IATA Resolution 302 The new IATA Resolution 302 (Reso 302) will be effective for tickets issued on/after next 01.04.2011 and resolved that, unless otherwise agreed, the following 4 step process provisions, should apply for the interline journeys: Stopovers 1) If the published baggage provisions, among all participating carriers, are the same, will apply these provisions; 2) If the published baggage provisions, among all participating carriers, are not the same, will apply the published baggage provision of the Most significant Carrier (MSC); in case of code-share flights, the MSC will be the operating carrier, unless that carrier publishes a rule stipulating that it will be the marketing carrier; 3) If the MSC doesn t publish baggage provisions for the Interline journeys concerned apply the published baggage provisions of the carrier accepting the baggage at check-in; 4) If the carrier accepting the baggage at check-in doesn t publish baggage provisions for the Interline journey concerned, apply the Interline baggage provisions of each operating airline sector by sector. For travel including a stop over, must be applied the policy of the operating carrier, with the exception of the tickets with U.S. point origin or destination. U.S. DOT order For passengers, whose ultimate ticketed origin or destination is a U.S. point, the baggage provisions selected at the beginning of the itinerary shall apply throughout the itinerary, regardless of stopovers. In case of code-share flights that include point in the U.S., the Most significant carrier shall be the Marketing carrier. 8
IATA Resolution 302 The MSC (Most Significant Carrier) 1. For a travel between two or more IATA Tariff Conference areas (e.g. from Europe to Asia = from TC2 to TC3): The first carrier that crosses areas; 2. For a travel within a Tariff Conference area (e.g. within TC2 from Europe to Africa): The first carrier that crosses from one sub-area to another 3. For a travel within a Tariff Conference sub-area (e.g. within TC2 from Italy to France): The first international carrier 4. For a travel within own Country (e.g. Italy), the first operating check-in carrier. For travel including a stop over, each carrier involved in the itinerary, will be considered Most significant carrier and will apply its baggage policy for the portion of travel operated.
