder provides best financial offer, original proponent is given an opportunity to match the same. Stage 8- Techno-Economic Credentials The techno-economic credentials shall be assessed before the In- Principle approval. 32
